Job Summary<br><br>The Talent Acquisition Partner, MENA – Emiratisation, plays a pivotal role in enabling Standard Chartered’s growth ambitions by delivering high-quality, inclusive and commercially focused hiring outcomes across assigned businesses. The role partners closely with business leaders, HR stakeholders and specialist teams to shape demand, build targeted sourcing strategies and manage the end-to-end recruitment process for internal, external, local and cross-border hires. A core priority is to actively support Emiratisation across all businesses by strengthening UAE National talent pipelines, improving hiring readiness, accelerating selection decisions and ensuring fair, transparent and merit-based consideration of local talent in line with business priorities, local market requirements and the Bank’s values.<br><br>Key Responsibilities<br><br> The Talent Acquisition Partner - Emiratisation will deliver a trusted, consultative recruitment service that helps businesses attract, select and onboard the right talent at pace while strengthening the Bank’s local workforce strategy. The role will be accountable for creating business-aligned hiring plans, improving candidate and stakeholder experience, managing risk and control requirements, and embedding Emiratisation as a consistent consideration across workforce planning, sourcing, assessment, offer management and onboarding.<br><br>Strategic Talent Advisory<br><br> Build trusted relationships with business and HR stakeholders to understand workforce plans, hiring demand, critical capability gaps and local talent priorities. Translate business strategy into practical resourcing plans that balance speed, quality, cost, internal mobility, market intelligence and Emiratisation outcomes.<br><br>Hiring Delivery and Business Partnership<br><br> Lead effective Resourcing Strategy Meetings with hiring managers to clarify role requirements, success criteria, assessment approach, market constraints and target timelines. Develop compelling, inclusive sourcing strategies across internal mobility, direct sourcing, referrals, talent communities, agencies and other approved channels, with targeted plans for UAE National talent where relevant. Manage each requisition end to end, ensuring timely candidate shortlists, interview coordination, stakeholder updates, feedback discipline, offer management and onboarding handover. Challenge and advise hiring managers constructively on role design, selection criteria, market availability, compensation positioning and decision-making pace to improve hiring outcomes. Represent the Bank as a strong employer brand ambassador, ensuring every candidate interaction is professional, inclusive, timely and aligned to Standard Chartered’s values. Work with HR and Reward partners to shape competitive and appropriate offer recommendations, supporting candidate conversion while maintaining governance and internal equity.<br><br>Emiratisation and Local Talent Impact<br><br> Actively support Emiratisation priorities across all businesses by building strong UAE National talent pipelines, improving market mapping and increasing visibility of local talent for current and future roles. Partner with business leaders and HR stakeholders to identify roles suitable for UAE National hiring, ringfenced opportunities, development pathways and accelerated hiring actions where appropriate. Ensure fair, consistent and merit-based consideration of UAE National candidates while helping hiring managers assess transferable skills, potential and trainability alongside role-specific requirements. Track Emiratisation hiring progress, risks, dependencies and bottlenecks, escalating decisions or interventions needed to maintain momentum and protect committed outcomes.<br><br>Processes, Systems and Continuous Improvement<br><br> Use recruitment systems accurately and consistently to maintain audit-ready requisition, candidate, approval and offer records. Analyse dashboards, reports and hiring MI to monitor funnel health, channel effectiveness, time-to-fill, candidate conversion, diversity indicators and Emiratisation progress. Identify and implement improvements that simplify hiring, reduce delays, improve candidate quality and strengthen stakeholder accountability. Collaborate with country, regional and offshore resourcing colleagues to ensure consistent service delivery, clear hand-offs and shared ownership of hiring outcomes.<br><br>Risk, Governance and Conduct<br><br> Ensure recruitment activity is delivered in line with applicable policies, approvals, screening standards, conduct expectations and local regulatory requirements. Maintain strong control discipline across requisition approvals, candidate selection, interview feedback, offer approvals, vendor engagement and documentation. Proactively identify hiring risks, process gaps and decision delays, escalating early with clear options and recommended actions. Support a culture of fair hiring, inclusion and transparency by ensuring decisions are evidence-based, consistently documented and aligned to the Bank’s values and Code of Conduct. Deliver reporting and metrics to agreed standards, enabling effective business reviews, risk oversight and Emiratisation governance.