About the Role:Business Umbrella is hiring an HSE Officer to support health, safety, and environmental compliance across multiple entities, covering both project sites and office operations. The role ensures employees, project teams, subcontractors, visitors, and office personnel follow approved HSE procedures, client requirements, and applicable health and safety expectations. The HSE Officer will conduct inspections, monitor safe work practices, identify hazards, maintain HSE records, and follow up on corrective actions, with focus on data center, ICT, ELV, MEP, and related technical projects.
Scope of Role:• Project sites, client sites, data centers, warehouses, and office locations.• Employees, subcontractors, suppliers, visitors, and project personnel.• UAE operations with potential coverage across KSA and Egypt.• Office safety, site safety, project safety, emergency preparedness, and HSE documentation.
Key Responsibilities:
Project and Site HSE Support• Monitor HSE compliance at project and client sites via regular inspections.• Verify safe working conditions and compliance with approved procedures.• Monitor data center, ICT, ELV, MEP, installation, testing, commissioning, and maintenance works.• Review and support risk assessments, method statements, toolbox talks, and permit-to-work requirements.• Monitor high-risk activities including electrical works, working at height, lifting, hot works, confined space, cable pulling, and work in live environments.• Coordinate with project managers, site engineers, supervisors, subcontractors, and client HSE representatives.• Support project mobilization by ensuring HSE requirements, emergency arrangements, PPE, and site rules are understood.• Report unsafe acts, conditions, incidents, near misses, and non-compliances; follow up until closure.
Office and Facility HSE Support• Conduct routine HSE inspections of offices, housekeeping, walkways, emergency exits, fire extinguishers, first aid boxes, signage, and general workplace safety.• Support emergency preparedness including evacuation plans, fire drills, first aid arrangements, and emergency contacts.• Monitor office hazards and coordinate corrective actions with administration and facilities.• Ensure visitors, suppliers, and contractors follow basic safety rules.• Maintain records of inspections, fire drills, first aid checks, and corrective actions.
HSE Documentation and Compliance• Maintain HSE records including inspection reports, incident reports, training records, toolbox talks, risk assessments, method statements, permits, audit findings, and corrective action trackers.• Support the development, review, and implementation of HSE policies, procedures, forms, and checklists.• Support internal and external audits related to health, safety, environment, and compliance.• Prepare periodic HSE reports for management, projects, and stakeholders.
Training, Awareness, and Safety Culture• Conduct HSE inductions, toolbox talks, and basic safety awareness sessions.• Guide employees and project teams on PPE usage, emergency response, incident reporting, and safe work practices.• Encourage reporting of hazards, near misses, and unsafe conditions.
Incident Reporting and Corrective Action• Report and document incidents, near misses, and HSE observations.• Support basic incident investigation and root cause analysis.• Coordinate corrective and preventive actions until proper closure.• Maintain incident logs and share lessons learned.
Data Center and Technical Project Focus:• Electrical safety and work in live or controlled environments.• Cable pulling, containment, rack installation, server room activities, and equipment installation.• Access control, restricted areas, and client site rules.• Fire safety and emergency response awareness.• Permit-to-work coordination.• Safe work practices for ICT, ELV, MEP, installation, testing, commissioning, and maintenance.
Required Qualifications:• Diploma or Bachelor's degree in Occupational Health and Safety, Engineering, Facilities Management, or related field.• NEBOSH IGC, IOSH Managing Safely, or equivalent HSE certification preferred.• First aid and fire safety training preferred.• Minimum 3 to 5 years of HSE experience.• Project-based HSE support experience required.• Experience in data center, ICT, ELV, MEP, construction, facilities, or technical project environments preferred.• UAE experience preferred.
Required Skills and Competencies:• Good understanding of HSE practices for office and project environments.• Knowledge of site safety, office safety, emergency preparedness, PPE, and incident reporting.• Understanding of project risks related to electrical works, installation, data centers, ICT, ELV, MEP, and subcontractor activities.• Knowledge of risk assessments, method statements, toolbox talks, permits, and corrective action tracking.• Strong communication and coordination skills.• Good documentation, reporting, and follow-up skills.• Practical approach to identifying and resolving HSE issues.
