Roles & Responsibilities

1. Design Management & Technical Review

  • Lead multidisciplinary MEP design reviews across all project stages (Concept, Schematic, Detailed Design, IFC).

  • Perform in-depth technical evaluation of HVAC, electrical, plumbing, fire protection, ICT/ELV, and medical gas systems.

  • Review MEP layouts for constructability, maintainability, and operational efficiency.

  • Validate compliance with healthcare engineering codes:

    • HVAC: FGI, ASHRAE, HTM 03, pressure regimes, air-change rates, isolation rooms.

    • Medical Gas: HTM 02-01, NFPA 99.

    • Fire & Life Safety: NFPA 10/13/14/70/72/101.

    • Plumbing & Drainage: IPC, Legionella prevention guidelines.

    • Electrical Systems: Redundancy, UPS, generators, emergency circuits.

  • Coordinate MEP requirements with architectural zoning, patient flow, infection control pathways, and clinical workflows.


2. Healthcare Systems Integration

  • Ensure precise integration of:

    • Critical room HVAC systems

    • Medical gas pipelines

    • Nurse call systems

    • BMS & SCADA systems

    • Fire alarm & suppression systems

    • ELV/ICT, access control, CCTV, Wi-Fi

    • Emergency and essential power

    • OR & ICU HVAC pressure control

    • Isolation room design (AIIR, PE rooms)

  • Oversee compliance with infection control engineering (ICRA), safety, and facility planning standards.


3. Project Execution & Site Oversight

  • Conduct routine site inspections to verify installation quality, coordination, and safety compliance.

  • Review and approve:

    • Material submittals

    • Shop drawings

    • Method statements

    • Test & commissioning plans

  • Ensure sequencing of MEP works aligns with clinical operations, shutdowns, and decanting plans.

  • Monitor contractors’ progress, identify delays, and recommend corrective actions.


4. Testing, Commissioning & Handover

  • Lead full T&C of MEP systems including:

    • HVAC functional tests

    • Pressure differentials for critical spaces

    • Medical gas purity & alarm testing

    • Electrical load tests & generator synchronization

    • Fire alarm cause-and-effect checks

  • Supervise integrated systems testing (IST).

  • Ensure complete documentation: as-builts, O&M manuals, warranties, asset registers.


5. Regulatory Compliance & Stakeholder Coordination

  • Liaise with DHA, MoH, Civil Defense, Municipality, and external consultants for approvals.

  • Support authority submissions, including:

    • MEP design NOC

    • Medical gas review

    • Civil Defense inspections

    • Environmental health inspections

  • Coordinate with medical planners, operators, biomedical teams, and facility managers.


6. Cost, Risk & Value Engineering

  • Review MEP BOQs, variation claims, and cost breakdowns.

  • Identify value engineering opportunities without compromising healthcare compliance.

  • Prepare technical risk registers and propose mitigation strategies.

  • Support budgeting, CAPEX planning, and procurement evaluations.


7. Project Governance & Reporting

  • Prepare technical reports, design review logs, coordination minutes, and progress dashboards.

  • Advise project leadership on design changes, constraints, and technical solutions.

  • Ensure alignment with project schedules, quality standards, and client expectations.

Desired Candidate Profile

  • Bachelor’s degree in Mechanical or Electrical Engineering

  • 15+ years of MEP engineering experience, with at least 10 years in healthcare projects in the Middle East.

  • Strong background in consultancy, PMC, or client-side roles.

  • Solid understanding of healthcare codes: FGI, NFPA, HTM, ASHRAE, CBAHI, DHA/MoH guidelines.

  • Experience in new hospital builds, renovations, live facility upgrades, and brownfield healthcare projects.

  • Proven expertise in managing contractors, consultants, and third-party vendors.


Technical Skills & Competencies

  • Expert knowledge of HVAC engineering, electrical systems, plumbing, fire protection, and medical gas design.

  • Strong ability to lead coordination using AutoCAD, Revit, Navisworks, and BIM workflows.

  • Deep understanding of healthcare operations, infection control engineering, and patient safety requirements.

  • Excellent problem-solving and conflict-resolution skills.

  • Strong documentation, reporting, and presentation abilities.

  • Ability to manage multiple projects simultaneously under tight timelines.