<br><br>Stakeholder Engagement<br><br> Build credible, collaborative relationships with business heads, hiring managers, HR partners, Reward, Screening, Onboarding, legal and compliance stakeholders, vendors and candidates to deliver seamless hiring outcomes. Ensure clear service ownership, escalation pathways, and governance across People Relations case handling. Partner closely with HR Business Partners, Legal, Compliance, and other relevant stakeholders to ensure people relations matters are handled fairly, consistently, pragmatically, and in line with internal policies and local legal requirements. Drive high standards in case management, documentation, risk identification, and decision quality across the People Relations team. Use case trends and themes to inform improvements in manager guidance, policy design, service processes, and broader practices. <br><br>Own the operating interfaces across Tier 1, People Relations, and specialist teams<br><br>Serve as the senior operational owner for how work flows between Help Desk / Tier 1, People Relations Services, and other Tier 2 / specialist teams across the People organization. Define and continuously improve routing logic, escalation models, intake criteria, handoffs, service ownership, and resolution pathways. Ensure employees and managers experience a joined-up service model even when multiple People teams are involved. Clarify roles and interfaces across Help Desk, People Relations, Payroll, Rewards, Mobility, People Partners, CoEs, and other specialist teams. <br><br>Build Tier 0 / self-service and knowledge management foundations<br><br>Develop and execute Agoda’s roadmap for Tier 0 / self-service, moving the organization toward more proactive, intuitive, and self-directed resolution of common People queries. Own and strengthen the People knowledge ecosystem, including FAQs, help content, decision trees, agent guidance, and employee-facing support materials. Partner with policy owners and People SMEs to simplify complex topics into clear, scalable, and user-friendly content. Drive case deflection, knowledge reuse, content governance, and self-service adoption through disciplined measurement and continuous improvement. <br><br>Enable digital, conversational, and AI-supported service delivery<br><br>Partner with Product, Tech, Systems, and Data teams to improve People support platforms, workflows, and user journeys across self-service and case management. Identify and help shape practical use cases for conversational and agentic AI within People Services, ensuring they enhance employee experience and complement human support. Provide leadership input into the design, testing, rollout, and continuous refinement of AI-enabled and digital service solutions. Ensure appropriate controls, privacy, escalation paths, and trust mechanisms are in place for all digital and AI-supported support channels. <br><br>Drive operational excellence and continuous improvement<br><br>Monitor and improve key service performance metrics across Help Desk and People Relations Services, such as case volume, first contact resolution, time to resolution, service quality, customer satisfaction, escalation rates, re-open rates, and self-service deflection. Lead ongoing improvements in workflows, playbooks, standard responses, training, quality assurance, and reporting. Partner with People Service Excellence and other stakeholders to simplify processes, remove friction, and improve end-to-end employee and manager experiences. Ensure effective controls, compliance, documentation standards, and data privacy practices are embedded across service operations. <br><br>Lead through insight, stakeholder partnership, and change<br><br>Act as the senior People Services contact for service performance, priorities, risks, and transformation opportunities. Provide regular insight and reporting to People leaders on service trends, root causes, organizational pain points, and improvement opportunities. Partner with Communications and relevant People teams to coordinate messaging around policy changes, process updates, and new tools or services. Support broader People transformation by bringing an employee-service lens to operating model design, simplification, and capability building across the function. <br><br>What You’ll Need To Succeed<br><br>Bachelor’s degree in business, Human Resources, Operations, Law, Psychology, or a related field; advanced degree is a plus. Typically, 10+ years of relevant experience across HR shared services, employee services, People operations, employee relations, HRBP, service delivery, or related functions, including significant leadership experience. Demonstrated experience leading managers and/or multiple service teams in a complex, matrixed, and fast-paced environment. Strong experience running a service or support function with clear accountability for quality, responsiveness, service design, and stakeholder experience. Strong understanding of multi-tier service delivery models, including Tier 0 / self-service, Tier 1 support, and specialist / Tier 2 case management. Meaningful exposure to employee relations or complex people issue resolution, with sound judgment on sensitive matters and a strong appreciation for governance, risk, and consistency. Strong skills in service design, operating model improvement, process improvement, and cross-functional workflow design. Experience with HR technology platforms and service tools such as HRIS, case management systems, knowledge bases, and digital support tools. Demonstrated ability to use data and analytics to monitor performance, identify themes and root causes, and drive prioritization and decision-making. Job Scope Summary<br><br><br>The Quality, Health, Safety and Environment (QHSE) Manager is responsible for establishing, implementing and continually improving the company's QHSE policies, procedures and management systems. The role supports safe, compliant and reliable plant operations in line with corporate QHSE standards and procedures, applicable UAE federal and local regulations, environmental permits and licence conditions, and contractual obligations and performance requirements. The QHSE Manager provides assurance to the General Manager and Management Board that risks to people, the environment, assets and reputation are identified, controlled and continually reduced.