Job Scope Summary<br><br>The Quality, Health, Safety and Environment (QHSE) Manager is responsible for establishing, implementing and continually improving the company's QHSE policies, procedures and management systems. The role supports safe, compliant and reliable plant operations in line with corporate QHSE standards and procedures, applicable UAE federal and local regulations, environmental permits and licence conditions, and contractual obligations and performance requirements. The QHSE Manager provides assurance to the General Manager and Management Board that risks to people, the environment, assets and reputation are identified, controlled and continually reduced.<br><br>Job Responsibilities<br><br>The Quality, Health & Safety, and Environmental Manager manage the Plant's QHSE programs and development and managing policies and procedures to prevent, eliminate, control, and reduce work related hazards and maintain environmental responsibility. Performs the tasks concerning compliance with legal requirements and improvement measures of the Integrated Management System (ISO 9001, OHSAS 18001, ISO 14001, and ISO 50001) in conformance with the relevant norms, rules and regulations.<br><br>These Tasks Include In Particular<br><br>Integrated Management System (IMS) Establish, implement and maintain the Integrated Management System in line with ISO 9001, ISO 14001, ISO 45001 and ISO 50001. Define and maintain QHSE policies, procedures, work instructions, operational controls and forms for the site. Provide regular updates to the General Manager on IMS performance, non-conformities, risks and improvement actions through management reviews. Plan, conduct and follow up regular management review meetings, ensuring that QHSE performance, audit results, objectives and improvement plans are documented and tracked. Legal and Regulatory Compliance Ensure that the safety and environmental organisation complies with applicable UAE laws, cabinet decrees, regulations and company standards. Establish, maintain and periodically review a legal register covering all relevant national and international requirements. Act as the primary point of contact for external authorities, certification bodies and specialist advisors on QHSE and environmental matters. Lead the preparation and submission of required permits, licences, consents and regulatory reports, and monitor ongoing compliance. Health and Safety Management Develop, plan, implement and coordinate health and safety programmes to eliminate or reduce occupational injuries, illnesses, incidents and related financial losses. Lead and promote behavioural and cultural safety programmes, ensuring visible leadership and active participation from supervisors and managers. Establish and maintain the site permit to work system, including risk assessments, method statements and control of work for high-risk activities. Support and review risk assessments and safety evaluations for routine and non-routine tasks. Conduct and lead investigations into accidents, near misses, unsafe conditions and violations of HSE requirements, identify root causes and agree corrective and preventive actions with relevant parties. Track and analyse HSE statistics and leading indicators, identify trends and implement targeted improvement measures. Ensure all employees, contractors and visitors receive appropriate HSE inductions, training and information, including mandatory certifications and refresher training. Maintain effective emergency preparedness and response arrangements, including drills and coordination with external parties. Environmental and Energy Management Ensure that plant operations comply with environmental permits, IFC Performance Standards and other applicable environmental requirements. Monitor and oversee Continuous Emissions Monitoring Systems (CEMS) and other environmental monitoring equipment, ensuring reliability, proper maintenance and accurate reporting. Collect, analyse and report environmental and energy performance data, including emissions, waste streams, water, chemicals and fuel/energy usage. Lead or support energy efficiency initiatives, including identification, evaluation and implementation of improvement projects. Promote pollution prevention, waste minimisation, proper waste handling and environmentally responsible operations. Audits, Inspections and Assurance Plan and carry out internal QHSE and IMS audits, inspections and compliance checks, issue reports and track closure of findings. Coordinate external audits by certification bodies, owners, clients, insurers and regulatory authorities. Standardise and ensure the availability and control of all QHSE related documents, certificates and permits. Stakeholder Liaison and Emergency Interfaces Maintain liaison with external organisations such as civil defence, fire service, mutual aid partners and emergency response teams to ensure effective information exchange and support. Inform the Management Board and other stakeholders promptly of serious incidents, dangerous situations or emerging risks that require immediate decision and action. Leadership, Coaching and Culture Provide clear QHSE leadership, coaching and support to line managers, supervisors and the wider workforce. Coordinate and supervise the work of direct reports (for example QHSE Engineer, HSE Officer, Nurse) and ensure they are competent and effective in their roles. Promote