The Lifting Appointed Person will be responsible for the planning, coordination, control, and safe execution of all lifting operations across assigned EAC projects in Abu Dhabi.
The role will ensure that lifting activities involving mobile cranes, crawler cranes and other lifting equipment are properly assessed, planned and executed in accordance with approved lifting procedures, project HSE requirements, applicable UAE/Abu Dhabi regulations, client requirements and recognized international lifting standards.
The position will have overall responsibility for preparing and reviewing lifting plans, method statements and risk assessments, selecting appropriate cranes and lifting accessories, assessing ground and site conditions, and ensuring that lifting teams are competent and lifting equipment is properly certified and fit for purpose.
Key Duties & Responsibilities
Plan, coordinate and supervise lifting operations across assigned construction/project sites.
Develop, prepare, review and approve lifting plans, critical lift plans, method statements, risk assessments and safe systems of work for lifting activities.
Assess each lifting operation and determine the appropriate crane type/configuration, lifting accessories, rigging arrangement, load capacity and lifting methodology.
Verify crane setup, load charts, working radius, boom configuration, ground conditions, outrigger arrangements and Safe Working Load (SWL) prior to lifting.
Identify and classify routine, non-routine, complex and critical lifting operations and ensure the appropriate level of planning and authorization.
Ensure all cranes, lifting equipment, lifting accessories and rigging equipment have valid third-party inspection/certification and are fit for purpose.
Verify that lifting equipment inspections, examinations and preventive maintenance are completed before use.
Coordinate closely with Project Managers, Construction Managers, HSE teams, Site Engineers, lifting supervisors, crane operators, riggers and signalmen/banksmen.
Ensure lifting personnel are properly trained, certified, competent and authorized for their assigned duties.
Conduct pre-lift meetings/toolbox talks and ensure lifting teams fully understand the approved lifting plan and associated hazards.
Conduct site inspections to confirm lifting operations are being carried out in accordance with approved plans and safe working practices.
Evaluate site constraints including underground utilities, overhead services, excavations, confined areas, access restrictions and ground stability before crane mobilization and setup.
Establish and maintain lifting exclusion zones and ensure appropriate access control during lifting activities.
Coordinate lifting operations associated with pipelines, pumping stations, utilities, infrastructure, deep excavations, shafts, structural erection and heavy equipment installation, as applicable.
Stop any lifting activity where unsafe conditions, deviations from the approved lifting plan, equipment defects or unacceptable risks are identified.
Maintain lifting registers, equipment certification records, inspection records, lifting plans and other relevant documentation.
Participate in lifting-related incident/near-miss investigations and recommend corrective and preventive actions.
Establish procedures for reporting lifting-equipment defects and ensure corrective action is implemented before further use.
Conduct or support project-specific training and competency development for lifting supervisors, riggers, slingers, signalmen/banksmen and equipment operators.
Attend HSE, construction and coordination meetings and provide technical advice concerning lifting operations.
Liaise with the client, consultant and relevant authorities regarding lifting requirements, inspections, permits and approvals.
Ensure full compliance with EAC HSE policies, project-specific requirements and applicable Abu Dhabi/UAE regulations.
Desired Candidate Profile
Diploma or Bachelor's Degree in Mechanical Engineering, Civil Engineering, or a relevant Engineering/Technical discipline.
A minimum of 8-10 years of overall relevant lifting/heavy lifting experience within construction, contracting, infrastructure, utilities, EPC, oil & gas or industrial projects.
Recognized Lifting Appointed Person certification from an approved/accredited training provider is mandatory.
LEEA Appointed Person / APLO qualification or equivalent internationally recognized lifting certification is strongly preferred.
Relevant TAQA / ADNOC / ADSSC / utility authority competency or approval will be a strong advantage.
Training/certification in Lifting & Rigging, HSE, First Aid, Fire Fighting, Confined Space, Scaffolding or Structural Erection would be advantageous.
Valid UAE driving licence preferred.
