About the job PROCUREMENT OFFICER
<p><strong>1. JOB PURPOSE</strong></p><br>
<p>The Procurement Officer will be responsible for managing the complete procurement cycle for <strong>piping, structural steel, welding consumables, gases, fabrication consumables, and other project-related materials and services</strong> required for MQ Pearl Engineering LLC's fabrication activities.</p><br>
<p>The position requires strong <strong>vendor development, commercial negotiation, purchasing, supplier coordination, expediting, quality-document follow-up, material traceability, and delivery management</strong> skills.</p><br>
<p>The Procurement Officer shall ensure that all materials and services are procured from <strong>approved/acceptable suppliers</strong>, meet project specifications and QC requirements, are delivered within the required schedule, and are purchased at commercially competitive prices.</p><br>
<p><strong>2. KEY RESPONSIBILITIES</strong></p><br>
<p><strong>A. Procurement Planning & Requirement Review</strong></p><br>
<ol>
<li>Review approved <strong>Material Requisitions (MR), Purchase Requisitions (PR), BOQ, MTO, drawings, specifications and project requirements</strong> before initiating procurement.</li>
<li>Identify the required:</li>

<li>Material specification</li>
<li>Material grade/MOC</li>
<li>Size and thickness</li>
<li>Quantity</li>
<li>Applicable standards</li>
<li>Delivery requirements</li>
<li>Inspection requirements</li>

Coordinate with <strong>Estimation, Projects, Fabrication, Planning, QA/QC and Stores</strong> departments to understand material requirements and priorities.
Prepare and maintain a <strong>Procurement Schedule / Procurement Tracker</strong> for each project.
Identify long-lead materials and initiate procurement sufficiently in advance.
Ensure procurement activities are aligned with project fabrication and delivery schedules.
<p><strong>B. Vendor Development & Supplier Management</strong></p><br>

<li>Develop and maintain a reliable database of suppliers for:</li>

<li>Piping materials</li>
<li>Plates and sections</li>
<li>Pipes, fittings and flanges</li>
<li>Welding consumables</li>

<li>Hot-dip galvanizing</li>
<li>Painting/coating</li>
<li>Other project-related materials and services</li>
</ul>
Identify new suppliers capable of meeting <strong>Oil & Gas / ADNOC project requirements</strong>.
Maintain an updated <strong>Approved/Qualified Vendor List (AVL/QVL)</strong> as applicable to project requirements.
Develop alternative sources to minimize supply-chain risks and dependency on a single supplier.
Maintain professional long-term relationships with key suppliers.
<p><strong>C. Obtain competitive quotations from multiple suppliers whenever practical.</strong></p><br>

<li>Evaluate quotations commercially and prepare <strong>Commercial Bid Comparison / Vendor Comparison</strong>.</li>
<li>Escalate significant price variations and commercial risks to management before PO placement.</li>
</ol>
<ol><li><strong>PURCHASE ORDER & COMMERCIAL DOCUMENTATION</strong><ol><li>Prepare Purchase Orders based on approved quotations and commercial terms.</li><li>Ensure PO terms and conditions accurately reflect the agreed quotation and project requirements.</li><li>Obtain the necessary internal approvals before issuing POs.</li><li>Maintain complete procurement records for audit and project documentation.</li></ol></li><li></li><li><strong>QUALITY & TECHNICAL DOCUMENT CONTROL</strong></li></ol>
<p>The Procurement Officer shall be responsible for coordinating with suppliers to ensure that all required <strong>QC/QA documentation</strong> is received and submitted to the QA/QC team.</p><br>

