Job Description
The Manager Procurement ensures stable, effective procurement operations across multiple markets, managing day-to-day execution of CAPEX and OPEX procurement activities while coaching country teams to deliver consistent, compliant, and timely outcomes. This role provides people leadership and operational oversight across assigned markets, balancing workloads, developing team capabilities, and ensuring strong adherence to procurement policies and governance standards. The Manager Procurement also serves as the primary escalation point for operational procurement matters. The position plays a key role in strengthening procurement maturity, improving ways of working across markets, and building a high-performing procurement team that supports sustainable business growth.

What’s On Your Plate?
Ensure operational stability and delivery continuity across 4-5 markets by overseeing day-to-day procurement execution (CAPEX & OPEX) and supporting markets during peak workload, expansion phases, or capability gaps.
Balance workload and priorities across assigned markets, ensuring timely execution of procurement activities and maintaining service continuity during leave periods, high-demand cycles, or business expansions.
Act as the primary escalation point for operational procurement matters across assigned markets, resolving execution challenges and coordinating with Regional Category Leads where specialized support is required.
Ensure consistent application of procurement policies, standards, trackers, and reporting frameworks across assigned markets, proactively addressing gaps in documentation, compliance, and execution discipline.
Drive alignment in ways of working across markets, standardizing procurement practices to reduce inefficiencies, inconsistencies, and rework.
Monitor procurement delivery performance across assigned markets, identifying operational risks, supplier issues, or process gaps and implementing corrective actions to maintain business continuity.
Design and deliver structured training programs and cross-market knowledge sharing initiatives, accelerating procurement capability development and reducing skill gaps across markets.
Lead onboarding and capability development for procurement team members, strengthening local procurement maturity, knowledge sharing, and operational resilience.
Provide full people leadership and performance management for country procurement teams within assigned markets, including coaching, development planning, training, and ongoing performance reviews.
Additional Information
What Did We Order?
Bachelor’s degree in Procurement, Supply Chain, Business Administration, Finance, or a related field.
7+ years of experience in procurement and project management, including at least 3 years in a leadership or team management role.
Minimum 4 years of procurement experience within the Middle East / MENA region, with a strong understanding of regional supplier markets, regulatory environments, and business practices across UAE, Qatar, Egypt, Bahrain, Kuwait, Iraq, Jordan, and Oman.
Proven experience managing multi-country procurement operations, balancing priorities across markets and ensuring consistent execution standards.
Strong experience in operational procurement management, including RFQs, tendering processes, commercial evaluations, contract execution, and supplier negotiations across CAPEX and OPEX categories.
Demonstrated ability to lead, coach, and develop procurement teams, driving performance improvement, capability development, and structured knowledge sharing.
Strong understanding of procurement governance, compliance, and audit requirements, ensuring disciplined application of procurement policies, approval frameworks, and documentation standards.
Experience working in cross-functional and fast-paced environments, collaborating with stakeholders across operations, finance, legal, and supply chain teams.
Proficiency with ERP and procurement systems (e.g., SAP, Oracle, Coupa, or similar), with strong ability to manage procurement data, reporting, and operational trackers.
Strong analytical, problem-solving, and decision-making skills, with the ability to identify operational risks, prioritize effectively, and maintain continuity during periods of high workload or business growth.
Excellent communication and stakeholder management skills, with the ability to align multiple markets and functions around consistent procurement processes and ways of working.
Highly organized with strong attention to detail, ensuring accuracy in procurement documentation, contracts, approvals, and reporting.
