Ensure all team members and programme initiatives align with the strategy.</li><li>Lead development, harmonization, trainings, and roll out of SOPs, tools and guidelines with particular attention to setting standards for CVA in Yemen.</li><li>Provide regular technical support and guidance to Project Managers/Team Leaders, Specialists, and other relevant staff in both a structured manner and on a case by case basis.</li><li>Ensure compliance with DRC quality standards and procedures and alignment with global strategy, through regular coordination with colleagues in at Area Offices and Country Office level, proactively identifying risks and mitigation strategies related to economic recovery programming.</li><li>Coordinate with sector colleagues at RO and HQ levels as appropriate about relevant strategic and technical directions.</li><li>Complete regular field visits across the country to ensure technical oversight, capacity building and support, identify needs, and ensure quality programming.</li><li>Ensure that programming is integrated with other DRC sectors by closely working with other sector coordinators and relevant staff in the field, and to design integrated programming at coordination level whenever relevant.</li><li>Ensure strong information management and use of databases for information management and reporting, in coordination with IM and MEAL staff.</li></ul><p>Technical Line Management</p><ul><li>Technical support to the structure of the Economic Recovery (EcRec) team nationally, harmonization of sectoral job descirptions and participation in the recruitment of EcRec staff as required.</li><li>Identify technical gaps and support capacity building for technical staffs, upon checking available ressources at RO and HQ levels</li><li>Mentor and support the Economic Recovery team through regular one-to-one supervision and performance appraisals of technical line reports.</li><li>When necessary, and with approval of his/her line manager, provide stop-gap support in absence of PMs/TLs, in close coordination with senior national colleagues (identified by the PM before his/her absence)</li><li>Ensure the Economic Recovery Specialists provide regular trainings and supervision to activities and field teams to ensure quality project implementation.</li></ul><p>Programme Development, Coordination, and Oversight</p><ul><li>Lead design of project proposals (with associated budget recommendations, and indicators) in coordination with Area Manager, PMs, Specialists, MEAL and Grants unit.</li><li>Oversight and coordination of sectoral and integrated projects, mainly around food security (cash and in-kind assistance), decent livelihoods and financial inclusion, in coordination with Area Managers and PMs, Specialists and other relevant field staff.</li><li>Lead on developing assessments to inform evidence based planning and implementation and ensure that all economic recovery interventions are informed by market conditions.</li><li>Lead on the development of relevant and appropriate standard operating procedures (SOP) including defining beneficiary selection criteria and identification process, and oversee compliance to agreed standards and guidelines.</li><li>Map donor priorities within economic recovery sector and identify new opportunities, including to engage with new donors.</li><li>Provide technical leadership and review of all proposals and reports and other relevant sector-specific donor communications.</li><li>Lead on Economic Recovery program review meetings and contribute to other program review meetings as necessary (Grant Opening, Review, & Close Out Meetings).</li><li>Technical advice on sector related budget budget development and/or realignments, in coordination with PMs, Specialists and Area Managers or Base Managers.</li></ul><p>Quality Assurance</p><ul><li>Oversight of overall program implementation progress and quality; identification, resolution and/or escalation of issues.</li><li>Work with MEAL to develop harmonized tools and databases to monitor and track efficiency and quality of programming and improve information management within the sector focal points.</li><li>Work closely with MEAL in design, implementation, and evaluation of sector-level programming.</li><li>Coordinate with MEAL to ensure accountability mechanisms are established for programming.</li><li>Capture best practices and lessons learned from the monitoring and evaluation results and analysis, and use them to enhance programme quality, effectiveness, and efficiency.</li></ul><p>Coordination and Donor Engagement</p><ul><li>Lead participation at Clusters, including direct participation at the national level and coordination of representation at the sub-national level. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country.<br> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture.</p><br> <p>UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. It aims to increase crop and livestock productivity through Climate-Smart Agriculture (CSA) and ecosystem-based adaptation (led by FAO) and strengthen climate-resilient agricultural value chains to generate decent jobs, formalized businesses, and inclusive economic growth (led by UNDP).<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>By combining these three projects under one management umbrella, this position will ensure coherent and integrated implementation, maximize synergies, and leverage UNDP's expertise in governance, economic recovery, and resilience-building. In this context, the development, modernization, and effective implementation of e-transactions legislation have become a critical priority for governments worldwide to ensure legal certainty, trust, and security in digital environments. Across the Arab region, several countries have made notable progress in establishing legal frameworks governing e-transactions, trust services, data protection, cybersecurity, and related areas. Nevertheless, the continuous emergence of new digital applications such as cloud computing, mobile platforms, digital identity systems, and artificial intelligence (AI) has requested countries to continuously upgrade those laws to align with the best international practices and the evolving requirements of the digital age. At the global level, the UN continues to promote the responsible, inclusive, and trustworthy use of emerging technologies in support of sustainable development. In September 2024, during the Summit of the Future, world leaders adopted the Pact for the Future, together with its annexes the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC underscores the importance of digital trust, secure and interoperable digital systems, and effective digital governance. These objectives depend fundamentally on robust e-transactions legislation that provides legal recognition to e-communications, signatures, trust services, and contracts mechanisms, thereby enabling safe participation in the digital economy. The UN ESCWA has a long-standing engagement in supporting its member States in the field of cyber legislation. In 2007, UN ESCWA published the study Models for Cyber Legislation in UN ESCWA Member Countries , which reviewed regional and international legal developments and introduced practical templates for assessing and reforming national cyber laws. The objective of those templates is to support Arab countries in drafting and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA remains committed to assisting member States in strengthening legal and institutional capacities related to the digital and emerging technologies. Recently, the Ministry of Telecom and Information Tech (MTIT) in Yemen requested UN ESCWA s advisory services to develop e-transactions and trust services law aligned with international standards and regional best practices. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in the area of e-transactions and trust services, with a particular focus on the Yemeni legal and institutional context. The consultant shall use as primary reference frameworks the ESCWA Cyber legislation directives, UNCITRAL Model Law on Electronic Commerce (1996), the UNCITRAL Model Law on Electronic Signatures (2001), and the UNCITRAL Model Law on Electronic Transferable Records (2017), supplementing these with the EU eIDAS Regulation and relevant Arab country implementations. For the purposes of this consultancy, 'trust services' include: qualified electronic signatures and seals, electronic timestamps, electronic registered delivery services, website authentication certificates, and preservation services for electronic signatures, consistent with the eIDAS framework or its functional equivalent. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws.
