Senior Engineer - Facilities Management

The role holder is responsible for the implementation of plans/programs related to Facility Management (FM) and providing operational support for maintaining the developed assets and infrastructure of Dubai Healthcare City, with the aim of maximizing the operational excellence of these assets to support the organization’s vision in becoming a global healthcare destination. Also, the role conducts regular checks and inspections on internal and external processes ensuring adherence to and promoting the defined rules and regulations for all FM services.


  • Assists in providing feedback to management for the preparation of department budget and the segregation of fees as per the operational structure.
  • Overseas all FM activities and FM projects to optimize the utilization of Dubai Healthcare City assets and infrastructure, including preventative, corrective and planned maintenance, soft services provision (parking, cleaning, pest control, waste management, building & signage, stores management etc.) and hard services provision (mechanical, electrical and plumbing (MEP) services, landscaping & Irrigation, specialized systems maintenance and other major service contracts).
  • Carries out routine and regular operational FM inspections, to ensure compliance with internal KPI’s , SLA’s and regulatory requirements
  • Supports and monitors implementation of Permit to Work system requirements and undertakes periodic checks of business partner/contractor activities to ensure safe practices and adherence to standards for quality, safety and maintenance parameters.
  • Prepares reports on investigations conducted with respect to FM policies/practices to find out the root causes of accidents/issues and initiates/develops and monitors corrective measures and remedial action to closure.
  • Monitors & maintains the energy accounting and reporting system with energy periodic reports in timely manner.
  • Initiates and provides technical support for continuous improvement of energy saving operations and sustainability by developing, coordinating and implementing FM projects.
  • Supports in completing internal and external audit/inspection requirements to ensure compliance with standards laid down by bodies such as the International Organization for Standardization (ISO), Occupational Safety and Health Administration (OSHA) and other relevant authority.
  • Interacts with internal stakeholders from different departments and business partners in order to ensure end-to-end operational support and provide guidance and advice as well as technical support regarding FM issues and works towards consistently meeting or exceeding the FM performance objectives and indicators.
  • Interacts with external stakeholders such as consultants, contractors, service providers and vendors on control measures, technical requirements and performance as per contractual agreements
  • Compiles information and prepares departmental reports on FM performance statistics, queries, complaints, project requirements, audit results, timelines etc. for management to identify improvements in FM practices at DHCC.
  • Gathers data on latest market developments, industry insights and best practices in the field of FM to identify possible improvement areas for DHCA.
  • Provides technical supports to procurement team by providing technical evaluation details.
  • Develops service-level agreements (SLAs) and monitor SLAs with providers, partners and internal entities to ensure provided FM and HSE services are within agreed performance parameters

Constantly reviews departmental statistics, investigation reports, audit observations and identifies changes for FM and HSE programs ensuring continuous improvement in internal practices to achieve compliance with regulatory requirements, effective utilization of best practices, and enhanced productivity.


Qualification

Bachelor’s degree in related Engineering discipline or equivalent , MEP Engineer preferred
