Job Description<br><br> Develop and update Dubai’s Traffic Safety Strategy and implementation roadmap. Review and recommend improvements to traffic laws, regulations, and enforcement policies. Integrate safety-by-design principles into road and intersection planning projects. Develop technical guidance for emerging technologies, including autonomous vehicles and smart safety systems. Support budgeting and resource planning for safety improvement programs and technologies. Identify, assess, and implement treatments for accident blackspots using traffic and crash data analysis. Lead the enhancement of road and traffic signal design standards based on safety performance and international best practices. Manage road safety audits throughout project lifecycle stages and monitor implementation of recommendations. Review temporary and permanent traffic diversion plans to ensure road user safety. Analyze crash trends and recommend engineering, operational, and policy-based safety interventions. Represent the organization in traffic safety, enforcement, and multi-agency coordination committees. Coordinate with design teams, consultants, and stakeholders to incorporate safety engineering requirements into projects. Promote the use of AI, predictive analytics, and smart technologies for accident prevention and safety monitoring. Conduct post-incident investigations and recommend corrective actions to reduce future risks. Update and maintain traffic safety manuals, standards, and guidelines covering speed management, pedestrian safety, and vulnerable road users. Perform site inspections at high-risk locations, crash sites, and traffic diversion areas to assess and improve safety conditions. The successful candidate will be a technical “heavy hitter” in Heavy Industries engineering who can shift client conversations from transactional surveys to value-adding consulting engagements, expand Property risk consulting penetration into the broking client base, and raise the visibility of our capabilities across heavy industries forums and networks.<br><br>Key responsibilities:<br><br>Client value creation and delivery<br>Lead high-value consulting engineering engagements for mining clients that move beyond transactional surveys to risk-informed, strategic solutions that support clients’ operational and business objectives. Design and deliver risk and underwriting survey and consulting scopes that clearly articulate client value (risk reduction, operational resilience, capital prioritization, insurance optimisation). Minimum 10 years’ professional experience in heavy industries engineering; significant time in operational/technical roles. Proven track record in consulting, technical project delivery or operational leadership on large-scale mining operations. Postgraduate qualification in business, management or related field is advantageous. Experience in insurance, risk management, PRC-style surveys or working with brokers/insurers is highly advantageous. Demonstrable experience leading teams, coaching junior staff and delivering commercial results.<br><br>Technical skills & competencies:<br><br>Deep technical expertise in mine engineering practices, risk assessment methodologies, site survey execution and technical reporting. Additionally, responsible for leading and directing the Discovery Dubai (DD) employees (Content Integration team members, LFM (lab facility management) and other local engineers) in coordination with their respective US based organizational leaders. In coordination with the USA PM Leadership, be responsible for the cost and schedule performance and risk management for the Emirates Programs. Coordinates with internal Thales organizations, to communicate customer requirements and execute the program with technical accuracy, consistency and profitability as well as managing the communications and relations with customer/s.</p><br><p><b>Key Areas of Responsibility </b></p><br><ul><li>As the local PM, support the PM Directors in meeting on a regular (daily preferred – at least once per week) with key Emirates representatives at the Emirates Offices or hosting Emirates within DD and clearly communicate key messages from Emirates to Thales teammates (PM team in the USA, AGS (USA and Dubai) and Sales Team (Dubai).</li><li>As the local PM, represents the USA PM Team by attending (in person as needed) Dubai morning meetings and passing key information and actions back to the USA PM and Engineering teammates.</li><li>As the local PM, represents the USA PM Team by attending the In-Service performance reviews at Emirates along with AGS teammates and being the PM focal for in-service issues while keeping USA Teammates well informed and secured USA support as required.</li><li>Lead the DD Team to ensure they have defined work scope with clear deliverables in accordance with Customer and Program requirements and milestone objectives for both H/W and S/W topics . . . as required local DD labs, Irvine HW and SW development activities.</li><li>Support the bid process for Sales and Bid Management, by developing Program Management bid inputs, identifying risks and coordinating technical responses.</li><li>Participate in the handover meeting from Sales and Bid Management to Program Management.</li><li>Coordinate with the functional managers to identify and establish a cross-functional program team in accordance with the established Work Breakdown Structure (WBS).</li><li>Develop the program Bill of Materials (BOM). Identify risk areas and seek to stabilize the BOM as early in the program as possible in order to satisfy contractual deliveries.</li><li>Conduct the internal program Kick Off Meeting (KOM) to facilitate communication of the airline customer expectations, and the delivery schedule for parts/services and documentation necessary</li><li>Ensure Internal Change Orders (ICOs) are released in a timely manner within normal production lead times, to the maximum extent allowed by the customer agreement.</li><li>Direct and oversee program activities to assure the accomplishment of program objectives in a profitable way that meets or exceeds customer and Thales expectations.</li><li>For new programs, implement the Manage Program (MAP) program tracking tool. Once the MAP is set up, maintain and update of the program MAP on a frequent basis. Ensure that accurate program records are maintained in accordance with current document retention and filing processes.</li><li>Maintain a program master schedule including key program milestones, technical data deliverables and critical path decision gates</li><li>Conduct regular program team meetings to review schedule performance, cost performance BOM status, risk areas and customer satisfaction. Risk management is a key role of a program manager inclusive of documentation in accordance with the current risk management tracking tools.</li><li>Routinely assess program financial profit and loss data for the assigned program. Monitor non-recurring cost expenditures to ensure alignment with program budgets and spending plan. Manage budget changes, monitor actual expenditures and estimate financials at program completion as well as the work remaining to complete the program. Coordinate closely with finance.</li><li>Correspond directly with the external airline customer, aircraft manufacturer and seat supplier as directed and approved by the supervising Program Manager. Ensure all correspondence is high quality, accurate and timely and respects the intellectual property agreements in place.</li><li>Prepare for, and participate in, program milestone meetings such as Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), First Article Inspections (FAIs), Program Management Reviews (PMRs) and other applicable meetings.</li><li>Assist the Finance Department in receipt of Purchase Orders (POs) from airline customers and aircraft manufacturers.
