<p>We are seeking a highly professional and experienced Commercial & Contracts Specialist for our CCGT power plant construction project. The successful candidate will be responsible for the end-to-end management of EPC and subcontracts, focusing on upstream/downstream settlements, strategic claims management against the Employer, and ensuring local compliance (ICV). A strong legal background in construction law and FIDIC contracts is essential.</p><p>Key Responsibilities</p><ol><li><p>Manage the full lifecycle of the EPC Main Contract and all non-Chinese subcontracts.</p></li><li><p>Oversee subcontract tendering, evaluation, and award processes for international vendors.</p></li><li><p>Ensure all project activities comply with contract terms and local regulations. </p></li><li><p>Lead the identification, preparation, and negotiation of Upstream Claims against the Employer.</p></li><li><p>Defend the company against Counter-claims from both the Employer and subcontractors.</p></li><li><p>Maintain a robust contemporaneous record system to support claim positions and entitlement.</p></li><li><p>Manage Upstream Settlement with the Employer, including progress payments and final account negotiations.</p></li><li><p>Oversee Downstream Settlement with subcontractors, ensuring accurate measurement and cost control.</p></li><li><p>Review and verify Quantity Take-off (QTO) based on construction drawings and site progress.</p></li><li><p> Draft and manage all strategic Commercial Correspondence with the Employer and subcontractors.</p></li><li><p>Ensure all notices and letters are issued within contractual timeframes to protect the company's legal rights.</p></li><li><p>Develop and implement In-Country Value (ICV) plans to meet local regulatory and contractual requirements.</p></li><li><p>Monitor and report on ICV achievement throughout the project lifecycle.</p></li><li><p>Lead or support negotiations regarding contract variations, price adjustments, and final settlements.<br></p></li></ol><p><strong>Desired Candidate Profile</strong></p><p>Experience: Minimum 8–10 years of commercial/contract management experience in large-scale Power Plant (specifically CCGT/EPC) or Infrastructure projects.
Education: Bachelor’s degree
Knowledge: Deep understanding of FIDIC suites of contracts (Silver/Yellow Book) and international construction law.
Skills:
Expertise in Quantity Surveying and measurement.
Strong strategic drafting skills for complex commercial letters. Proven track record in successful Claims Management against high-profile Employers.
Language: Native or professional proficiency in English. Previous experience working with Chinese EPC contractors is highly preferred.</p>
<p>Responsible for the Process engineering of the Desalination, WTP, CCPP Project and in particular for the optimization of the technical solutions implemented.</p><p>Be familiar with Power Plant circulation cooling water system process and Hydraulic analysis. Process engineering design experience in Circulation Cooling Water detail design & Marine water in-taken will prefer.</p><p>Responsible for Power plant Once through Main cooling water mechanical system/process design including sea water intake, intake channel, sump design based on HI standard. Circulating water pump sizing, pipe sizing calculation. Open & closed sea water intake system design. Optimized intake, sump & pump configuration design/selection based on new bidding project tender requirement.</p><p>Develop optimized proposal through client specification review, preparation/ review of P&ID, equipment sizing, system layout, etc to win new projects.</p><p>Be familiar with developing the design of the cooling tower and condenser of power plant, Be able to make the optimization for them will be prefer.</p><p>Experience in CFD analysis & Physical model study of intake system will be preferred.</p><p>Provides expertise and technical support to the bidding support as necessary.</p><p>Sea water supply line and Power plant circulation cooling water trench simulation analysis experience will prefer.</p><p>Project bidding stage works: Review of Tender documents of new bidding project, come up with technical requirement breakdown, technical risk analysis, technical clarification/deviation with client, scope of work and terminal points, technical bidding criteria and assumptions, etc; Participant in the bidding Design Institute (DI) selection, project site visit; Coordinate with DI to prepare the Request for Quotation (RFQ), review OEM and Vendors’ technical proposal and Scope of Works (DOR); pre-bid & post-bid clarification with Client; Review equipment sizing, BOQ, performance guarantees prepared by DI, resolving the major technical issues, comparison and optimization of process equipment/system sizing & design; Organize internal pre-bidding review meeting; Review and finalize the technical bidding proposal. Draft the bidding experience summary after complete each project bidding works. Review of Tender documents to understand the scope of work, client specifications etc. and prepare technical offers, technical clarifications and list of deviations when required.</p><p>Responsible for review & preparation of proposal, basic and detail engineering for projects involving large size desalination, WTP & Combined Cycle Power plants.</p><p><strong>Desired Candidate Profile</strong></p><p>Bachelor’s degree in Mechanical /Chemical engineering from an accredited college or university.</p><p>Major in Process /Mechanical Engineering/ Power Plant Engineering, Chemical or water treatment engineering, Or other majors related to power/water plant.</p><p>Over 8 years of experience in BOP process and mechanical design of CCPP, Thermal Power, SWRO.</p>
