<p>The HR & Administration Manager – Site Operations is responsible for leading and managing the full spectrum of Human Resources, Administration, Learning & Development (L&D), and Site Workforce Management functions for Amenav Construction's project site. The role is instrumental in developing a high-performing, compliant, and people-focused organization by implementing strategic HR initiatives, strengthening administrative operations, and ensuring effective workforce planning and management across the project lifecycle.
The position serves as a strategic business partner to Project Management and Head Office, ensuring that site manpower resources, employee welfare, compliance, operational efficiency, and organizational capability support the successful delivery of EPC projects while maintaining the highest standards of governance, safety, and regulatory compliance.
Key Responsibilities
1. Human Resources Management
• Develop and implement HR strategies, policies, and procedures aligned with project and corporate objectives.
• Lead end-to-end recruitment, selection, onboarding, mobilization, transfer, and demobilization of project personnel.
• Prepare workforce plans and manpower forecasts in coordination with project management and department heads.
• Design, implement, and manage performance management systems including KPIs, annual appraisals, probation reviews, and performance improvement plans.
• Drive employee engagement, retention initiatives, and organizational culture programs.
• Manage employee relations, disciplinary actions, grievances, investigations, and conflict resolution in accordance with company policies and UAE Labour Law.
• Maintain accurate HR records, employee files, and personnel documentation.
• Ensure compliance with UAE Labour Law, project contractual requirements, ADNOC regulations, and internal company policies.
2. Site Workforce Management
• Lead and manage the overall HR and administration functions for all site-based employees, subcontractor coordination (where applicable), and project support staff.
• Coordinate manpower mobilization and demobilization in accordance with project schedules and client requirements.
• Monitor daily manpower deployment, attendance, leave planning, absenteeism, overtime, and workforce productivity.
• Coordinate with Project Managers, Construction Managers, and department heads to ensure timely availability of skilled manpower.
• Oversee workforce accommodation, transportation, catering, welfare facilities, and employee well-being to ensure compliance with company standards and client requirements.
• Manage workforce documentation including employment contracts, site access passes, medical fitness records, certifications, trade licenses, and competency records.
• Ensure smooth coordination of employee rotations, vacations, emergency replacements, and workforce continuity.
• Support workforce localization initiatives and compliance with client and regulatory manpower requirements.

3. Learning & Development (L&D)

• Oversee office administration, site facilities, camps, accommodation, transportation, housekeeping, catering, and related support services.

• Coordinate travel arrangements, accommodation bookings, and logistics for employees and visitors.
• Supervise PRO activities including visa processing, Emirates ID, labour cards, work permits, government approvals, and immigration compliance.
• Manage office assets, service contracts, vendor coordination, and administrative budgets.
• Maintain operational efficiency across all administrative processes while ensuring compliance with company standards.
6. Compensation, Payroll & Employee Benefits
• Manage payroll preparation, attendance validation, overtime verification, and employee benefits administration.
• Ensure timely and accurate salary processing in compliance with UAE regulations and company policies.
• Maintain payroll records and employee master data.
• Support salary benchmarking and development of competitive compensation and benefits structures.
• Monitor payroll compliance, statutory reporting, and audit requirements.
7. Compliance, Audit & Risk Management
• Ensure compliance with UAE Labour Law, immigration regulations, ADNOC requirements, ISO standards, and contractual obligations.
• Support internal and external audits related to HR, administration, and workforce management.
• Identify HR and operational risks and implement mitigation strategies.
• Maintain confidentiality of employee information and sensitive organizational data.
8. Performance Monitoring & Reporting
• Establish and monitor HR, Administration, and Workforce Management KPIs.
• Prepare periodic reports covering manpower statistics, recruitment, turnover, absenteeism, training, payroll, employee engagement, and compliance.
• Analyse workforce data and provide recommendations to improve productivity and organizational performance.
• Drive continuous improvement initiatives to enhance operational efficiency and employee experience.</p><p>• Bachelor's Degree in Human Resources, Business Administration, Management, or a related discipline.
• Minimum 8–10 years of progressive HR and Administration experience, including at least 5 years in a managerial position within EPC, Oil & Gas, Engineering, or Construction industries.
• Proven experience managing large site-based workforces in EPC project environments.
• Strong knowledge of UAE Labour Law, immigration regulations, ADNOC requirements, and workforce compliance.
• Experience managing multi-site or multi-entity operations is highly desirable.</p>
