<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Procurement and Contracts function is responsible for all procurement activities for Abu Dhabi Global Market as well as contracts lifecycle management and supplier relationship management. The main objective is to manage the acquisition of goods and services fairly, transparently and with integrity while optimising costs, quality, and supplier relationships to contribute to ADGM's success.</p><p>The role of the Procurement Manager is responsible for managing and handling end-to-end process for all purchasing related activities to ensure the efficient and cost-effective acquisition of goods and services to deliver the best value for ADGM.<br>This will also include stakeholders’ management both internally and externally, strategic sourcing, negotiation, monitoring the assigned stakeholder and manage the end-to-end procurement process for in collaboration with key business users.</p></li><li><p>Develop Procurement Plan for the assigned stakeholders, manage and monitor throughout the execution.</p></li><li><p>Promoting agile procurement by continuously improve contracts and suppliers’ processes, optimising workflows, and implementing best practices to drive operational efficiency and cost savings.</p></li><li><p>Lead/assist with the training of business functions on established direct procurement policies and monitor their adherence and compliance to the process.</p></li><li><p>Draft and execute RFXs based on department’s requests.</p></li><li><p>Prepare, where necessary otherwise supervise and monitor, purchase orders and send copies to suppliers and functions as and when needed in cases of disputes /claims.</p></li><li><p>Manage post award activities namely variations and close-out.</p></li><li><p>Participate in developing and promulgating supplier relationship management policies and procedures and obtain Director approval.</p></li><li><p>Regularly measure suppliers’ performance and assess any supplier related risk.</p></li><li><p>Develop in coordination with the business functions (users) the evaluation criteria.</p></li><li><p>Monitor the technical evaluation done by business units / functions.</p></li><li><p>Own the process of the commercial evaluation of bids and leads negotiations with selected bidder.</p></li><li><p>Provides Business Advisory and acts as a Business Advisor when it comes to budget construction and / or expenditure on strategic projects including consultancy on the best approach to purchase products / services.</p></li><li><p>Prepare submission for procurement/tender committee and attend the committee’s meeting where necessary.</p></li><li><p>Conduct and chair pre-bid meetings and participate in kick off meetings.</p></li><li><p>Assess the need and propose the design of the register and database and ensure that suppliers are correctly registered in the database, when it is established.</p></li><li><p>Support in developing collaborative partnerships with key suppliers to reduce costs, improve purchasing performance and enhance value add for ADGM.</p></li><li><p>Propose supplier segmentation (e.g. strategic verses non-strategic) and specify a performance management approach for evaluating suppliers such as a supplier scorecard.</p></li><li><p>Develops and Proposes various Category Strategies (where required).</p></li><li><p>Develop supplier’s performance evaluation forms and evaluate new suppliers and receive feedback from business functions about suppliers.</p></li><li><p>Build and maintain strong relationships with vendors, monitoring their performance and ensuring timely delivery of goods and services.</p></li><li><p>Drafting, reviewing, and managing procurement contracts and agreements to ensure compliance with legal and regulatory requirements. </p></li><li><p>Managing relationships with suppliers, negotiation, monitoring their performance, resolving issues, and collaborating to drive continuous improvement and ensure mutually beneficial outcomes.</p></li><li><p>Identify and mitigate procurement-related risks, ensuring compliance with regulations and internal policies.</p></li><li><p>Prepare submission for procurement/tender committee and attend the committee’s meeting where necessary.</p></li><li><p>Deliver additional tasks that may be delegated or
