Job Details

Job Overview Lead all chartering, contracting, and commercial governance for marine assets supporting offshore topside and jacket EPCI projects across the UAE, Qatar, and Saudi Arabia. Secure competitive vessel spreads, negotiate robust marine contracts, and ensure strong risk and compliance management across heavy lift, transportation, installation, towage, DP construction, accommodation, and support vessels.
Key Responsibilities1. Heavy Lift & Installation Vessel Contracting (UAE, Qatar & KSA) Charter and negotiate semi‑submersible crane vessels, sheerlegs, heavy lift vessels, and float‑over installation units. Structure commercial terms considering regional metocean patterns, including Shamal winds, summer heat constraints, shallow‑water operations, and SIMOPS requirements. Ensure compliance with ADNOC, Qatar Energy, and Saudi Aramco marine assurance frameworks.
2. Transportation, Loadout & Jacket Launch Operations Charter jacket launch barges, deck cargo barges (300–400 ft), and module transport barges for topside and jacket transport from key Gulf fabrication hubs: Hamriyah / Sharjah Jebel Ali Ras Al Khaimah Musaffah / Abu Dhabi Dammam / Jubail Mesaieed (for Qatar interface) Negotiate terms covering loadout engineering, skid systems, seafastening, grillage, ballasting, and tow route planning. Manage regional maritime risks including Strait of Hormuz transit and shallow-draft port restrictions.
3. Towage, Mooring & AHT/AHTS Contracting Charter AHT/AHTS, towing tugs, and mooring vessels for barge positioning, towing, and spread support operations. Define bollard pull requirements, towing gear certification, anchor spread planning, and port authority approvals across UAE, Qatar, and KSA. Oversee tow plans, risk assessments, stability documentation, and MWS approvals.
4. DP Construction, HUC, ROV & Accommodation Vessels Charter DP2/DP3 OCVs, MPCVs, DSV/ROV vessels, W2W vessels, and accommodation barges/floatels. Negotiate contract terms covering: DP trials, station-keeping guarantees, W2W gangway requirements, crane operations, POB management, and SIMOPS control. Ensure alignment with Hook‑Up & Commissioning (HUC) teams for tie‑ins, mechanical completion, and offshore energization.
5. Pipe‑Lay & Subsea Installation Vessels (If in project scope) Contract S‑lay, J‑lay, reel‑lay, or flexible‑lay vessels for subsea work in Qatar, UAE, or KSA waters. Structure commercial terms for lay rates, abandonment & recovery (A&R), welding spreads, seabed risk, and metocean downtime.
6. Contract Governance, BIMCO Expertise & Marine Risk Management Draft, negotiate, and manage marine contracts based on BIMCO standards, including: TOWCON, TOWHIRE, BARGEHIRE, SUPPLYTIME, HEAVYLIFTVOY, HEAVYLIFTTIME, PROJECTCON. Develop a clause library and fallback matrix covering: liability & indemnity, P&I, H&M, wreck removal, pollution, DP failure, weather downtime, breakdown, anchor drag, SIMOPS, and offshore construction interface risks. Ensure contract compliance with requirements of: ADNOC Marine Qatar Energy Marine Assurance Saudi Aramco Marine/RTMarine Warranty Surveyors (DNV, ABS, Lloyd’s)
7. Marine Market Intelligence & Supplier Management (UAE, Qatar, KSA) Maintain visibility of vessel availability, pricing, and utilization across Gulf marine hubs: Dubai, Sharjah, RAK, Abu Dhabi, Dammam, Jubail, Ras Laffan, Mesaieed. Track heavy lift campaigns, EPC seasonality, port congestion, and regional project cycles. Conduct QBRs with vessel owners, operators, and brokers focused on: technical capability, QHSE, compliance, commercial discipline, and documentation quality.
8. Post‑Fixture Oversight, Reporting & Claims Oversee offshore execution: tow logs, barge stability, anchor spreads, DP logs, crane ops, weather downtime, and daily reporting. Manage claims relating to: standby, breakdowns, weather, towage delays, DP incidents, SIMOPS conflicts, and sea fastening or vessel underperformance. Ensure complete and timely documentation for ADNOC, Qatar Energy, and Aramco audit requirements.

Required Experience15+ years in chartering/contracting offshore construction vessels across UAE, Qatar, and/or KSA projects. Proven experience chartering: HLVs, semi‑subs, sheerlegs, jacket launch barges, deck cargo barges, DP2/DP3 OCVs, AHT/AHTS, W2W vessels, accommodation barges. Strong working knowledge of BIMCO contracts: TOWCON, TOWHIRE, BARGEHIRE, SUPPLYTIME, HEAVYLIFTVOY, HEAVYLIFTTIME, PROJECTCON, including modification and negotiation of deviations. In‑depth understanding of: ADNOC, Qatar Energy, and Aramco marine requirements Marine risk frameworks (P&I, H&M, wreck removal) Heavy lift operations, jacket launch engineering, transport & loadout Offshore SIMOPS, DP operations, and towage assurance GCC fabrication yard marine processes (Hamriyah, RAK, Musaffah, Dammam, Mesaieed)
Preferred Qualifications Degree in Maritime Studies, Marine Engineering, Naval Architecture, Offshore Engineering, or related field. DP awareness, BOSIET/T‑BOSIET, or offshore safety certifications. Experience with topsides, jackets, flare booms, bridges, subsea structures in GCC offshore fields.
