Job Details

  • Lead QA/QC activities for civil and structural works across power project sites.

  • Develop, implement, and monitor project-specific Quality Assurance and Quality Control procedures.

  • Review project specifications, drawings, BOQs, method statements, ITPs, and applicable codes to establish quality requirements.

  • Prepare, review, and implement Inspection and Test Plans, Method Statements, Quality Control Plans, and checklists for civil activities.

  • Inspect civil works including excavation, earthworks, foundations, reinforcement, formwork, concrete, structural works, masonry, waterproofing, roads, drainage, cable trenches, and finishing works.

  • Ensure construction activities are executed in accordance with approved drawings, specifications, method statements, ITPs, and approved materials.

  • Coordinate with consultants, clients, subcontractors, construction teams, and testing laboratories for inspections, testing, and quality approvals.

  • Review material submittals, technical data sheets, material certificates, manufacturer documentation, and test certificates for compliance with project requirements.

  • Ensure incoming construction materials are inspected and approved prior to use.

  • Coordinate and witness testing of concrete, soil, aggregates, reinforcement steel, asphalt, waterproofing materials, and other civil construction materials.

  • Monitor concrete works including mix design approval, batching, pouring, slump testing, temperature checks, cube sampling, curing, and compressive strength testing.

  • Ensure proper inspection and approval of reinforcement, embedded items, anchor bolts, formwork, foundations, and structural elements prior to concrete placement.

  • Conduct regular site inspections and identify defects, non-conformities, and deviations from approved requirements.

  • Raise, monitor, and close Non-Conformance Reports (NCRs), Site Observation Reports, and Corrective Action Requests.

  • Investigate quality issues and coordinate root-cause analysis and corrective/preventive actions.

  • Monitor subcontractor quality performance and ensure compliance with project quality requirements.

  • Review and approve subcontractor quality documentation, inspection requests, method statements, and test records as applicable.

  • Maintain complete and accurate quality records including inspection reports, test results, material approvals, NCRs, calibration certificates, and quality checklists.

  • Coordinate with surveying teams to verify levels, alignment, dimensions, coordinates, and setting-out requirements.

  • Ensure proper control of construction tolerances and dimensional accuracy.

  • Monitor calibration and validity of testing and measuring equipment used for quality inspections.

  • Coordinate with third-party laboratories for required material testing and ensure test results meet specified acceptance criteria.

  • Conduct quality audits of subcontractors, suppliers, laboratories, and site activities.

  • Participate in internal, client, consultant, and external quality audits and ensure timely closure of audit findings.

  • Review as-built drawings and quality documentation to ensure they accurately reflect completed works.

  • Monitor project quality KPIs and prepare daily, weekly, and monthly QA/QC reports.

  • Provide quality inputs during construction planning, procurement, material selection, and technical coordination meetings.

  • Coordinate with construction and engineering teams to resolve technical and quality-related issues.

  • Ensure proper documentation and traceability of inspections, approvals, materials, and testing throughout the project lifecycle.

  • Support project handover by compiling Quality Dossiers, Inspection Records, Test Certificates, Material Certificates, and other required documentation.

  • Identify opportunities for continuous improvement and implement measures to reduce defects, rework, wastage, and quality-related delays.

  • Mentor and guide QA/QC engineers, inspectors, and site quality personnel.

Desired Candidate Profile

  • Bachelor’s degree in Civil Engineering or a related discipline.

  • Typically 7–10 years of relevant QA/QC experience, preferably in power, substation, EPC, infrastructure, or large-scale construction projects.

  • Strong experience in civil and structural quality control for power infrastructure projects.

  • In-depth knowledge of civil construction materials, methods, inspection procedures, and testing requirements.

  • Strong understanding of ITPs, Method Statements, Quality Plans, Inspection Requests, NCRs, and Corrective/Preventive Actions.

  • Experience with concrete works, foundations, structural works, earthworks, roads, drainage, cable trenches, waterproofing, and finishing works.

  • Good knowledge of relevant international standards and specifications such as ASTM, BS, ACI, ISO, or equivalent.

  • Experience reviewing material submittals, material certificates, laboratory test reports, and technical documentation.

  • Strong knowledge of concrete testing, soil testing, reinforcement inspection, formwork inspection, and other civil quality-control processes.

  • Experience coordinating with clients, consultants, subcontractors, suppliers, and third-party testing laboratories.

  • Knowledge of ISO 9001 Quality Management Systems is required; Lead Auditor/Internal Auditor certification will be an advantage.

  • Strong understanding of quality documentation, inspection processes, and project handover requirements.

  • Proficiency in MS Office and quality management/document-control systems.

  • Strong analytical, communication, coordination, reporting, and problem-solving skills.

  • Ability to identify non-conforming work and ensure effective corrective action and timely closure.

  • UAE/GCC project experience is preferred.

Preferred Experience

  • Experience in HV/EHV substations, transmission and distribution projects, power infrastructure, or major EPC projects.

  • Experience with civil works for transformer foundations, equipment foundations, control buildings, cable trenches, switchyards, roads, drainage, and associated infrastructure.

  • Experience working with major EPC contractors, consultants, and utility clients.

  • Familiarity with UAE authority/client quality requirements and inspection procedures.

  • Experience preparing project Quality Dossiers and supporting final project handover.

  • Professional certification such as CSWIP, CQI/IRCA, ISO 9001 Lead Auditor, or equivalent will be an advantage.
