About the Job:

The Quality, Health, Safety and Environmental (QHSE) Officer (Diving and Subsea) is responsible for developing strategic QHSE programs that meet the Subsea division’s vision and growth initiatives. The QHSE Officer is responsible to lead QHSE functions and be responsible for further integrating the programs throughout the organisation and into the overall culture.
The QHSE Officer is the division’s Management Representative for Quality, Health, Safety and Environment and has the obligation to report any operation which is considered to be in serious breach of the Company Policy and/or procedures to the Diving Manager.




Job Specific Accountabilities 1
  •  Ensure QHSE issues are managed across the division, embedded into the division culture, and appropriately considered during all business decisions.
  • Lead, administer, manage, develop, and implement the Integrated Management System and associated records.
  • Manage all aspects of QHSE document control concerning the review, revision, authorization, and release.
  • Ensure legal, regulatory, and corporate requirements for the IMS are met and that the validity of the independent third party IMS certification to the ISO9001, ISO14001 and OHSAS 18001 standards is retained.
  • Primary (first) point of contact on company’s QHSE matters, IMS interpretations, and relevant issues.
  • Report on the functioning and integrity of the Integrated Management System in the Management Meetings and ensure effective cascading of information throughout the division to ensure an effective QHSE mindset and culture is maintained.
  • Provide QHSE guidance for staff engaged on projects conducted onshore and offshore.
  • Ensure achievement of the QHSE Improvement Plan
  • Lead investigations into incidents and near misses and ensure corrective actions identified are implemented and effective.
  • Ensure regular inspections of working areas are carried out and set the example for other staff for adherence to the Management System.
  • Ensure timely preparation of technical manuals, ensure quality documentation and records for the Diving department. 
  • Develop the QHSE documents and plans for new contracts, projects, and for commercial tenders.


Job Specific Accountabilities 2

Personnel


  • Ensure all employees and contractors are inducted into the Company QHSE Management System.
  • Provide internal training to employees, supervisors and managers on QHSE related issues.
  • Approve work reports of assigned staff and evaluate their performance.

Administration


  •  Maintain the filing of Management System documents in accordance with the relevant procedure.
  • Plan and coordinate external certification audits of Company QHSE systems and ensure a regular program of internal QHSE audits is maintained and executed.
  • Prepare required reports to management and analyse statistical QHSE performance.
  • Provide QHSE guidance and support for staff preparing proposal and project documents and assist with other Ad Hoc requirements for documentation and questionnaires


Minimum Requirements:
  • Formal qualification in Safety discipline or adequate experience in Safety field e.g. NEBOSH (International) Diploma, or equivalent.
  • Recognized Internal / Lead Auditor qualification
  • 6 years of QHSE relevant experience, including at least 3 years in diving industry


Professional Certifications
  • National Examination Board in Occupational Safety and Health (NEBOSH)
  • Equivalent Industrial Certification
  • Emergency First Aid at Work & Emergency Response Training Course
  • ISO Lead Auditor qualification or similar is highly desirable
  • IMCA Diving Supervisor experience highly desirable
  • Dive System Audit and Assurance training competency certificate to compliance with IMCA D011
  • Dive System FMEA training competency certificate to compliance with D039
  •  Must be able to obtain CICPA for all UAE sites
