About the Role
<p>We are seeking a proactive and commercially driven <strong>Procurement Officer (Civil Construction)</strong> to manage the procurement of construction materials, equipment, subcontractor services, and project-related requirements. The role is responsible for ensuring timely sourcing, competitive pricing, vendor management, and cost-effective procurement while supporting project schedules and maintaining compliance with company procurement policies. Experience in UAE civil construction and strong knowledge of local suppliers and market rates are essential. </p><br>
Key Responsibilities
Procurement & Sourcing
<ul>

Source and procure civil construction materials, equipment, machinery, and subcontractor services.
</li>
<li>
Prepare and issue Requests for Quotation (RFQs), Requests for Proposal (RFPs), purchase requisitions, and purchase orders.
</li>
<li>
Obtain and evaluate supplier quotations based on price, quality, technical compliance, and delivery schedules.
</li>
<li>
Ensure timely procurement to meet project timelines and operational requirements. </li>
</ul>
Vendor & Supplier Management
<ul>
<li>
Identify, evaluate, and develop relationships with reliable suppliers and subcontractors.

<li>
Negotiate pricing, payment terms, delivery schedules, and contractual conditions.
</li>
<li>
Monitor supplier performance and resolve issues related to quality, delivery, or service.

Maintain an updated supplier database and approved vendor list. </li>

Project Coordination

Qualifications & Experience
<ul>

Bachelor's Degree in Civil Engineering, Supply Chain Management, Business Administration, or a related discipline.
</li>
<li>
4–8 years of procurement experience within the UAE civil construction or general contracting industry.
</li>
<li>
Strong knowledge of civil construction materials, subcontract procurement, local suppliers, and UAE market rates.
</li>
<li>
Experience with ERP systems, procurement software, and Microsoft Office applications.
</li>
<li>
UAE driving licence is preferred.

<p>Project description
As part of the Development & Engineering section within the Information Technology Department (ITD), this role supports project and programme delivery, agile ways of working, and the continuous improvement of delivery processes. The initiative involves the development and management of in-house applications and data platforms, supporting projects from inception to acceptance while maintaining appropriate governance standards, delivery discipline, and industry good practices. Additionally, the project focuses on leveraging AI, automation, and AI agents to enhance operational delivery practices—such as automated reporting, action tracking, RAID management, backlog insights, and workflow automation across project and agile delivery practices
Responsibilities
This person will be responsible for day-to-day project management and people management in the offshore delivery center.
He/She will also be responsible for the delivery, scope, timeline, project status reporting, and other PM activities. Hands-on knowledge of software development methodologies is essential. Agile knowledge is a plus. Responsibilities will also include:
Scrum ceremonies
Negotiation with the customer and on-site Project Managers (delivery management, requirements management, requirements analysis etc.);
Introduction and enhancements of software development methodologies within the project;
Coordination and collaboration with other projects and QA engineers;
Change management process facilitation;
Team motivation, team building, assessment of project team members.
Skills
Must have
A minimum of 4 years’ relevant experience in project management, scrum master, agile delivery, delivery coordination, or programme support roles
Maintain a working understanding of tech delivery environments to engage effectively with engineering, data, architecture, security, and business teams.
Experience with data and engineering concepts (cloud platforms, data platforms, DevOps, APIs, data pipelines, and SDLC).
Utilize delivery and collaboration tools like Azure DevOps, Microsoft 365, Teams, SharePoint, and Power BI.
Understand the purpose and delivery implications of technologies like Python, PySpark, SQL, Azure, AWS, and Databricks.
Translate technical context into clear delivery plans, risks, dependencies, decisions, and stakeholder communications.
Practical experience supporting technology, software, data, platform, or digital transformation initiatives
Strong delivery discipline across scope, timeline, risk, dependency, quality, and governance management
Excellent written and verbal communication skills, with the ability to translate complex delivery or technical topics into clear business language
Excellent interpersonal, facilitation, negotiation, and stakeholder engagement skills
Experience using delivery and collaboration tools such as Azure DevOps, Microsoft 365, Teams, SharePoint, Power BI, or similar platforms

Legal & Administrative Support • Resolve complex labor disputes, visa blocks, status hold-ups, and immigration issues efficiently • Provide ground support for site labor mobilization, camp clearance approvals, and emergency government escalations • Coordinate airport clearance and repatriation procedures for departing or cancelled personnel • Build and maintain strong professional relationships with key officials across government departments and typing centers<br>Must-Have Qualifications ✅ High School Diploma, Diploma, or Bachelor’s Degree ✅ 5–8 years of hands-on PRO experience in the UAE ✅ Minimum 4 years of dedicated experience within UAE Construction, Contracting, Interior Fit-Out, or Facility Management companies ✅ Fluent in written and spoken Arabic and English (ability to draft official Arabic correspondence is required) ✅ Operational expertise across government portals: GDRFA (Amer), ICP, MOHRE (Tasheel/Tawjeeh), DED, DHA, RTA, and Municipalities ✅ Deep understanding of UAE Labor Law, immigration regulations, municipality codes, and work permit guidelines ✅ Valid UAE Driving License with a clean driving record and personal vehicle ✅ High-level negotiation, problem-solving, and crisis management capabilities<br>Preferred Qualifications ⭐ Established network of contacts across MOHRE, GDRFA, and Municipal authorities ⭐ Proven track record handling high-volume manpower quotas (500+ site/FM personnel) ⭐ Experience obtaining site work permits, safety clearances, and civil defense approvals ⭐ Immediate availability (Notice period: Immediate to maximum 1–2 weeks)<br>What We Offer ✨ Monthly Salary: AED 7,000 – AED 9,000 (Based on experience) ✨ Company Fuel / Transport Allowance ✨ Employment Visa, Medical Insurance & Annual Air Ticket ✨ End of Service Gratuity as per UAE Labor Law ✨ Long-term career stability and growth in a rapidly expanding business<br>To Apply ????
