Job Details

The Assistant QHSE Manager will support the implementation, monitoring, and continual improvement of the Company's Quality, Health, Safety, and Environmental Management Systems. The role is responsible for ensuring compliance with client requirements, statutory regulations, ISO standards, and company procedures while promoting a strong safety culture and quality-focused work environment across all marine construction operations.


Key Roles & Responsibilities


1. Health, Safety & Environmental Management


  • Implement and monitor the Company's HSE Management System across all project sites and workshops.

  • Ensure compliance with local regulations, client requirements, and company HSE policies.

  • Conduct risk assessments, Job Safety Analysis (JSA), HIRA, and method statement reviews.

  • Lead incident, accident, and near-miss investigations and prepare detailed reports with corrective and preventive actions.

  • Promote proactive safety management through inspections, observations, and coaching.

  • Implement and monitor Behavioral Based Safety (BBS) programs.

  • Conduct daily, weekly, and monthly HSE inspections and audits.

  • Ensure effective Permit to Work (PTW) implementation and compliance.

  • Monitor contractor and subcontractor HSE performance and compliance.

  • Facilitate toolbox talks, safety inductions, and awareness training programs.

  • Support emergency preparedness and response plans, including drills and rescue exercises.

  • Ensure readiness and proper management of H2S equipment, breathing apparatus, and emergency response systems.

  • Review safety statistics and develop action plans to improve HSE performance.

  • Liaise with client representatives on all HSE-related matters.

  • Prepare monthly HSE reports, KPI tracking, and management reviews.


2. Quality Assurance & Quality Control


  • Assist in maintaining and improving the Quality Management System in accordance with ISO 9001 requirements.

  • Coordinate document control for technical submittals, drawings, procedures, and project documentation.

  • Review and monitor Inspection and Test Plans (ITP), Method Statements, and Quality Plans.

  • Coordinate inspections with clients, third-party inspectors, and classification bodies where applicable.

  • Verify that all required inspections and testing activities are conducted and documented.

  • Ensure proper maintenance of quality records throughout project execution.

  • Conduct internal quality audits and monitor corrective actions.

  • Raise and monitor Non-Conformance Reports (NCRs) and ensure timely closure.

  • Coordinate root cause analysis and corrective/preventive actions.

  • Support material approval submissions, shop drawings, and as-built documentation processes.

  • Monitor welding, fabrication, coating, and marine construction quality activities.

  • Ensure compliance with project specifications, codes, standards, and client requirements.

  • Support continuous improvement initiatives across projects.


3. Leadership & Management


  • Support the QHSE Manager in developing departmental objectives and KPIs.

  • Supervise QHSE Officers, Inspectors, and site personnel.

  • Provide leadership in promoting a positive safety and quality culture.

  • Mentor project teams on QHSE best practices.

  • Coordinate with Project Managers, Construction Managers, Clients, and Contractors.

  • Exercise Stop Work Authority when unsafe acts or quality deviations are identified.

  • Participate in management review meetings and client audits.

  • Assist in preparing QHSE reports, statistics, and presentations for management.

Desired Candidate Profile

  • Bachelor's Degree in Engineering or relevant technical discipline.

  • 7 to 10 years of relevant QHSE experience.

  • Minimum 5 years in Marine Construction, Offshore, Shipbuilding, Marine Fabrication, or Oil & Gas projects.

  • Proven experience managing both HSE and QA/QC functions.

  • Experience working with international clients and contractors.

  • Strong knowledge of marine construction activities, fabrication, welding, lifting operations, and offshore safety requirements.