a proactive reporting culture where hazards, near misses and improvement ideas are raised and addressed without blame. Collaborate with key stakeholders across the organisation to share lessons learned, best practice and experience between sites. Exercise the authority to stop work where serious health, safety or environmental risks are identified. EfW Specific Responsibilities Ownership of process safety management for high-risk plant areas (waste bunker and cranes, combustion system and boiler, turbine hall, ACC, flue gas treatment, ash and residue handling). Ensure robust hazard identification and risk controls for typical EfW high-risk activities, for example confined space entry, work at height, crane and lifting operations, hot work, refractory work, boiler entry, chemical handling and high-pressure systems. Oversight of combustible dust, explosion and fire risk management (for example ATEX / equivalent, hot surfaces, ignition control, housekeeping, ash and residue systems). Lead QHSE preparation and control of major outages, overhauls and large contractor activities, including shutdown safety plans, contractor induction and coordination. Oversight of waste acceptance, sampling and non-conforming waste procedures, in coordination with Operations. Lead investigation and reporting of any exceedances, plant upsets or environmental non-compliances related to combustion or flue gas treatment performance. Define and track QHSE KPIs relevant to EfW operations, for example TRIFR, LTIFR, high potential incidents, environmental non-compliances, unsafe condition reports, training completion, contractor performance, outage incident rates. Provide regular QHSE performance reports to the General Manager and owners, with clear analysis of trends and recommended actions. Formal training in incident investigation and risk assessment techniques is an advantage. Job Experience Minimum 10 years of progressive QHSE experience in the power generation, energy-from-waste, heavy process or similar high-risk industry. Proven experience in implementing, maintaining and auditing integrated management systems (ISO 9001, ISO 14001, ISO 45001, ISO 50001). Demonstrable experience in leading accident and incident investigations and implementing corrective and preventive actions. Good working knowledge of applicable UAE health, safety and environmental legislation and regulatory frameworks. Experience with IFC Performance Standards and lender requirements is an advantage. Previous experience in an EfW, waste-to-energy, waste treatment or related process environment is strongly preferred. <p><span><strong>Strategy</strong></span><br><span>• Focus on driving Conduct, Financial Crime and Compliance (CFCR) considerations across all activities within SCV covering a wide range of areas/topics including (but not limited to): retail banking, corporate banking, strategic investment, data strategy and digital assets. Job Purpose<br><br> The specialist role is to ensure efficient controls applied over the operational activities of the accounting section to provide the best services to the internal and external customers. Identifying and resolving workflow and production issues. Addressing and discussing risk exposures issues in the areas which the team acts as independent controller and propose solutions with SSO managements. Develop and establish measures and testing standards for new applications, product or enhancements to existing applications through their development / product life cycle. Analyse documentation and technical specifications of any new application under deployment or consideration to determine its intended functionality. Ensure that testing activities allow applications to meet business requirements and system goals, fulfil end user requirements, and identify existing and potential issues. Report and escalates issues of concern or risk to the FCIS management. Acts as independent controller during the IPO (Initial Public Offering) to ensure that control aspects are covered by the IS team in regard to the Online subscription account, RD matching status reports and the IT reports to ensure that there is no outstanding applications / funds not executed during the exercise. Managing transactions of SSO related activities on Core Banking System, ensuring their successful settlement, avoiding loss and penalties to the bank and clients that could cause the bank Reputational, Financial and Operational Risk. Manage the interest calculation of the short-term deposits and long-term deposits related to ADX listed companies and ensure that interest is paid as per the agreement between FAB and ADX and the rates are captured correctly in the core banking system. Support all Non –Financial transactions processed through Core banking system for the Issuer Services & Custody Businesses, and Asset Management Group. Verify account opening documents to meet the bank procedures requirements. Verify correctness of information captured in core banking system. Verify mandates to request amendments on static data and verify correctness of amendments as per customer requests and instruction in terms of the bank amendment procedures and checklist. In charge of daily Reconciliations of custody client cash and securities positions as Local & Global Custodians on a variety of systems. Accounting team supports the Section Head in his/her role as ORM and BCP coordinators for