This role is available for immediate joining and is an initial 3-6 month contract position, outsourced through J10 Consulting.

Key Responsibilities:
Prepare cost estimates, budgets, and Bills of Quantities (BOQs).
Review drawings, specifications, and tender documents.
Analyze project costs and monitor budgets throughout project execution.
Prepare tender documentation and assist in the procurement process.
Measure completed work and prepare interim valuations and final accounts.

<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>We, at Emarat Aloula is seeking a highly competent <strong>HSE Engineer</strong> with proven experience in <strong>substation projects (HV/MV/LV)</strong> to oversee and implement Health, Safety, and Environmental (HSE) requirements across ongoing power and utility projects.</p><p><br>The ideal candidate must have hands-on experience in <strong>132kV / 33kV / 11kV substations</strong>, transmission lines, and utility infrastructure works, ensuring full compliance with client and authority requirements such as <strong>TAQA, TRANSCO, ADDC/AADC, and ADNOC</strong> standards.</p><p><br><strong>Key Responsibilities</strong></p><ul><li><p>Implement and monitor the Project HSE Plan in line with company and client requirements.</p></li><li><p>Ensure strict compliance with safety regulations during:</p><ul><li><p>Substation construction and modification works</p></li><li><p>Busbar protection system replacements</p></li><li><p>Relay modifications</p></li><li><p>Cable laying, termination, and testing</p></li><li><p>Overhead transmission line works (if applicable)</p></li></ul></li><li><p>Prepare and review <strong>Risk Assessments (HIRA), Method Statements, and Permit to Work (PTW)</strong> documentation.</p></li><li><p>Conduct daily toolbox talks, HSE inductions, and safety awareness programs.</p></li><li><p>Monitor high-risk activities including:</p><ul><li><p>Energized electrical works</p></li><li><p>Shutdown activities</p></li><li><p>Excavation and deep trenching</p></li><li><p>Lifting operations</p></li><li><p>Confined space entry</p></li></ul></li><li><p>Carry out routine site inspections and audits to ensure compliance with TAQA/TRANSCO/ADNOC standards.</p></li><li><p>Investigate incidents, near misses, and accidents; prepare reports and recommend corrective actions.</p></li><li><p>Ensure proper implementation of emergency response plans and conduct mock drills.</p></li><li><p>Monitor subcontractor compliance with HSE standards.</p></li><li><p>Maintain daily, weekly, and monthly HSE performance reports for management and client submission.</p></li><li><p>Coordinate with project engineers and site supervisors to proactively address safety risks.</p></li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p><strong>Qualifications & Certifications</strong></p><ul><li><p>Bachelor’s Degree in Engineering (Electrical preferred or relevant Engineering degree).</p></li><li><p>NEBOSH IGC (Mandatory).</p></li><li><p>ISO 45001 Lead Auditor Certification (Preferred).</p></li><li><p>TAQA / Utility Competency Certification (Highly Preferred).</p></li><li><p>ADOSH awareness certification (Advantage).</p></li><li><p>Valid UAE Driving License (Preferred).</p></li></ul><br><p><strong>Experience Requirements</strong></p><ul><li><p>Minimum <strong>8–10 years of HSE experience</strong> in UAE/GCC.</p></li><li><p>Proven experience in:</p><ul><li><p><strong>132kV / 33kV / 11kV Substation projects</strong></p></li><li><p>Transmission line projects</p></li><li><p>Power plant or utility infrastructure projects</p></li></ul></li><li><p>Experience working with <strong>TAQA, TRANSCO, ADDC/AADC, ADNOC, or similar utilities</strong> is highly desirable.</p></li><li><p>Strong background in shutdown activities and high-voltage electrical environments.</p></li></ul><p><br><strong>Skills & Competencies</strong></p><ul><li><p>Strong knowledge of UAE HSE regulations and utility safety standards</p></li><li><p>Excellent leadership and communication skills</p></li><li><p>Strong incident investigation and reporting capabilities</p></li><li><p>Proactive approach to hazard identification and risk mitigation</p></li><li><p>Ability to work under pressure and manage multiple site activities</p></li><li><p>Strong documentation and reporting skills</p></li></ul><br><p><strong>Preferred Attributes</strong></p><ul><li><p>Experience in HV substation upgrades and protection system replacement projects</p></li><li><p>Experience in power transmission and distribution infrastructure</p></li><li><p>Immediate or short-notice availability is an advantage.</p></li></ul><p></p></section>
<p>The role requires to prepares cost estimates by analysing project proposals. Provide necessary support and expertise in the competent engagement of Main-Contractors and is responsible for providing input into evaluating tender documents, involve in deciding how the tendering project will work. Recommend tenders and conduct negotiations thereafter. The Estimator’s role is required to be detail-oriented i.e. attention to all of the small particulars when working on project(s) is crucial. Fully aware of productivity rates, prices, pricing strategy and how to overcome competitors. Meet fixed deadlines.
Estimation Responsibilities
• Preparing cost estimate and budget
• Exploring contract documents to gain a deep understanding of project requirements
• Fully aware of the contract condition, risks, and risk assessment
• Creating and presenting reports to higher management
• Performing complex analysis of collected data and metrics
• Visiting sites, and other venues necessary to do estimates
• Collecting and analysing data by gathering proposals, drawings, specifications, and others related document
• High analytical skills which enable an estimator to consider and evaluate different construction methods and options to determine the most cost-effective solutions or recommendations that meet the required specifications
• To keep record and maintain all data related to pricing through the estimation software adopted by the company such as benchmark.
Commercial Responsibilities
• Building and maintaining healthy and long-term relationships with supply chain (suppliers and subcontractors)
• Negotiating prices with subcontractors for competitive bidding
• Supporting the business development with registration and dealing with the potential clients
• Develop and maintain excellent relationships with contacts at all levels of customer/client/vendors accounts.
• Work closely with the rest of the Business Unit and champion the promotion of company during the negotiation process.
• Assist Business Development team to develops new business opportunities with existing customers.
Operational Responsibilities
• Communicating with engineers, clients, subcontractors, and vendors efficiently and effectively
• Preparation of the project budget and to be handed over to the operation team
• Preparing economic feasibility studies on changes and adjustments to cost estimates.
• Review and evaluating the pricing assumption after the project completion</p><p>• Civil Engineer Degree holder
• Fully IT literate, with experience in the Microsoft operating system / Tools and internet applications.
• Must speak English, Arabic will be an advantage.
• 5 – 10 years’ experience in a similar role, preferably within Dubai or UAE or Middle East
• Preferably working for Main Contractor experience, Asphalt knowledge will be an advantage</p>
