<p>We are currently looking for a Utilities Inspector(Civil) to join a large-scale township infrastructure project in RAK UAE. The candidate should have strong experience in civil and utility inspection works related to infrastructure and residential developments.
We envisage success in this role to include:
Inspect civil and utility works on site to ensure compliance with approved drawings, specifications, and quality standards.
Monitor installation of wet and dry utilities including water, sewer, stormwater, irrigation, electrical, and telecom networks.
Conduct daily site inspections and prepare inspection reports.
Verify excavation, backfilling, pipe laying, duct bank installation, and utility corridor works.
Coordinate with contractors, consultants, and utility authorities regarding ongoing site activities.
Ensure works are executed in line with project schedules and HSE requirements.
Identify non-conformance issues and follow up on corrective actions.
Review material approvals and workmanship quality on site.

Job Overview / Summary
<ul>
<li>The Mechanical & Rotating QC Inspector is responsible for monitoring, supervising, and controlling all Quality Control activities related to mechanical static and rotating equipment within the Project </li>
<li>He ensures that all contractual, technical, and quality requirements are properly implemented by the Contractor and Subcontractors during Construction, Pre-commissioning, and Commissioning phases.</li>
<li>The position reports directly to the Site QC Superintendent and works closely with Construction, Commissioning, QC disciplines, Vendors, and Contractor/Subcontractor teams.</li>

Experience Requirements

<li>Conduct checks on alignment, coupling installation, run-out, and shaft rotation.</li>
<li>Verify lubrication systems, mechanical seals, and auxiliary systems.</li>
<li>Review/validate inspection reports, punch lists, and test results including vibration analysis, performance metrics, and run-in results.</li>
<li>Ensure compliance with vendor documentation, project specifications, and industry standards.</li>

<li>Witness and verify rotating equipment pre-commissioning activities such as oil flushing, lubrication system checks, motor solo-runs, direction of rotation, and alignment verification.</li>

<li>Ensure readiness of rotating equipment for handover to Commissioning teams.</li>

The candidate should have fluent communication and experience in presenting to CXOs and Management.<br><br>The role also provides the manufacturing-process bridge between the physical factory and enterprise/digital systems, ensuring that shop-floor processes are correctly represented in MES, SAP, WMS, planning, quality, and traceability solutions.<br><br>Key Responsibilities<br><br>Act as the end-to-end Factory Process Owner, defining and governing manufacturing processes across machining, surface treatment, painting, assembly, testing, storage, intralogistics, packaging, and supporting operations. Develop and maintain As-Is and To-Be process maps, process flow diagrams, swimlane diagrams, value-stream maps, product routings, and cross-functional process/interface flows. Lead process workshops with operations, engineering, quality, logistics, digital teams, and vendors to define process requirements, responsibilities, hand-offs, exceptions, rework loops, and system interactions. Own and validate takt-time, cycle-time, capacity, line-balancing, equipment-sizing, bottleneck, WIP, and buffer analyses against required production volumes and product mix. Provide manufacturing-process ownership for the factory layout, ensuring efficient process adjacency, material flow, minimum travel, logistics routes, maintenance access, space utilization, and future scalability. Define and optimize material movement, kitting, replenishment, buffering, and handover concepts between production processes and AS/RS, conveyors, AGVs/AMRs, WMS, and other intralogistics systems. Review and challenge engineering designs, including process assumptions, cycle times, equipment quantities, automation concepts, changeovers, capacity, layouts, and operational sequences. Define process-level interfaces between equipment, automation, intralogistics, inspection/testing, and digital systems, ensuring gaps and overlaps between vendor packages are identified and resolved. Work with Digital / IT-OT teams to translate factory processes into MES/SAP/WMS requirements, including routings, work-center logic, production execution, material consumption, confirmations, quality gates, traceability, rework, and exception handling. Ensure alignment between physical manufacturing processes and digital workflows, while coordinating with specialist SAP/MES teams responsible for detailed system configuration. Support preparation of process specifications, operating concepts, process documentation, SOP inputs, acceptance criteria, and Digital Twin / factory simulation inputs. Participate in FAT, SAT, integrated commissioning, and production trials. Validate actual process sequences, interfaces, cycle times, throughput, buffer behavior, and end-to-end takt achievement. Lead industrial engineering and process optimization during ramp-up and stabilization, identifying bottlenecks and implementing improvements to achieve required factory performance<br><br>Minimum Qualifications<br><br>Bachelor’s Degree in Industrial, Manufacturing, Mechanical, Production Engineering, master’s in business administration or related engineering discipline. 14+ years of experience in industrial engineering, manufacturing engineering, factory planning, or manufacturing-process design, including leadership of major workstreams. Strong experience owning end-to-end factory processes within complex discrete manufacturing environments. Demonstrated expertise in process mapping and process design, including process flow diagrams, swimlane diagrams, value-stream mapping, and As-Is/To-Be process definition. Strong experience in takt-time analysis, capacity modelling, cycle-time studies, line balancing, bottleneck analysis, factory layout, WIP/buffer design, and material-flow optimization. Experience working with automated manufacturing systems involving machining, assembly, testing, robotics, automated material handling, or equivalent production technologies. Experience reviewing and challenging OEM / automation-vendor solutions from an overall factory-process and production-performance perspective.
