Aviation Security Planning, Assessment and Compliance
• Ensure that the national training programs, screener certification program and approval procedures are in compliance with Annex 17, CAR Part VII and NCASP.
• Plan, develop, and coordinate aviation security technical training plans and requirements within the section.
• Provide expertise and training to the sector pertaining to aviation security training and screeners certification and approval.
• Contribute and recommend inputs on national and international issues related to aviation security training and adjust planning needs accordingly.
• Coordinate certification and approval tasks by ensuring proper prioritization, technical accuracy, and timely delivery.
• Review and assess submissions and technical documentation from specialists before managerial approval, ensuring compliance with national and international standards.
• Conduct audits or assessments of training organizations and airport training delivery to ensure compliance with national standards.


Aviation Security e-Services and Publication
• Contribute and recommend the upkeep of aviation security related information in the GCAA portal.
• Handle e-Services enquiries and coordinate the resolution of issues raised by various entities related to aviation security training and screeners certification and approval.
• Ensure and coordinate the currency of aviation security publications and documentation posted on the GCAA portal for knowledge sharing.
• Ensure updates pertaining to Security Directives, GASI and security bulletins through AVSEC web board.


Reporting and Documentation
• Review departmental policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.
• Prepare comprehensive reports and statistical summaries on aviation security training and screener certification.
• Ensure that all functional reports are prepared timely and accurately and meet GCAA requirements and quality standards.
• Maintain oversight over document control and records management practices within the section.
• Represent the section in internal meetings and external engagements, as necessary.


Technical Leadership
• Lead multifaceted assessments for certification of personnel and approval of AVSEC programmes, training organizations and equipment.
• Participate in the development, review and continuous improvement of procedures, templates, and oversight tools.
• Monitor trends in screener performance and certification outcomes and recommend corrective or improvement measures


Aviation Security Training Policy / Promotion and Culture
• Ensure the development and implementation of security promotion activities to disseminate and nurture a security awareness culture in the UAE civil aviation industry and to keep industry players abreast of changes to relevant rules, regulations and other aviation security developments.


Stakeholder Coordination
• Support the Manager in stakeholder communication and coordination on aviation security training and screener certification.


Health, Safety and Environment within GCAA
• Ensure compliance with all relevant health, safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude as per IMS available standards.


Preferably a degree from a University/College or professional qualification aviation security with 5 years’ experience in the relevant discipline.
• At least 5 years of relevant experience in civil aviation security, including oversight or regulatory roles in certifications and approvals.
• ICAO National Inspector certification (mandatory)
• Good knowledge of ICAO Annex 17, Doc 8973, and international AVSEC regulatory practices.
• Experience in reviewing, approving, or auditing AVSEC training programmes, personnel, or security systems.
