<ul><li><b>Camp operations: </b>Manage the safe, orderly and cost-effective daily operation of company-owned and third-party labour accommodation supporting CITIC projects across the UAE.</li><li><b>Accommodation compliance: </b>Ensure compliance with applicable MoHRE requirements, emirate-level municipality and public-health standards, Civil Defence requirements, and Company HSE and welfare procedures; maintain registrations, approvals, inspection records and corrective-action logs.</li><li><b>Facilities and hygiene: </b>Oversee room allocation and occupancy, housekeeping, pest control, waste management, water supply, drainage, electrical and plumbing maintenance, fire and life-safety systems, kitchens, dining areas, laundry, prayer and recreation facilities.</li><li><b>Worker welfare and relations: </b>Serve as the main camp-level contact for welfare concerns and non-workplace grievances; conduct regular worker engagement, resolve issues fairly, identify morale risks early and escalate employment matters to HR.</li><li><b>Incident and crisis response: </b>Coordinate emergency response, illness or injury support, outbreak controls, fire drills, evacuations and serious welfare incidents with HSE, HR, Security and relevant authorities; maintain accurate incident records.</li><li><b>Mobilisation and occupancy: </b>Coordinate worker arrivals, transfers and demobilisation with HR, project teams, transport and camp providers; maintain accurate resident lists, bed-space records and movement reports.</li><li><b>Transport and services: </b>Coordinate worker transport, catering, security and other camp services, monitoring schedules, service quality, food hygiene and worker feedback.</li><li><b>Vendor and cost management: </b>Manage service providers and camp operators, verify attendance and service delivery, review invoices, monitor budgets and KPIs, and recommend corrective or cost-saving actions without compromising compliance or welfare.</li><li><b>Inspections and reporting: </b>Conduct routine inspections and audits; track non-conformities to closure and submit occupancy, welfare, incident, maintenance, cost and compliance reports to management.</li><li><b>New camp planning: </b>Support feasibility, design review, authority coordination, mobilisation and commissioning of new or refurbished labour accommodation, and develop standard operating procedures and emergency plans.</li></ul><p><br></p> </div><h2 class="h5">Skills</h2>
<div data-jb-field="skills"><ul><li>Education: Bachelor’s degree or diploma in Facilities Management, Business Administration, Hospitality, HSE or a related discipline. Relevant fire-safety, first-aid or facilities-management certification is an advantage.</li><li><b>Experience: </b>Minimum 7 years of relevant UAE experience, including at least 5 years managing large-scale labour accommodation for a main contractor, facilities-management company or major industrial employer.</li><li><b>Compliance knowledge: </b>Strong practical knowledge of MoHRE labour accommodation requirements, applicable municipality/public-health requirements, Civil Defence and fire-life-safety controls, food hygiene and worker welfare standards.</li><li><b>Operations capability: </b>Proven experience in accommodation inspections, occupancy control, facilities maintenance, catering, transport, security, vendor management, budgeting and emergency response.</li><li><b>Labour relations: </b>Strong interpersonal, negotiation, grievance-handling and de-escalation skills, with cultural awareness and the ability to manage sensitive workforce matters professionally.</li><li><b>Language: </b>Fluent English is required. Hindi, Urdu, Bengali or another widely used workforce language is strongly preferred; Arabic and/or Mandarin is an advantage.</li><li><b>Systems and reporting: </b>Proficient in MS Office and able to maintain accurate digital registers, inspection reports, dashboards and management reports.</li><li><b>Availability: </b>Valid UAE driving licence and flexibility to visit camps and project locations, including outside normal working hours when operationally required, are preferred.</li><li><b>Professional attributes: </b>Firm but respectful, service-oriented, highly organised and capable of maintaining confidentiality, discipline and composure during emergencies or labour-relations issues.</li></ul><p><br></p></div>
