Job Details

Mohammed Bin Rashid Library was established by law no.14 in 2016 in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, to develop a knowledge society in Dubai and the UAE. As one of the most ambitious cultural and intellectual initiatives in the Arab world, the library's design was inspired by the 'Rehal', the traditional wooden book rest.


The Library aims to spark a passion for knowledge throughout UAE society, especially the youth, in addition to the conservation and promotion of Arabic literature, culture, and heritage by supporting and promoting reading, research, creativity, and entrepreneurship. Therefore, the Library offers free access to a unique collection of books and other knowledge resources.

  1. Develop and implement Administration Services and Facilities Management strategies in alignment with the organization’s objectives.


  2. Translate institutional objectives into measurable operational plans, performance indicators, and service standards.


  3. Provide professional advice to the Head of Section on policies, risks, and development initiatives, and submit the required reports.


  4. Establish governance frameworks and ensure alignment, accountability, and quality of service delivery.


  5. Oversee the assessment of facilities, assets, and systems, identify risks, improvement opportunities, and compliance requirements, and submit relevant reports.


  6. Approve and monitor asset management strategies, space utilization plans, and infrastructure development initiatives.


  7. Lead operational process improvement initiatives to enhance efficiency, service quality, and cost optimization.


  8. Oversee maintenance programs, emergency and business continuity plans, analyse incidents, lead root cause analysis, and submit periodic reports to the direct supervisor.


  9. Manage vendors, contracts, and budgets, and review feasibility studies and cost–benefit analyses.


  10. Lead the implementation of facilities management systems and technologies, and drive digital transformation, automation, and change management.


  11. Lead sustainability and energy efficiency initiatives and ensure compliance with environmental regulations.


  12. Ensure compliance with quality, health, safety, and environmental requirements, and oversee audits and risk assessments.


  13. Coordinate with stakeholders, prepare performance and compliance reports, and lead key projects and major inspections.


  14. Apply continuous improvement methodologies and lead innovation initiatives to enhance workplace efficiency and resilience.


  15. Lead and develop teams, manage performance, workforce planning, and promote a culture of excellence and accountability.


  16. Perform any other duties as assigned by the direct supervisor.


  • Bachelor’s degree in business administration, Engineering, or an equivalent discipline as a minimum qualification from an accredited university.
  • A minimum of 11 years of professional experience in administrative services, planning activities, and facilities management operations.
