Job Details

The Manager – Project Engineering is responsible for leading and managing all engineering activities associated with large-scale water transmission, water distribution, and main transmission pumping station projects from concept through commissioning and final handover.


Key Responsibilities

 

Engineering Leadership

  • Lead and manage all engineering activities throughout the project lifecycle, including concept, detailed design, procurement support, construction, commissioning, and project close-out.

  • Establish engineering execution plans, design management procedures, technical standards, and engineering governance frameworks.

  • Ensure engineering deliverables comply with project specifications, contractual requirements, applicable codes, international standards, and client specification requirements. TAQA-T, TAQA-D specification

  • Provide technical leadership to multidisciplinary engineering teams to achieve project objectives safely, efficiently, and within budget.


Project Engineering Management

  • Coordinate engineering activities between design consultants, EPC contractors, vendors, subcontractors, and client representatives.

  • Manage engineering interfaces across Mechanical, Civil, Structural, Electrical, Instrumentation & Control (I&C), Process, Pipeline, and SCADA disciplines.

  • Review and approve engineering deliverables, technical reports, calculations, drawings, specifications, material submittals, and vendor documentation.

  • Monitor engineering schedules, identify risks, and implement mitigation measures to maintain project milestones.

  • Manage engineering change control, technical deviations, value engineering initiatives, and design optimization.

Water Transmission & Distribution Systems

  • Oversee engineering for large-diameter transmission pipelines, distribution networks, valve stations, chambers, surge protection systems, and associated infrastructure.

  • Ensure hydraulic performance, operational flexibility, maintainability, and long-term reliability of water transmission systems.

  • Coordinate engineering interfaces between pipelines, pumping stations, reservoirs, utility corridors, and existing infrastructure.

Main Transmission Pumping Stations

  • Lead engineering activities for major transmission pumping stations, including:

    • Pump selection and optimization

    • Mechanical equipment

    • Piping systems

    • Surge protection systems

    • Utility services

  • Review equipment layouts to ensure accessibility, maintainability, constructability, and operational efficiency.

  • Coordinate factory acceptance testing (FAT), site acceptance testing (SAT), installation support, and performance verification.

Hydraulic & Process Engineering

  • Lead hydraulic studies and engineering analyses, including:

    • Hydraulic modelling

    • Pump system optimization

    • Surge and transient analysis

    • Pipeline sizing

    • Energy optimization

    • System reliability assessments

  • Review process engineering deliverables, including Process Flow Diagrams (PFDs), Piping & Instrumentation Diagrams (P&IDs), process calculations, and operational philosophies.

  • Ensure hydraulic and process designs satisfy current and future operational demands.


Stakeholder & Client Management

  • Serve as the primary engineering interface with clients, consultants, contractors, utility, and regulatory authorities.

  • Lead engineering coordination meetings, technical workshops, design reviews, and progress meetings.

  • Resolve complex technical issues and provide timely engineering solutions.

  • Present engineering proposals, technical evaluations, and project updates to senior management and client representatives.

Construction Engineering Support

  • Provide engineering support during procurement, construction, installation, and testing activities.

  • Review contractor shop drawings, method statements, material approvals, and technical submittals.

  • Resolve site engineering issues and coordinate design modifications when required.

  • Support constructability reviews, risk assessments, and value engineering workshops.

Commissioning & Operational Readiness

  • Lead engineering support for pre-commissioning, commissioning, system integration, performance testing, and operational acceptance.

  • Review commissioning plans, procedures, and test protocols.

  • Coordinate engineering support during system start-up, reliability testing, and final performance verification.

  • Ensure completion of as-built documentation, operation and maintenance manuals, and final engineering records.

  • Support project handover to operations teams.

Quality, Risk & Compliance

  • Ensure compliance with project quality management systems and engineering assurance processes.

  • Identify engineering risks and implement mitigation strategies.

  • Ensure compliance with health, safety, environmental, and sustainability requirements.

Promote continuous improvement and lessons learned across engineering activities.

Desired Candidate Profile

Qualifications

  • Bachelor’s degree in mechanical engineering. / Master’s degree in mechanical engineering is preferred.

Experience

  • Minimum 18–20 years of engineering experience in the water infrastructure sector.

  • Minimum 10 years in senior project engineering or engineering management roles.

  • Extensive experience in:

    • Water transmission systems

    • Water distribution networks

    • Main transmission pumping stations

    • Large-diameter pipelines

    • Reservoirs and associated infrastructure

    • Hydraulic modelling and surge analysis

    • Process engineering

    • EPC, Design-Build, and multidisciplinary project delivery
