Job Purpose
Responsible for executing CTSS quality, health, safety, and sustainability activities by ensuring compliance with laws, regulations, and contractual requirements, managing systems and processes, and implementing ISO- and DGEP-aligned best practices to minimize risks and support sustainable development.
Roles and Responsibilities
Accountabilities:
Strategy
• provide necessary support during updates of the RTA strategic plan.
• Deploy, review, and ensure compliance with QHSS plans to update policies, organizational structure, roles and responsibilities, procedures, guidance, operational plans, objectives, targets, and KPIs in line with sector practices.
• Facilitate and provide support to all excellence-related activities and participation in DGEP and EFQM awards, including implementation of requirements and improvement action plans based on internal and external assessment feedback.
• Facilitate Sector’s departments’ national and international awards participation, supporting planning, implementation, and review of submissions.
• Ensure the implementation of the general framework for managing assets at sector level.
• Prepare, update, and facilitate implementation of work plans and programs related to health, safety, and sustainability, and conduct evaluation studies in coordination with concerned departments; submit periodic reports to SRRPD.
• Review and evaluate technical plans and programs for sector/RTA projects to ensure health, safety, sustainability, and risk management compliance; prepare and implement inspections and audit programs for departments, projects, and service providers.
Operations
• Deploy QHSS audit plans and ensure remedial recommendations are implemented in the departments concerned.
• Ensure sector effectiveness and compliance by auditing implementation of operational plans, policies, procedures, guidance, objectives, targets, and KPIs, including post-issuance and activation of new tasks.
• Prepare and submit audit reports to concerned departments and CEO.
• Implement bi-annual administrative review of the quality management system in coordination with the CEO and monitor closure of recommendations.
• Facilitate implementation of ISO standards certification or re-certification at sector level.
• Ensure compliance of all departments with RTA legislations, administrative decisions, and circulars; submit reports to CEO and directors.
• Deploy communication, consultation, interpretation, and effective implementation of QHSS policies, procedures, and practices internally and externally, including site visits to ensure compliance.
Product/Process Improvement
• Perform, deliver, and facilitate all training needs, knowledge sharing/transfer, and awareness programs relevant to QHSS management systems; ensure adequate staffing and resources to support QHSS objectives.
• Manage QHSS systems and processes for timely reporting and analysis; ensure corrective action plans are created and implemented based on root cause analysis; facilitate hazard, risk identification, assessment, mitigation, accident investigations, and crisis/business continuity plans; support formulation of best practices, sustainability monitoring, and operational risk management.
QUALIFICATIONSBachelor’s/master’s degree in business administration 8+ years in case of bachelor’s degree (6+ years in case of master’s degree) in related field
