<p>The Procurement Officer will be responsible for managing the complete procurement cycle for <strong>piping, structural steel, welding consumables, gases, fabrication consumables, and other project-related materials and services</strong> required for MQ Pearl Engineering LLC's fabrication activities.</p><br>

<ul><li><p>Develop, implement, and maintain Project Quality Plans, Inspection & Test Plans (ITPs), and project-specific quality procedures in accordance with contractual and regulatory requirements.</p></li><li><p>Lead and manage all project quality assurance and quality control activities throughout the project lifecycle.</p></li><li><p>Report project quality performance, quality metrics, risks, and improvement opportunities to the QA/QC Manager and Project Management Team (PMT).</p></li><li><p>Serve as the primary focal point with clients, third-party inspectors, auditors, and regulatory authorities on all project quality matters.</p></li><li><p>Lead, mentor, and manage the project QA/QC team to achieve project quality objectives and KPIs.</p></li><li><p>Ensure proactive quality surveillance, inspections, audits, and verification activities across all construction and fabrication disciplines.</p></li><li><p>Provide technical guidance to Construction Management Teams (CMT) on quality requirements, inspection activities, and quality best practices.</p></li><li><p>Monitor project quality performance through Quality Objectives, KPIs, audits, and management reviews.</p></li><li><p>Investigate non-conformities and ensure effective implementation of corrective and preventive actions to eliminate root causes.</p></li><li><p>Ensure timely closure of NCRs, observations, client comments, and audit findings.</p></li><li><p>Coordinate client inspections, third-party inspections, audits, and surveillance activities.</p></li><li><p>Ensure compliance with applicable codes, standards, client specifications, contractual requirements, and company Quality Management Systems.</p></li><li><p>Maintain complete project quality records, inspection documentation, traceability, and turnover dossiers.</p></li><li><p>Promote a culture of continuous improvement and quality awareness throughout the project organization.</p></li><li><p>Ensure effective communication with all project stakeholders on quality performance and compliance requirements.</p></li><li><p>Support internal, external, certification, and client audits while ensuring timely closure of audit findings.</p></li></ul><p><strong>Desired Candidate Profile</strong></p><p>Education: Bachelor's degree in mechanical engineering, Metallurgical Engineering, or a related Engineering discipline.
Experience: Minimum 20 years of comprehensive QA/QC experience, including at least 5 years as a Project QA/QC Manager on major Oil & Gas EPC projects.
Certifications/Training: Certified ISO 9001 Lead Auditor (Mandatory).
Industry Experience: Demonstrated experience in Process Modules, modular fabrication, and associated Oil & Gas EPC projects.