SSO. Accounting team performing the Account ownership and Verification of all internal accounts used by the department by reconciling and reviewing the daily, weekly, and monthly reconciliation and reporting of the businesses units GLs and financial status and ensure that proper RAG is provided for accounts with mismatch or disputed amounts during AOV monthly update. Report and escalates issues of concern or risk to the FCIS management. Liaise with VAT team in relation to the preparation of the VAT treatment memo on SSO processes. Assist Section Head on procedure updates and preparation of SLAs for new services and implementation of existing SLAs with SSO Stakeholder and Service Providers. Be the first contact with Reconciliation Department on behalf of SSO for reconciliation of Custody, GAM, & SFAS accounts on daily and weekly basis and ensure that all outstanding items are cleared by following up with concerned department. Meet regularly with Section Head to determine priorities and solving possible problems and risky areas. Arrange for conducting of un-announced check on Issuer Services & IPO Section, ensuring that control on place on the blank cheques and blank certificates and examining the whole cycle of printed and delivered available under Issuer Services Team custody. Assist the Section Head Accounting and Control in preparing the MIS and KPIs for the Accounting Section. Ensuring that required documentations are provided for non-financial transactions as per Operation and Accounting manual. <p>1. Health and Safety: </p><br>
<p> Organises, monitors and follows up on the implementation of the Health and Safety System. </p><br>
<p>Elaborates, updates and implements the annual Health & Safety Action Plan in the plant; </p><br>
<p> Organizes reviews and audits of the activities in the plant of the company in order to verify if they </p><br>
<p>comply with the Procedures and Regulations established in the Health and Safety Policies and Procedures</p><br>
<p> Publishes reports, corrective and preventative corrections and recommendations as well as their implementation</p><br>
<p> Informs the General Manager and the Plant Management on any weaknesses and shortcomings </p><br>
<p>detected in the company and on the sites in regard to Health and Safety</p><br>
<p> Analyses the incidents and accidents that occur in each plant and proposes corrective and preventative actions/measures.</p><br> <p>2. Environmental Management: </p><br>
<p> Coordinates and verifies that the plant operated by TTEOM in U.A.E. comply with their obligations in matters of operations, maintenance, construction, Health and Safety and site security as specified by the Local Environmental Legislation through the respective project and operation permits and authorizations;</p><br>
<p> Supervises and reviews the environmental monitoring reports in order to organize and support internal and external reviews and audits</p><br>
<p> Implement programs to minimize environmental impact and improve resources efficiency</p><br>
<p> Ensure proper handling, storage, transportations, and disposal of hazardous and chemical wastes.</p><br> <p>3. Training: </p><br>
<p> Together with the Plant Operations and Maintenance Managers and Plant HSE Officers, elaborates the yearly HSE related Training Plan and organizes its implementation and follow up through HR & Administration department</p><br>
<p> Reports and distributes publications of new Legislation, Norms and Standards in the company and organizes adequate information and training sessions regarding these topics for all involved parties including contractors and sub-contractors;</p><br>
<p> As a representative of TTEOM U.A.E., participates and collaborates in the different networking groups for the review of official Norms and Standards.</p><br>
<p> Identifies any deficiencies in the compliance of the local legislation and official norms and standards in relation to the operation, maintenance and security of the power and desalination plants in U.A.E. and recommends and implements corrective and preventative actions;</p><br>
<p> Defines the necessary Training Courses that the company's operations and maintenance staff must have followed as well as their contractors' related Health, Safety and Environment operations and maintenance activities, as part of the Annual Training Program.</p><br> <p>4. Procedures: </p><br>
<p> Systematically updates and improves the procedures that are necessary for daily operations and technical activities as they occur in the plants;</p><br>
<p> Coordinates the internal work groups that are responsible for the review, update and approval of the new procedures</p><br>
<p> Updates the existing procedures on a regular basis; </p><br>
<p> Reviews and updates information and guidelines in the HSE Policies and Manuals; </p><br>
<p> Organizes emergency response, evacuation or emergency drills in coordination with the local plant management and emergency personnel.</p><br> <p>5. Additional Responsibilities </p><br>
<p> Lead internal and external HSE & Chemistry audits; </p><br>
<p> Monitors and organizes the follow up of the different review and audit reports (lender, owner, insurance)</p><br>

<p> Oversee the management of all chemical treatments and quality controls in the plant, plans and </p><br>

<p> Supervises the quality control on the produced water in accordance with existing regulations. </p><br>
