<p><strong>Introduction</strong></p><br><p>The Government of Dubai Legal Affairs Department (the “Department”) is seeking to recruit ambitious professionals to work within the Licensing Affairs Section of the Lawyers and Legal Consultants Affairs Department, contributing to the implementation of the Section’s duties and responsibilities, in accordance with the applicable legislation, regulations, and approved procedures.</p><br><p><strong>Key Duties and Responsibilities</strong></p><br><ul><li>Review and analyze cases and violations identified through approved systems, platforms, and technical channels, and verify the extent to which they constitute violations of the legislation and controls governing the practice of legal professions.</li><li>Examine and legally classify technically identified violations, and determine the appropriate legal description thereof in accordance with the applicable legislation, regulations, and decisions.</li><li>Review evidence, data, and electronic documents related to violations, and verify their sufficiency and integrity to support the legal procedures taken in relation thereto.</li><li>Prepare and draft inspection and violation reports related to technically identified violations in accordance with the approved templates and procedures, complete the related data, documents, and evidence, and record and update them in the approved systems.</li><li>Follow up on the legal procedures resulting from identified violations, including referring them to the competent authorities or regulatory units, and follow up on the actions taken in accordance with the approved procedures.</li><li>Prepare and issue official notifications to violators and follow up on the procedures resulting from violations, including the collection of fines where applicable, and document the procedures and results in the approved records and systems.</li><li>Monitor and analyze recurring or emerging patterns of violations, prepare relevant reports and statistics, and propose legal or regulatory measures that contribute to reducing them.</li><li>Conduct legal research and studies related to identified practices and violations, and utilize their findings in preparing relevant legal opinions and recommendations.</li><li>Conduct scheduled or urgent field visits to licensed law firms and legal consultancy offices, as well as locations or entities suspected of conducting the activity without a license, to verify compliance with the applicable legislation, regulations, decisions, and instructions.</li><li>Monitor and document professional or conduct-related violations and breaches identified during field visits, collect and document relevant evidence and documents, and prepare visit, inspection, and violation reports in accordance with the approved procedures.</li><li>Prepare memoranda concerning matters and violations referred by the Department Manager, Section Manager, or Assistant Section Manager, by studying the matter, collecting and analyzing relevant data and information, and professionally drafting memoranda covering the facts, key issues, legal grounds, opinion, recommendations, and proposed actions.</li><li>Update and follow up on the data of unlicensed law firms and legal consultancy offices identified by the Department, and update the tables and systems used to monitor their status and the actions taken in relation thereto, including relevant electronic systems.</li><li>Receive customer inquiries and respond through approved communication channels, meet with customers when required, and provide them with the necessary information and guidance in accordance with the applicable legislation and approved procedures.</li><li>Prepare benchmarking and comparative studies related to the licensing and regulation of law firms and legal consultancy offices and the practice of legal professions, study local, regional, and international best practices, identify opportunities for improvement and development, and propose appropriate recommendations.</li><li>Contribute to studying and proposing the preparation, amendment, and updating of regulations and legislation relevant to the Section’s responsibilities, including regulations governing the registration of legal consultants and licensing of legal consultancy offices, and provide comments and proposals thereon.</li><li>Propose the necessary updates and improvements to the Legal Professions System (LPS) in coordination with the relevant regulatory units, review the customer journey and services provided through the system, and identify opportunities for improvement that contribute to simplifying procedures and enhancing the efficiency and quality of services.</li><li>Take the initiative to provide improvement and development proposals related to the Section’s work, and follow up on the implementation of applicable proposals in accordance with the procedures approved by the Department.</li><li>Participate in relevant committees and working groups, and provide legal and technical support to the Licensing Applications Team.</li><li>Perform any other duties related to the nature of the position as assigned by the direct supervisor, Department Manager, or Director General.</li></ul><p><strong>Key Administrative Duties and Responsibilities</strong></p><br><ul><li>Comply
