Operating from the client/operator perspective, this role holds primary responsibility for the overall financial governance, budget management, commercial evaluation, and cost forecasting of major energy infrastructure capital projects. Acting as a trusted commercial authority, you will closely monitor multi-million-dollar EPC contractor expenditures, evaluate variation orders, implement robust change management frameworks, and deliver executive-level financial reporting aligned with international joint-venture standards.<br><br><br><br>Skills and Responsibilities: <br>Establish, monitor, and enforce overarching cost control systems, Work Breakdown Structures (WBS), and budget baselines across assigned major capital projects. Review, audit, and validate EPC/EPCM contractor progress payment certificates, monthly valuation applications, milestone billings, and detailed timesheets to ensure alignment with actual physical completion. Develop, maintain, and continuously refine realistic EAC forecasts, cash flow projections, commitment logs, and risk/contingency drawdowns. Lead the technical and commercial evaluation of contractor Variation Requests and Change Order Requests (CORs); perform cost-impact assessments and negotiate equitable adjustments. Manage project financial structures within SAP Project Systems (PS)—including WBS creation, purchase order (PO) commitments, Service Entry Sheet (SES) approvals, and final asset capitalization workflows. Protect project financial interests by proactively auditing contractor cost reports, identifying billing discrepancies early, and developing technical defenses against potential commercial claims. Prepare high-level monthly cost variance reports, Earned Value Management (EVM) metrics, and executive dashboards for senior project leadership, board members, and international shareholders. Partner closely with Project Managers, Planning/Scheduling Engineers, Procurement Leads, and Contracts Engineers to integrate cost trends with project schedule critical paths. <br>Your knowledge/skills, education, and experience: <br><br><br>Knowledge/ Qualification/ Training/ Certification: <br><br> Bachelor’s Degree in Engineering (Mechanical, Civil, Chemical, or Industrial), Quantity Surveying, Finance, or a related technical discipline. <br><br>Principal Accountabilities <br><p>Development of the Functional Framework: Support the department project leaders in developing and maintaining the functional framework i.e., the set of OT and ICS processes, procedures, manuals, standards, guidelines, and templates required to effectively deliver functional objectives.<br>
Help in Implementing the OT ICS approved processes, procedures, manuals, standards, guidelines, and templates on assigned projects in line with the department and business team.<br>
Support the department leaders in the development, administration and maintaining of systems, tools, databases, documents, and libraries related to the function.<br>
Employ and ensure the utilisation of applicable implemented functional systems and tools on assigned projects. Ensure functional databases and libraries are regularly updated with actual project data from different assigned projects.<br>
Support the Principal Project Manager in the development and implementation of new tools, technologies, and techniques to continuously improve the quality and efficiency of functional processes and performance.<br>

Developing and maintaining an updated Project Execution Plan (PEP) and schedule. Track project progress and perform risk assessment and develop a mitigation plan as and when needed with coordination with projects leaders.<br>
Developing with Support of the department leaders the Service Level Agreement (SLA) with different stake holders internal and external (Vendors, GIT, CSF, Business, etc.).<br>
Support the Projects leaders in developing, tracking, and managing the overall project budget CAPEX & OPEX, Purchase Request PR, Purchase Order PO, etc.<br>
Support the department management in carrying out technical evaluation of consultants, contractors, vendors, and suppliers related to the project.<br>
Ensure completeness of tender documentation in terms of projects requirements especially towards engineering, any performance tests that need to be carried out, and any Operations & Maintenance (O&M) training or knowledge transfer to be provided.<br>
Support in managing the tender and technical clarification process, assimilating, reviewing, and finalising responses to clarifications internal or external.<br>
Integrate OT/ICS security considerations into project timeline and budget.<br>
