Job description

§Preparing the annual operational plan including performance indicators, targets, projects and programs, and determining budgeting needs.


§Preparing policies, methodologies, and processes, proposing their performance indicators, monitoring implementation, and preparing related reports.


§Studying and evaluating the current system to identify gaps, requirements, and challenges in the field of investment and business development in line with the new strategy and the sector's future orientation, while leveraging lessons learned from leading practices and benchmarking in setting and implementing plans and initiatives and strategic and operational performance indicators related to the work.


§Reviewing goals, initiatives, and strategic performance indicators for investment and business development, and analyzing stakeholders relevant to the ecosystem, thus identifying opportunities and initiatives aimed at enabling activation of investment and business development in Dubai and its participants within the allocated budgets.


§Conducting market studies and research to prepare detailed work plans for investment and business development opportunities for the Cultural Authority, proposing new revenue sources, and creating opportunities to reduce costs for the Authority and its affiliated assets.


§Participating in supervising the provision of support in establishing a system for performance monitoring and reporting to evaluate the effective use of the Authority's assets, collecting the necessary data for evaluation, feeding and updating dashboards, and preparing reports on the results and making recommendations accordingly, to enhance the utilization of the Cultural Authority's assets.


§Conducting periodic research to keep up with new trends and innovations in investment and developing partnerships, and outlining a results plan aligned with the Cultural Authority's capabilities to implement necessary improvements.


§Assessing the financial performance of assets against targets through coordination with the finance department, highlighting risk points for senior management to address, and providing recommendations on identified gaps related to asset use to ensure continuous improvement.


§Identifying potential private sector and other partners based on feasibility studies, by coordinating with the Partnerships and International Relations Department, initiating negotiations with them to create business opportunities in line with government guidelines and procedures issued by the government and the Finance Department, to support achieving strategic commercial development and investment objectives.


§Participating in supervising contracts and asset operators in a precise manner (if the Cultural Authority decides to adopt the public-private partnership model for operating its assets), and providing periodic performance reports.


§Identifying potential risks and analyzing them with developing plans to mitigate them in coordination with the relevant parties.


§Compliance with information security policies and procedures, maintaining data confidentiality, and reporting any deviations or breaches of approved policies to the Information Security Officer.


§Compliance with occupational health and safety policies and procedures and the Environmental Management System policy implemented in the Authority.


§Carrying out other tasks and responsibilities related to the job as assigned.




BA degree in Investment, Business Administration, Project Management, Strategic Planning, or equivalent from an accredited university.


§6+ years of relevant practical experience.


§Ability to prepare consistent recommendations and inputs for policies, legislation, and laws to enable the sector.
