Job Title: Head of Facilities Operations (Emirati) 

Department: Markets Sector: Public Facilities Sector 

Job Type: Full-Time | Grade: 13

About the Role

We are seeking an experienced Head of Facilities Operations to lead the operational management of public markets and area facilities. Reporting to the Department Manager, the role holder will oversee all operational, maintenance, and security functions, ensuring facilities operate in full compliance with regulatory requirements and organizational standards.

Key Responsibilities

  • Develop and implement operational and maintenance plans for all facilities, including periodic and corrective maintenance budgets, and monitor progress reports with engineering and technical teams.

  • Oversee security and guarding operations across all sites, ensuring visitor safety and the effective performance of security personnel.

  • Lead inspection tours to verify that all staff perform their duties efficiently and in accordance with required standards.

  • Manage vehicle fleet operations including maintenance, licensing, and insurance in coordination with the transport department, and organize driver shift schedules.

  • Conduct regular meetings with operational teams to review performance, address challenges, and develop improvement plans.

  • Hold periodic meetings with market tenants to review operational developments, gather feedback, and strengthen working partnerships.

  • Maintain and update market and leased property data across official systems, platforms, and geographic maps to ensure accuracy.

  • Prepare monthly shift schedules for inspector teams and ensure full coverage across all market locations.

  • Prepare periodic progress reports against KPIs, highlighting achievements, challenges, resolutions, and recommendations for improvement.

  • Ensure full compliance with information security policies, data confidentiality standards, and applicable laws and regulations.

  • Draft, review, and propose improvements to operational policies, systems, and procedures.


Desired Candidate Profile

Qualifications & Experience

  • Bachelor's Degree with a minimum of 9 years of relevant experience, OR

  • High School Certificate with a minimum of 10 years of relevant experience

Relevant Fields: Public Relations, Business Administration, Administrative Sciences, General Management, Marketing

Work Environment

Primarily office-based (60%+) with regular field visits to inspect facilities and markets. Requires coordination with internal departments and external parties including government entities, outsourcing companies, and event contractors. Mobile phone allowance provided subject to HR policy.
