The role is responsible for managing pavement design activities, providing technical leadership, ensuring compliance with applicable standards, and coordinating with multidisciplinary teams to deliver safe, durable, and cost-effective pavement solutions. The Design Manager will also support client engagement, mentor engineering staff, and ensure the highest standards of technical excellence throughout all project phases. Key Responsibilities Lead and manage the pavement design of highways, roads, urban streets, and infrastructure projects from concept through detailed design. Provide technical leadership for the design of flexible, rigid, and interlocking concrete block pavement systems. Review and approve pavement design calculations, reports, specifications, and construction drawings. Coordinate with geotechnical, drainage, utilities, traffic, and structural disciplines to develop integrated engineering solutions. Review geotechnical investigation reports and incorporate subgrade characteristics into pavement design and rehabilitation strategies. Ensure compliance with client requirements, local authority regulations, and international pavement design standards. Provide technical guidance during construction, respond to design queries, and review contractor submittals related to pavement works. Support business development activities, technical proposals, client presentations, and project planning. Mentor and develop junior engineers while promoting best engineering practices and quality assurance. Qualifications and Experience Demonstrated experience in the design of flexible, rigid, and interlocking concrete block pavement systems. Proficient in pavement design using the AASHTO Guide for Design of Pavement Structures (1993). Strong experience in mechanistic–empirical pavement design methodologies. Hands-on experience with the Dubai pavement design procedure and RTA circulars. Experience with pavement design procedures and standards in Abu Dhabi (e.g., DMT/ADM) is required. Experience with pavement design standards and practices in Saudi Arabia (KSA) and other GCC countries is considered an advantage. Sound knowledge of asphalt, concrete, aggregate, subgrade, and pavement material specifications, testing requirements, and quality control procedures. Familiarity with UAE and international pavement-related standards and specifications, including AASHTO, ASTM, BS, and EN. Ability to review geotechnical reports and incorporate subgrade characteristics into pavement design. Experience preparing pavement design reports, technical specifications, engineering calculations, and construction drawings. Strong understanding of pavement rehabilitation, pavement management principles, and lifecycle cost considerations is desirable. Proven experience managing multidisciplinary design teams and delivering projects within budget and schedule. Skills and Competencies Excellent written and verbal communication skills, with the ability to prepare high-quality technical reports and communicate effectively with clients, contractors, and multidisciplinary teams.
