integrity, and efficient administration of core HR systems and processes, including the ERP, attendance and payroll inputs, compensation and benefits administration, WPS compliance, and performance management system support.<br>The HR Operations Specialist will ensure that every employee record, transaction, and process is accurate, compliant, and audit-ready, enabling HR decisions across the personal details, job data, leave balances, assets, and photos, is complete and kept current.</li><li>Run regular data audits and reconciliations to identify and correct gaps, errors, or outdated records.</li><li>Maintain accurate active/inactive employment status records to support workforce reporting and final settlement processing.</li><li>Administer compensation and benefits processes in line with the approved grading framework and salary structure.</li><li>Ensure <strong>WPS (Wage Protection System)</strong> details are accurately entered, updated, and reconciled in the ERP ahead of every payroll cycle.</li><li>Verify that attendance punch-in/out compliance is met as a mandatory input before salary processing, escalating exceptions as per SOP.</li><li>Process leave settlements and final settlements (<strong>End of Service</strong>) accurately and within agreed turnaround times.</li><li>Monitor daily attendance data, follow up on discrepancies with department heads, and maintain time and attendance records in the ERP.</li><li>Support the rollout and continuous improvement of attendance policies and mandatory punch-in/out compliance. </li><li>Configure and maintain the performance appraisal module in the ERP, ensuring <strong>KPI/KRA records, ratings, and review cycles</strong> are tracked accurately.</li><li>Provide reporting to the HR Manager on appraisal completion rates and outstanding actions.</li><li>Support the creation and upkeep of HR SOPs relating to ERP use, payroll inputs, attendance, and settlements.</li><li>Prepare regular HR operations reports and dashboards covering <strong>headcount, attrition, leave liability, and WPS status</strong> for the HR Manager and leadership.</li><li>Ensure all HR operations comply with <strong>UAE Labour Law and Wage Protection System requirements</strong>.</li><li>Guide and review the work of the temporary HR Data Entry resource during the ERP data clean-up phase. </li><li>Coordinate internally with the <strong>HR Manager, People & Culture Specialist, Finance/Payroll, Department Heads, and IT/ERP support</strong>.</li><li>Coordinate externally with <strong>ERP/software vendors, WPS/bank service providers, and government relations</strong>, as required for labour compliance.</li></ul><br><br><ul><li>Bachelor’s degree in <strong>Human Resources, Business Administration, or a related field</strong>.</li><li><strong>3–5 years of experience</strong> in an HR Operations, HR Systems, or Compensation & Benefits role.</li><li>Experience within <strong>construction, contracting, or another UAE-based operationally intensive sector</strong> is preferred.</li><li>Hands-on experience administering an <strong>HR/ERP system</strong> is essential.</li><li>Solid working knowledge of <p>We are looking for an experienced, efficient and people-focused HR Recruiter - Bulk Hiring to join our Talent Acquisition team. The role will manage high-volume recruitment campaigns across multiple functions and locations, delivering an excellent candidate experience while meeting hiring targets and timelines. The successful candidate will be organised, data-driven, and able to work with hiring managers and operational teams to scale hiring quickly and compliantly.</p><br><br>Key Responsibilities<ul><li><p><strong>End-to-end bulk recruitment:</strong> Own the full recruitment lifecycle for high-volume roles including job posting, sourcing, screening, interviewing, offer management and onboarding coordination.</p><br><br></li><li><p><strong>Sourcing and attraction:</strong> Design and execute proactive sourcing strategies using job boards, social media, employee referrals, recruitment agencies and community outreach to build robust candidate pipelines.</p><br><br></li><li><p><strong>Candidate screening and assessment:</strong> Conduct efficient screening calls, structured interviews and assessments to identify fit against role requirements and company values.</p><br><br></li><li><p><strong>Hiring manager partnership:</strong> Work closely with hiring managers to define role profiles, agree selection criteria, schedule interviews and provide recruitment guidance and market insight.</p><br><br></li><li><p><strong>Selection and offers:</strong> Prepare and present shortlists, manage offer approvals, extend offers, negotiate terms where appropriate and ensure timely acceptance and acceptance tracking.</p><br><br></li><li><p><strong>Onboarding coordination:</strong> Liaise with HR Operations and line managers to ensure smooth pre-boarding and induction for large cohorts; track completion of required checks and documentation.</p><br><br></li><li><p><strong>Recruitment operations and compliance:</strong> Maintain accurate candidate and vacancy records in the ATS/HRIS, ensure recruitment processes comply with employment law and company policies, and manage background checks and right-to-work verification for bulk intakes.</p><br><br></li><li><p><strong>Reporting and analytics:</strong> Produce regular recruitment metrics and dashboards (time-to-fill, time-to-hire, source of hire, offer acceptance rates, diversity metrics) and use insights to optimise campaign performance.</p><br><br></li><li><p><strong>Employer brand and candidate experience:</strong> Promote a positive employer brand throughout the candidate journey, respond promptly to enquiries and recommend improvements to processes and communication.</p><br><br></li><li><p><strong>Vendor and event management:</strong> Coordinate with external recruitment partners and manage on-site or virtual hiring events, assessment centres and campus drives.</p><br><br></li><li><p><strong>Continuous improvement:</strong> Identify efficiencies in bulk hiring workflows, standardise selection tools and interview guides, and contribute to recruitment projects and best practice sharing across HR.</p><br><br></li></ul>Qualifications<ul><li><p>Bachelor’s degree in Human Resources, Business Administration, Psychology or a related discipline, or equivalent practical experience.</p><br><br></li><li><p>2+ years’ experience in high-volume or campus recruitment, agency recruitment or large-scale hiring programmes.
