Overview<br><br>Job Description<br><br>Atkins Réalis is Looking for HSEW Officer.<br><br>Your role<br><br>Health, Safety and Environmental Engineer<br><br>Adhere to and implement Atkins Réalis internal HSE management system requirements and procedures for Atkins Réalis site team. Adhere to project HSE requirements and implement this to Atkins Réalis team. Monitor the compliance of all WSA staff with the applicable safety standards and company’s procedures and bring to the attention of the Project Manager any safety violations by WSA site team for their further action. Monitor, assess and report on Contractor and Sub Contractors HSE compliance with the project HSE requirements as per the Contract and HSE legislation / best practice. Immediately bring to the attention of the Atkins Réalis PM the critical and outstanding safety issues for their further actions. Conduct and co-ordinate regular safety training for WSA staff. Carry out daily site HSE tours with Contractor HSE staff and highlight findings. Issue Safety Enforcement Notices (SEN) as per applicable Atkins Réalis SEN procedure. Follow up with the Contractor on outstanding HSE issues, including SEN’s and ensuring prompt closure with adequate evidence of compliance. Review and comment of the Contractors HSE Plans. Advise the Contractor to update the site safety plan when necessary. Review and comment on Contractors risk assessments and work method statements. Develop and update Atkins Réalis HSE documents (the Safety File), e.g. HSE Plan, HSE specific site risk assessment, office risk assessment, office fire risk assessment, etc. Conduct accident and incident investigations for Atkins Réalis staff. Compile accident report and incident statistics. Chair weekly safety meetings where required with the Contractor and other parties as necessary. Issue MOM on time (within 48 hours). Report any outstanding and critical safety issues or lack of action by the Contractor in the weekly progress meetings. Prepare and maintain Atkins Réalis HSE registers, e.g. training, induction, SEN, inspection reports, accident/Incident, and others as required. Report any accident on site immediately to Atkins Réalis UAE Health and Safety Manager and Line Manager. Communicate, coordinate and seek any advice from Atkins Réalis UAE Health and Safety Manager as required.<br><br>About You<br><br>Qualification & Certification<br><br>Minimum HSE qualifications with NEBOSH Diploma/IGC. Lead auditor course ( ISO45001 and ISO14001). Supervise the preparation of quarterly and annual account reconciliations, monitor, and enforce compliance with tax and financial reporting standards and assist with cash flow forecasting. Supervise the documentation of the company’s financial status and forecasts. Mediate between the company, employees, stakeholders, and investors on financial issues for amicable resolution of differences. Analyze costs, pricing, variable contributions, sales results and the company’s actual performance compared to the business plans. Conduct reviews and evaluations for cost-reduction opportunities. Monitor customer accounts for details of non-payment, delayed payment, and other irregularities. Establish a schedule of deadlines for general accounting function, payroll, release of supplier payment as well as generating customer invoices at the end of the month on time to financial reporting date to the management. Issue invoices according to schedule, they are dispatched to the clients by driver to collect receipt acknowledgement signature from the client. Prepare monthly Bank Reconciliation Report. Making it sure that there are no outstanding matters left unreconciled for a period longer than one month. FINANCIAL REPORTING & BUDGETING<br>Prepare, analyze, and finalize weekly, monthly, and quarterly financial statements such as income statements and balance sheet with corresponding analyses of actual against budgeted amount. Highlight material variances and explain in related schedules for justification for discussion with the management, accordingly budget may be adjusted, or suggested actions may be implemented to avoid further discrepancies or losses or increase profitability. Implement time sheet financial analysis and reporting system in company in coordination with time sheet software application. Provide monthly report of financial health of individual projects. Coordinate procurement activities with national societies and partner national societies and actively seek ways to collaborate aiming for one red supply chain and improved procurement activities amongst IFRC and its members. <p><strong><u>Background</u></strong> </p><br>
<p>The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 161 Members (160 States and the European Union) that acceded to its Statute, and 22 additional States in the process of accession. IRENA supports countries in their transition to a sustainable energy future and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource, and financial knowledge on renewable energy. The Agency implements its mandate with the view of sustainable development, increased energy security, and low-carbon economic growth and prosperity.</p><br>
<p>Within this mandate, the focus of the Knowledge, Policy, and Finance Centre (KPFC) is on collecting data, developing knowledge platforms and conducting analysis to support the creation of enabling environments for investment and growth in renewables. This entails analytical work on policy and finance, building a gateway to knowledge, giving input to advisory services that the Agency provides to its member states and at regional levels, and targeted engagement with the private sector and civil society.</p><br>
<p>The Global Atlas platform continues to evolve both in the scope of renewable energy resource datasets available on the platform and in the number and kind of support services available to the member states. As a platform, it currently hosts more than 2000 renewable energy resource maps and has been used so far by more than 200,000 professionals worldwide. The Global Atlas geospatial and time-series services, such as the prefeasibility site assessment, has supported several countries in screening several potential sites for solar and wind projects. It consists of assessing both technical and financial viability of prospective onshore and offshore solar and wind sites that can be earmarked for renewable energy development. With this service, IRENA provides both power production and financial modelling to countries all over the world. Recent works carried out in this regard include models and reports on over 150 solar and wind sites in Cape Verde, The Comoros, Namibia, Mali, Zimbabwe, Swaziland and Nigeria.</p><br>
<p>The prospective recruit will support the division in assisting member countries of the Agency with the existing services – site assessment and generation profiles for transmission grid extension and stability modelling. The recruit will also support the agency in extending the site assessment service to cover new technology configurations and end-use applications, such as stability simulations, power purchase agreement options modelling, and others.</p><br>
<p><strong><u>Duties and Responsibilities</u></strong></p><br>
<p>Under the overall guidance of the Director of KPFC, and in close cooperation with the lead of the Renewable Energy Resource Assessment team, the Associate Programme Officer will perform the following duties:</p><br>

<li>Contribute to the development of the site assessment services to cover new technology configurations and end-use applications; </li>
