<li>10+ years of network/telecom engineering experience, including 5+ years in critical infrastructure (utilities/mission-critical).</li>
<li>Expert-level certification: CCNP (Enterprise/SP) or equivalent (Juniper / Nokia).</li>
<li>Strong practical experience in resilient network design/operations and delivery of HLD/LLD, BOM and test documentation.</li>
<li>Mandatory: Valid UAE (or GCC) Driving License (multi-site supervision).</li>

<li>Proven experience on transmission/substation telecom projects (132–400 kV) and familiarity with utility technical standards/specifications.</li>

<li>Lead end to end design and site supervision of utility grade telecom/network infrastructure connecting substations and control centers. The scope includes modern packet networks (IP/MPLS) and OT integrations (SCADA, Substation Automation, RTU/LDC, DMS), while ensuring compatibility with utility telecom building blocks such as alarms, teleprotection signalling, and legacy/hybrid bearers where applicable.</li>
</ul>
<p><span>Key Responsibilities </span></p><br>
<ul>
<li>Utility Network Architecture & Deployment: Design resilient WAN/MAN/LAN using IP/MPLS services and routing protocols (OSPF / IS IS / BGP).</li>
<li>SDH / Legacy Transport Evolution: Support modernization and coexistence strategies (e.g., SDH/STM environments with evolution paths toward MPLS capability) ensuring smooth transition without compromising critical services.</li>
<li>OT/SCADA, DMS & Substation Automation Integration: Integrate SCADA, Substation Automation (IEC 61850 context) and DMS over the telecom network; coordinate interfaces with RTUs and protection/control systems.</li>
<li>Telecontrol Protocols & Resilience: Apply standardized telecontrol interfaces where required (e.g., IEC 60870 5 101 / IEC 60870 5 104 / DNP3, and legacy interfaces as applicable), including dual path principles and alternate-route resilience.</li>
<li>Time Synchronization (OT Context): Support timing and synchronization requirements (e.g., GPS time sync and IRIG B context) to enable accurate event time-stamping for grid operations.</li>
<li>Alarm Architecture (RAU/MAU → LDC): Design/verify alarm collection and transmission up to the LDC, including dual-route transmission and integration of telecom alarms as SCADA signals; ensure required wiring discipline (e.g., MDF-based approach where applicable).</li>
<li>Teleprotection / Protection Signalling Awareness: Support teleprotection/PSE requirements, including redundancy, strict latency/security expectations, and coordination with protection relay manufacturers.</li>
<li>Utility Bearers & Hybrid Telecom (as required): Interface with AF MUX and PLC/DPLC solutions for voice/alarms/SCADA/RTU/teleprotection over pilot pairs or power lines; ensure correct prioritization behavior (e.g., “boost trip” principles in PLC contexts).</li>
<li>Technical Standardization & Vendor/EPC Review: Evaluate and specify routers, switches, firewalls and relevant telecom equipment; define engineering standards/templates; review vendor/EPC submissions and close TQs/RFIs/deviations.</li>
<li>Documentation & Compliance: Produce HLD/LLD, IP addressing schemes, BOMs, drawings/cable schedules (where applicable), and detailed test/acceptance plans (FAT/SAT), ensuring traceability and approvals.</li>
<li>Site Supervision & Commissioning: Supervise installation, integration, testing and commissioning; troubleshoot field issues; manage punch lists and deliver high-quality as-built handover.</li>

Main Accountabilities:
The Asset Controller / Engineer is responsible for maintaining a comprehensive oversight and control of all skip and bin assets across the organization, ensuring accurate tracking of location, condition, and availability to support operational efficiency and contract fulfillment within the waste management business.
Detailed Job Description:
Asset Tracking and Monitoring
- Maintain accurate, real-time records of all skips and bins including location, size specifications, and current deployment status
- Monitor asset movements between sites, customers, and depot locations
- Track asset utilization rates and identify underperforming or idle equipment
- Manage asset database/system ensuring data integrity and accuracy
Condition Management
- Conduct regular condition assessments of all skips and bins
- Document damage, wear and tear, and maintenance requirements
- Coordinate timely repairs and refurbishment to maintain asset quality standards
- Remove unserviceable assets from active inventory and arrange disposal or scrapping
Inventory Control
- Monitor stock levels across different skip and bin sizes (e.g., 5 - 36 CBM skips; 240L, 360L, 660L, 1100L bins; Portable Compactors etc)
- Forecast demand based on contract requirements and seasonal variations
- Coordinate stock replenishment and procurement of new assets
- Optimize asset distribution across operational areas
Maintenance and Repair Coordination
- Schedule and oversee routine preventative maintenance programs
- Liaise with maintenance teams and external contractors for repairs
- Maintain maintenance records and track costs per asset
- Ensure compliance with health and safety standards for all equipment
Contract Support
- Ensure adequate asset availability for existing contract obligations
- Support new contract implementations with asset allocation planning
- Coordinate asset deployment for contract start-ups and mobilizations
- Manage asset recovery from terminated contracts
Audit and Compliance
- Conduct regular physical audits of skip and bin inventory