<p><strong>Specific Responsibilities</strong></p><br>

<li>Communicate project-specific QC documentation requirements to suppliers before order placement.</li>
<li>Follow up with suppliers to ensure documents are submitted <strong>before or along with material delivery</strong>, as required.</li>
<li>Coordinate with QA/QC for document review and approval.</li>
<li>Ensure discrepancies in certificates or documentation are corrected by suppliers.</li>
<li>Ensure material <strong>heat numbers, batch numbers and certificates are properly traceable</strong> to the supplied materials.</li>
<li>Prevent receipt of materials without the required documentation unless formally approved by management/QA/QC.</li>
<li>Maintain proper records of all supplier quality documents.</li>
</ol>
<ol><li><strong>MATERIAL EXPEDITING & DELIVERY FOLLOW-UP</strong></li></ol>
<ol>
<li>Monitor all open Purchase Orders on a regular basis.</li>
<li>Follow up with suppliers regarding:</li>

<li>Material readiness</li>
<li>Inspection status</li>
<li>Documentation status</li>
<li>Dispatch status</li>
<li>Transportation</li>
<li>Expected delivery date</li>
</ul>
Prepare and maintain a <strong>PO Expediting / Procurement Tracker</strong>.
Identify potential delays at an early stage.
Escalate critical or delayed procurement items to management.
Coordinate with suppliers and logistics providers to ensure timely delivery to <strong>MQPE ICAD 1</strong>.
Coordinate with Stores for delivery planning and unloading arrangements.
Verify delivery quantities against PO, Delivery Note and packing list.
Coordinate resolution of shortages, damages, wrong materials or incorrect quantities.
<ol><li><strong>SUBCONTRACT PROCUREMENT</strong></li></ol>
<p>The Procurement Officer shall also manage procurement of subcontracted services required for fabrication projects, including:</p><br>

<p>Responsibilities include:</p><br>

<li>Obtain quotations from qualified subcontractors.</li>
<li>Verify technical capability and relevant approvals.</li>
<li>Compare commercial offers.</li>
<li>Negotiate prices and delivery/service schedules.</li>
<li>Coordinate with QA/QC regarding inspection and documentation requirements.</li>
<li>Monitor subcontractor progress and completion.</li>
<li>Ensure subcontracted work is completed within the required project schedule.</li>
<li>Obtain required completion certificates, inspection reports and quality documentation.</li>

<ol><li><strong>COST CONTROL</strong><ol><li>Monitor procurement costs against approved project budgets.</li><li>Compare actual purchase prices with estimated/budgeted prices.</li><li>Identify cost-saving opportunities.</li><li>Maintain a Material Cost Database for future estimation and budgeting.</li><li>Provide current market price information to the Estimation Department for future tenders.</li><li>Support the Estimation/Commercial team during tendering by providing updated supplier budgetary quotations.</li><li>Report significant procurement cost deviations to management.</li></ol></li></ol>
<p>Maintain a <strong>Supplier Performance Evaluation</strong> system.</p><br>

<li>Identify poor-performing suppliers and report them to management.</li>
<li>Develop high-performing suppliers for long-term business relationships.</li>
<li>Maintain records of supplier performance for future procurement decisions.</li>

<ol><li><strong>ADNOC / OIL & GAS PROJECT COMPLIANCE</strong></li></ol>
<p>The Procurement Officer shall have a strong understanding of procurement requirements applicable to <strong>ADNOC and Oil & Gas fabrication projects</strong>.</p><br>

<p><strong>Education</strong></p><br>
<ul>
<li>Bachelor's Degree / Diploma in <strong>Mechanical Engineering, Procurement, Supply Chain, Materials Management, or a related discipline</strong>.</li>
<li>Professional procurement certification is an advantage.</li>
</ul>
<p><strong>Experience</strong></p><br>
<ul>
<li>Minimum <strong>5–8 years of relevant procurement experience</strong>.</li>
<li>Experience in <strong>Oil & Gas, EPC, fabrication, construction or engineering companies</strong> is preferred.</li>
<li>UAE experience is strongly preferred.</li>
<li>Experience with <strong>ADNOC-related projects</strong> will be an advantage.</li>
<li>Experience in procurement of piping and structural materials is essential.</li>
<li>Good communication skills are expected; English, Hindi and Arabic</li>
