Our partner is looking for a Technical Program Manager (TPM) based in United Arab Emirates.<br><br>This role sits at the intersection of engineering execution and product strategy within fast-moving AI-driven environments. You will lead complex, cross-functional technical programs spanning web platforms, data tooling, and AI-enabled systems. Acting as the operational backbone of delivery, you will bring structure to ambiguity and ensure teams stay aligned on priorities, timelines, and outcomes. The position requires strong technical fluency combined with excellent program management skills to drive clarity across multiple parallel initiatives. You will collaborate closely with engineering, product, and design teams to define scope, manage dependencies, and ensure smooth execution from planning through launch. Identify and manage cross-team dependencies, proactively surface risks, and implement mitigation strategies. Develop and maintain clear program documentation including roadmaps, PRDs/tech briefs, RACI matrices, release plans, and postmortems. Drive launch readiness activities including QA planning, rollout coordination, observability requirements, and incident response alignment. Continuously improve delivery systems, including estimation accuracy, release hygiene, throughput tracking, and communication workflows.<br><br>Requirements<br><br>5+ years of experience in Technical Program Management or similar roles within software, platform, infrastructure, or devtools environments. Strong technical fluency across APIs, web systems, CI/CD pipelines, cloud deployment, observability, and basic security concepts. Excellent written communication skills with the ability to produce clear, structured documentation and status reporting. JOB DESCRIPTION – Sr. Resident Engineer – Ras Al Khaimah<br>Core Job Responsibilities:Review project design(s) and schematics for quality, technical competence, and code and standards compliance,Monitor the progress and quality of a project and resolve problems and project barriers by identifying strategies and approaches to overcome barriers Contract Administration according to various versions of FIDIC Conditions of Contracts. Review and comment on Contractor’s program of works Review tender documents and give advice on technical & documental flaws. Review of shop drawings and mix design related to Structural works. Review all structural members including post tension and pre-cast engineering works prior to concreting. Liaise with the relevant client(s) and make necessary coordination to solve issues pertaining to client’s requirements. Knowledge and compliance with updated authority regulations, relevant standards & codes. Engineering advice to assist in solving problems in collaboration with other relevant team members. Ensure the test and inspections are performed, witnessed and documented in accordance with approved procedure. Ensure that personnel of the assigned group are engaged in safe work practices in compliance with site-specific safety procedure and industry standards. Identify, evaluate and estimate levels of risks involved in projects, their comparison against benchmarks or standards and determination of an acceptable level of risks. Attends meetings, write MOM, resolve design or construction problems, meet with contractors / sub-consultants / clients and relevant officials, when required. Establish a communication schedule to update all relevant parties (in-house/out-house) for progress. Ensure that projects are built in accordance with agreed plans, standards and estimates. Review and interpret specifications of design & construction contracts. Inspect construction site to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards. Determine the resources (time, staff, equipment, etc.) required and its allocation to complete the project. Develop a schedule for project completion that effectively allocates the resources to the activities in collaboration with Leads or Management. Monitor team performance & strive to improve weak areas of team members by effective guidance. Team members lacking in performance despite guidance to be reported to Management for action to avoid fall in the effectiveness of the company. Ensure team is working within scope and time constraints committed on the project. Manage the overall change control processes and quality assurance aspects of the project to ensure project success. Review the IFC package to ensure it includes all documents required for the project.<br>Educational & Professional Qualifications Bachelor’s /Master’s degree in civil Engineering15-20 years of experience in civil engineering, of which at least5+ years should be in a Resident Engineer. Proven record in handling multi-disciplinary projects (residential, commercial, or infrastructure). UAE / GCC experience is a strong advantage due to local authority codes and site practices. Chartered Engineer (CEng / MICE / PE / PMP / RICS) – adds credibility. Membership in recognized engineering bodies (IEI, ASCE, ICE, PMI, etc.). FIDIC Contract Training / Certification – often required for projects following FIDIC conditions. Safety Certification (e.g., NEBOSH or equivalent) – for site safety compliance. Expert knowledge of design and construction codes (BS, ACI, ASTM, AS, etc.) Strong grasp of FIDIC contract administration and tender management Proficiency in Auto CAD, Revit, Primavera (P6), or MS Project Deep understanding of QA/QC, site supervision, and inspection procedures Knowledge of authority regulations (Dubai Municipality, Trakhees, DM, DDA, etc.)<br>Your performance will be monitored and gauged primarily by the following:<br>Quality of Leadership. Coordinate with CPD for renewal of annual maintenance contracts for security systems. <br><br>Vendor & Guard Force Coordination:<br><br> Deployment coordination for security guards at ADIB locations as per bank requirements. Arrange rotation plan of guards between branches in line with security policy. Monitor guard performance and ensure compliance with ADIB policies and procedures. Track and monitor vendor KPIs is related to guarding and security services. <br><br>Incident & Emergency Management:<br><br> Coordinate response and report incidents occurring at ADIB branches and locations.
