Job Description<br><br>The role ensures that all wet utility submissions from third-party developers comply with AD Ports’ development standards, utility authority regulations, and long-term infrastructure planning requirements.<br><br>Responsibilities<br><br>Core Responsibilities:<br><br> Review wet utility designs including water distribution, firefighting systems, sewer networks, irrigation lines, and stormwater drainage layouts to ensure compliance with AD Ports’ guidelines and local authority regulations. Evaluate hydraulic calculations, demand assessments, pump sizing, pipe routing, manhole layouts, retention systems, and overall network capacity. Check integration of proposed wet utility systems with existing and planned infrastructure to ensure connectivity, adequate capacity, and operational feasibility. Issue Master Developer/Owner wet utility NOCs for authority submissions after consolidating internal and multi-disciplinary comments. Coordinate with utility authorities such as ADDC, ADSSC, and relevant municipal entities regarding connection points, diversion requirements, and compliance approvals. Assess development impacts on existing wet utility networks and recommend necessary upgrades, diversions, or mitigation measures. Review stormwater management plans including detention/retention basins, overland flow paths, flood protection measures, and sustainability considerations. Support plot-level applications involving new wet utility connections, diversions, service upgrades, or modifications to existing networks. Participate in technical meetings with developers, consultants, and authorities to resolve comments and align designs with regulatory expectations. Ensure all designs consider long-term operation, maintenance access, safety, and resilience, especially in industrial and logistics-focused sites. Maintain accurate records of wet utility approvals, load allocations, network capacities, and infrastructure commitments. Prepare technical reports, review summaries, cover letters, and wet-utility-related authority submissions. Stay up to date on wet utility regulations, design standards, hydraulic modelling requirements, and best practices applicable to Abu Dhabi and UAE industrial environments. <br><br>Qualifications<br><br> Bachelor's degree in engineering or associated field. Master’s Degree or equivalent preferred Minimum 10 years of experience in Urban Planning with multi discipline approach. Proficient in Auto CAD, Civil 3D, hydraulic modelling tools, GIS, and other wet utility design and analysis software. Able to interpret hydraulic modelling outputs, network simulations, pipe sizing, pump capacities, and stormwater drainage calculations. Under the guidance of Manager Operations & BD, sets direction to all operational interests, including policy and standards, for ENOC Aviation in UAE and overseas; Responsible for providing guidance and direction on aviation operations to ENOC Group, JV’s, and where applicable third parties including airport authorities. <br>2. Accountable for aviation operations, quality control and safety. <br>3. Manages new business opportunities with assistance from the Technical Manager, i.e. from evaluation to fruition of business through including management of the project. Negotiates a variety of business propositions with various stakeholders (suppliers, oil companies, airport authorities, governments) to bring maximum value for ENOC. Manages fit-for-purpose proposals and Agreements with the parties, and project execution, cutting through various hurdles to meet target dates.<br>4. Sets direction and directs entire operations for ENOC Aviation, and its subsidiaries. On behalf of ENOC Aviation, oversees and ensures all aviation operations within the UAE and abroad are compliant to established operational standards, EHS, quality, customer service and company policies. The supply chain may include ship supplies, refinery, intermediate terminals, airport storage, product transfer facilities and into plane service facilities. Ensures operating performance of the relevant companies against agreed targets; develops and directs specific action plans. <br>2. For all ENOC Aviation assets, whether own or in JV’s (including Eppco Aviation) and whether in UAE or overseas, develops plans for their forward planning, execution of in-time expansion, upgrades and/or replacement as the case may be, to ensure business needs and/or continuity. Approves all operational equipment purchasing.<br>3. Responsible for 1 Billion US$ Refuelling Liability Insurance, ensuring operations and commercial deals minimize liabilities and do not jeopardise the insurance; manages insurers to make new proposals and their operational aspects acceptable to them. Identifies gaps, and ensures corrections to make operational and insurance requirements tie in. <br>NEW BUSINESS DEVELOPMENT & PROJECT MANAGEMENT<br>Under the guidance of Manager Operations & BD and with knowledge of supply chain, operations and a variety of business models; and with tact and diplomacy:<br>4. Acts as the key interface between Oil Companies and senior officials in Dubai Airports for decisions and communication on all matters relating to fuel infrastructure in Dubai Airports and their operation.<br>8. Manages complex issues, disputes, and grievances amongst stakeholders and resolves these amicably safeguarding ENOC interests.
