The Role We are seeking an experienced Marine Safety Manager to lead marine safety programs, regulatory compliance initiatives, and operational risk management strategies. The ideal candidate will oversee maritime safety systems, vessel operations, incident prevention, emergency preparedness, and cross-functional collaboration while ensuring compliance with international maritime standards and promoting a strong safety culture. Key Responsibilities Develop and implement marine safety strategies, safety management systems (SMS), and operational safety frameworks aligned with organizational objectives and maritime regulations. Lead marine safety programs covering vessel operations, offshore activities, port operations, navigation safety, marine risk management, emergency response, and environmental protection. Collaborate with Marine Operations, Health & Safety, Environmental Management, Compliance, Port Operations, Engineering, Fleet Management, Regulatory Affairs, Training, Legal, and Executive Leadership to strengthen maritime safety performance. Oversee compliance with international maritime conventions, including International Maritime Organization (IMO) requirements, International Safety Management (ISM) Code, SOLAS, MARPOL, and applicable UAE maritime regulations. Conduct marine risk assessments, hazard identification studies, job safety analyses (JSA), navigation risk reviews, vessel inspections, safety audits, and operational readiness assessments. Develop and maintain marine safety procedures, emergency response plans, safety manuals, incident reporting frameworks, and operational guidelines. Investigate marine incidents, near misses, accidents, and non-conformities while identifying root causes and implementing corrective and preventive actions (CAPA). Coordinate emergency preparedness activities including drills, crisis response exercises, search and rescue readiness, and marine incident management. Support vessel operators, crews, contractors, and marine service providers in implementing safety standards and improving operational performance. Develop and deliver marine safety training programs, toolbox talks, safety campaigns, and competency development initiatives. Monitor key performance indicators (KPIs) including marine incident rates, lost time injury frequency rate (LTIFR), safety observations, audit findings, regulatory compliance, emergency drill performance, vessel inspection results, and corrective action closure rates. Conduct marine safety audits, compliance reviews, benchmarking studies, regulatory assessments, and continuous improvement initiatives. Ensure compliance with UAE maritime regulations, IMO standards, classification society requirements, occupational health and safety standards, environmental regulations, and organizational governance policies. Manage marine safety budgets, inspection providers, classification societies, safety consultants, training providers, and strategic safety improvement initiatives. Drive digital transformation initiatives through artificial intelligence (AI)-powered safety analytics, digital vessel monitoring, predictive risk assessment, incident management platforms, remote inspections, workflow automation, and business intelligence solutions. Utilize DNV Veracity, ABS MyFreedom, Lloyd’s Register digital platforms, Marine Traffic, Fleet Mon, SAP, Microsoft 365, Power BI, Tableau, incident management systems, vessel management software, and safety management platforms to monitor marine safety performance and generate actionable insights. Prepare executive dashboards, marine safety reports, incident investigations, compliance assessments, vessel performance reviews, risk evaluations, and strategic recommendations for senior leadership. Lead, mentor, and develop marine safety officers, HSE specialists, vessel inspectors, operational teams, and cross-functional stakeholders while fostering a culture of safety, accountability, collaboration, and continuous improvement. Requirements Bachelor's degree in Marine Engineering, Nautical Science, Maritime Studies, Occupational Health & Safety, Environmental Management, Engineering, or a related field. Master's degree in Maritime Management, Marine Engineering, Safety Management, Risk Management, Business Administration (MBA), or a related discipline is highly advantageous. Professional certifications such as Certified Safety Professional (CSP), NEBOSH International Diploma, International Safety Management (ISM) certification, STCW qualifications, ISO 45001 Lead Auditor, ISO 14001 certification, or equivalent are preferred. Minimum 5 years of experience in marine safety, maritime operations, vessel management, offshore safety, port operations, HSE management, or related roles. At least 2 years of experience managing marine safety programs, vessel safety operations, maritime compliance initiatives, or multidisciplinary safety teams preferred. Strong understanding of maritime safety regulations, vessel operations, marine risk assessment, emergency response, incident investigation, safety management systems, environmental protection, and regulatory compliance. Experience with marine safety systems, vessel management software, incident reporting platforms, Microsoft Office Suite, Power BI, Tableau, safety analytics tools, and compliance management systems. Familiarity with AI-powered safety analytics, predictive maintenance technologies, digital vessel monitoring, remote inspection technologies, maritime cybersecurity, autonomous vessel safety systems, and advanced marine technologies is highly advantageous. Strong leadership, communication, stakeholder management, incident investigation, analytical thinking, regulatory interpretation, project management, and problem-solving skills. Ability to manage multiple marine safety initiatives while balancing operational requirements, regulatory obligations, environmental considerations, budgets, timelines, and stakeholder expectations. Ability to work effectively in a remote environment with distributed marine teams, vessel operators, port authorities, regulators, classification societies, contractors, and global maritime stakeholders, with occasional travel to vessels, ports, and offshore locations as required.
