JOB SUMMARYThe Quality and Technology Manager will be responsible for establishing, implementing, and maintaining quality management systems and technology standards across all development projects. This role ensures compliance with UAE building codes, international quality standards, and drives technological innovation to enhance project delivery, efficiency, and sustainability.
KEY RESPONSIBILITIESQuality Management:Develop and implement quality management systems (QMS) for all development projects in compliance with ISO 9001 and UAE regulations Conduct regular quality audits and inspections across construction sites to ensure adherence to specifications and standards Review and approve technical drawings, specifications, and material submittals Monitor and control non-conformance reports (NCRs) and implement corrective actions Establish quality benchmarks and KPIs for project delivery Coordinate with consultants, contractors, and authorities (Dubai Municipality, DDA, DEWA, etc.) on quality-related matters Prepare quality assurance reports and presentations for senior management and stakeholders Develop, train and manage the quality & Technology team in for BI Group UAE Propose and implement sustainability standards (LEED, WELL etc) across the projects from design stage Design, Technology & Innovation:Identify and implement construction technology solutions (BIM, project management software, IoT, etc.) Evaluate and recommend new construction methods, materials, and technologies Drive digital transformation initiatives across development projects Manage technology vendors and service providers Oversee the implementation of smart building solutions and sustainable technologies Ensure data security and technology infrastructure compliance Propose the value engineering options for the current methods or systems Support the design manager for design related coordination and proposals Reviewing the drawings from consultants to support the design Compliance & Standards:Ensure all projects comply with UAE Federal Law, Dubai building codes, and international standards Maintain documentation and records for regulatory compliance and audits Coordinate with Dubai Municipality, Civil Defense, and other regulatory authorities Stay updated on changes in regulations, codes, and industry best practices Manage HSE (Health, Safety & Environment) integration with quality systems Team Leadership:Develop, lead and mentor the quality and technology team Provide training to project teams on quality standards and new technologies Collaborate with project managers, engineers, and consultants Foster a culture of continuous improvement and innovation Project Support:Review and approve method statements and construction methodologies Participate in design reviews and value engineering exercises Support pre-qualification and tender evaluation of contractors and suppliers Conduct post-project reviews and lessons learned sessions QUALIFICATIONS & EXPERIENCEEssential:Bachelor's degree in Civil/Mechanical Engineering, Construction Management, or related field Minimum 8-10 years of experience in quality management within real estate development or construction At least 5 years of experience in the UAE construction industry Strong knowledge of UAE building codes, Dubai Municipality regulations, and international standards (ISO 9001, ISO 14001, etc.) Experience with BIM (Building Information Modeling) and construction technology platforms Professional certifications: PMP, Quality Management certification (CQM/CQE), or equivalent Preferred:Master's degree in Engineering, Construction Management, or MBALEED AP or similar sustainability certification Experience with major mixed-use or high-rise development projects in Dubai
