Job Purpose
The Completions Technician plays a critical role in managing system completion software, tracking engineering progress, auditing punch lists, and compiling handover dossiers. Operating at the intersection of Construction, Commissioning, and Quality Management, this role ensures all mechanical completion milestones, functional test sheets, and system certification requirements are fully satisfied for a seamless project turnover to the client.
Key Responsibilities & Core Scope
o Populate, update, and manage the System Completion Database (e.g., ICAPS, WinPCS, Smart Completions, PIMS, QTR, or Orbit).
o Assign check sheets (A/B tags), monitor tag-level execution, and track system/sub-system mechanical completion percentages across all disciplines.
o Coordinate punch listing activities following construction line-walks and pre-commissioning inspections.
o Categorize punch items (Category A - critical before energization/RFSU; Category B - post-start-up; Category C - non-conformance) and monitor field clearance status until formal sign-off.
o Assemble, review, and verify turnover packages and Mechanical Completion Dossiers (MCD) and Ready for Start-Up Dossiers (RFSU).
o Ensure all supporting inspection test reports (ITRs), calibration certificates, hydrostatic test packs, and red-line drawings are compiled and audit-ready.
o Facilitate system walk-downs and handover sign-offs between Construction, Commissioning, Operations, and the Client.
o Serve as the primary interface between field execution teams and completions database administration to resolve certificate mismatches, missing tags, or outstanding documentation blocks.
Desired Candidate Profile
o 5+ years of completions, certification, or handover experience within large-scale EPC projects (Oil & Gas, Energy, Infrastructure, or Petrochemical).
o Proven proficiency in working with industry-standard System Completion Databases (SCDBs) such as ICAPS, WinPCS, GoCompletions, PIMS, or Hexagon Smart Completions.
o Deep understanding of project turnover workflows, sub-system boundary identification, and Mechanical Completion (MC) to Ready for Start-Up (RFSU) progression.
Key Skills: High attention to detail, advanced MS Excel / data reconciliation skills, strong cross-discipline coordination, and audit-trail tracking capabilities.

المسؤوليات الأساسية ونطاق العمل

o تنسيق أنشطة إعداد القائمة بعد جولات البناء وفحص قبل البداية.
o تصنيف عناصر الإصلاح (الفئة أ - حرج قبل التشغيل/RFSU؛ الفئة ب - بعد البدء؛ الفئة ج - عدم المطابقة) ومتابعة حالة الإخلاء الميداني حتى الاعتماد الرسمي.
o تجميع ومراجعة والتحقق من حزم التسليم وملفات الإكمال الميكانيكي (MCD) وملفات الاستعداد للبداية (RFSU).
o التأكد من أن جميع تقارير فحص الاختبار الداعمة (ITRs)، شهادات المعايرة، حزم الاختبار الهيدروستاتي، والرسومات ذات الخط الأحمر مجمّعة وجاهزة للمراجعة.
o تيسير جولات النظام واعتماد التسليم بين قسم البناء والتهيئة والتشغيل والعميل.
o العمل كواجهة رئيسية بين فرق التنفيذ الميداني وإدارة قاعدة بيانات الإكمال لحل تعارضات الشهادات أو علامات مفقودة أو حواجز الوثائق العالقة.
المرشح المثالي
o خبرة 5+ سنوات في الإكمالات، الشهادات، أو تسليم المشروع ضمن مشاريع EPC على نطاق واسع (النفط والغاز، الطاقة، البنى التحتية، أو البتروكيماويات).
o كفاءة مثبتة في العمل مع قواعد بيانات إكمال النظام القياسية في الصناعة (SCDBs) مثل ICAPS، WinPCS، GoCompletions، PIMS، أو Hexagon Smart Completions.
o فهم عميق لتسلسلات تحويل المشروع، وتحديد حدود النظام الفرعي، والتدرج من الإكمال الميكانيكي إلى الاستعداد للبداية (RFSU).
