We specialise in high-volume permanent recruitment, bulk hiring campaigns and workforce recruitment projects across construction, hospitality, facilities management, logistics, retail, sales and other operational sectors.
We are looking for an experienced, hands-on recruitment professional to help establish and operate this division.
This is not a traditional recruitment consultant position. We need someone who knows how to source, screen, shortlist and successfully place candidates at volume, understands the commercial realities of recruitment agencies, and can independently manage multiple recruitment projects from start to finish.
As Recruitment Operations Lead, you will be responsible for the day-to-day recruitment delivery and operational management of Guildhall Workforce Solutions.
You will be the division's initial recruitment specialist, taking ownership of client requirements, candidate sourcing, screening, interviews, recruitment coordination and successful placements.
You must be comfortable managing recruitment requirements ranging from an individual sales executive or hotel receptionist to a project requiring 50 carpenters, masons, steel fixers or other skilled workers.
The successful candidate will bring an existing candidate network, established recruitment channels and relationships with overseas recruitment partners.
Key Responsibilities
1. High-Volume Recruitment & Delivery
- Independently manage end-to-end recruitment for multiple clients, industries and job categories.
- Recruit construction trades including carpenters, masons, steel fixers, electricians, plumbers, welders, drivers, equipment operators, foremen and technicians.
- Handle volume hiring for hospitality, including housekeeping, food and beverage, kitchen staff, front office and hotel operations.
- Recruit sales executives, retail associates, customer service employees, warehouse personnel, logistics staff and other operational positions.
- Execute bulk recruitment campaigns requiring 10, 20, 50 or more workers within agreed deadlines.
- Conduct initial screening, telephone interviews, assessments and candidate shortlisting.
- Coordinate trade tests, interviews, offer acceptance, joining and replacements.
2. Candidate Database & Sourcing Networks
- Bring an established, independently developed and lawfully usable network of blue-collar and operational candidates.
- Maintain active sourcing channels across the UAE and overseas markets.
- Develop and manage relationships with recruitment agencies and sourcing partners in Nepal, India, Pakistan, the Philippines and other relevant labour markets.
- Build and maintain a comprehensive, searchable recruitment database, categorised by trade, experience, location, availability and salary expectations.
- Source using job boards, referrals, WhatsApp communities, social media, recruitment partners and direct candidate networks.
- Maintain a readily available pipeline of screened candidates for frequently requested positions.
3. International Recruitment & Mobilisation
- Understand the complete overseas recruitment lifecycle, from sourcing and selection through documentation and deployment.
- Coordinate with authorised overseas recruitment agencies and local employer HR/PRO teams.
- Understand UAE employment processes, entry permits, employment visas, medical requirements and candidate documentation.
- Manage recruitment timelines, interview scheduling, selection confirmations and joining coordination.
- Ensure accurate candidate documentation, professional recruitment practices and compliance with applicable employment and recruitment regulations.
4. Client Management & Recruitment Operations
- Receive and qualify recruitment enquiries, understanding job specifications, salaries, hiring quantities and delivery deadlines.
- Communicate directly with client HR departments, hiring managers and workforce planning teams.
- Assess the commercial feasibility of assignments and assist with quotations and recruitment proposals.
- Convert suitable incoming enquiries into active recruitment assignments.
- Manage multiple recruitment campaigns simultaneously while maintaining accurate candidate and client records.
- Monitor recruitment pipelines, interview-to-placement conversion, joining rates, replacements and client satisfaction.
- Work closely with Guildhall's management to establish efficient recruitment processes and improve delivery profitability.

Essential Requirements
- Minimum 3 years' recruitment experience, preferably within a UAE-based recruitment agency or manpower recruitment business.
- Demonstrable experience recruiting skilled and semi-skilled construction workers at volume.
- Proven ability to recruit across multiple industries, particularly construction, hospitality, sales, facilities management or logistics.
- An existing, active candidate network and established sourcing channels are essential.
- Practical experience working with overseas recruitment agencies, particularly in South Asia.
- Strong understanding of full-cycle recruitment, documentation and mobilisation.
- Demonstrated ability to fulfil bulk recruitment requirements independently.
- Excellent spoken and written English, with the confidence to communicate professionally with corporate clients.
- Strong organisational skills and proficiency with recruitment databases, Excel, applicant tracking systems and digital sourcing tools.
- Ability to work independently, prioritise competing requirements and deliver against commercial deadlines.
- Additional languages such as Hindi, Nepali, Urdu, Arabic or other relevant sourcing-market languages are advantageous.