<br><br>Job Responsibilities<br><br><br>The Quality, Health & Safety, and Environmental Manager manage the Plant's QHSE programs and development and managing policies and procedures to prevent, eliminate, control, and reduce work related hazards and maintain environmental responsibility. Performs the tasks concerning compliance with legal requirements and improvement measures of the Integrated Management System (ISO 9001, OHSAS 18001, ISO 14001, and ISO 50001) in conformance with the relevant norms, rules and regulations.<br><br>These tasks include in particular:<br><br>Integrated Management System (IMS) Establish, implement and maintain the Integrated Management System in line with ISO 9001, ISO 14001, ISO 45001 and ISO 50001. Define and maintain QHSE policies, procedures, work instructions, operational controls and forms for the site. Provide regular updates to the General Manager on IMS performance, non-conformities, risks and improvement actions through management reviews. Plan, conduct and follow up regular management review meetings, ensuring that QHSE performance, audit results, objectives and improvement plans are documented and tracked. Legal and Regulatory Compliance Ensure that the safety and environmental organisation complies with applicable UAE laws, cabinet decrees, regulations and company standards. Establish, maintain and periodically review a legal register covering all relevant national and international requirements. Act as the primary point of contact for external authorities, certification bodies and specialist advisors on QHSE and environmental matters. Lead the preparation and submission of required permits, licences, consents and regulatory reports, and monitor ongoing compliance. Health and Safety Management Develop, plan, implement and coordinate health and safety programmes to eliminate or reduce occupational injuries, illnesses, incidents and related financial losses. Lead and promote behavioural and cultural safety programmes, ensuring visible leadership and active participation from supervisors and managers. Establish and maintain the site permit to work system, including risk assessments, method statements and control of work for high-risk activities. Support and review risk assessments and safety evaluations for routine and non-routine tasks. Conduct and lead investigations into accidents, near misses, unsafe conditions and violations of HSE requirements, identify root causes and agree corrective and preventive actions with relevant parties. Track and analyse HSE statistics and leading indicators, identify trends and implement targeted improvement measures. Ensure all employees, contractors and visitors receive appropriate HSE inductions, training and information, including mandatory certifications and refresher training. Maintain effective emergency preparedness and response arrangements, including drills and coordination with external parties. Environmental and Energy Management Ensure that plant operations comply with environmental permits, IFC Performance Standards and other applicable environmental requirements. Monitor and oversee Continuous Emissions Monitoring Systems (CEMS) and other environmental monitoring equipment, ensuring reliability, proper maintenance and accurate reporting. Collect, analyse and report environmental and energy performance data, including emissions, waste streams, water, chemicals and fuel/energy usage. Lead or support energy efficiency initiatives, including identification, evaluation and implementation of improvement projects. Promote pollution prevention, waste minimisation, proper waste handling and environmentally responsible operations. Audits, Inspections and Assurance Plan and carry out internal QHSE and IMS audits, inspections and compliance checks, issue reports and track closure of findings. Coordinate external audits by certification bodies, owners, clients, insurers and regulatory authorities. Standardise and ensure the availability and control of all QHSE related documents, certificates and permits. Stakeholder Liaison and Emergency Interfaces Maintain liaison with external organisations such as civil defence, fire service, mutual aid partners and emergency response teams to ensure effective information exchange and support. Inform the Management Board and other stakeholders promptly of serious incidents, dangerous situations or emerging risks that require immediate decision and action. Leadership, Coaching and Culture Provide clear QHSE leadership, coaching and support to line managers, supervisors and the wider workforce. Coordinate and supervise the work of direct reports (for example QHSE Engineer, HSE Officer, Nurse) and ensure they are competent and effective in their roles. Promote a proactive reporting culture where hazards, near misses and improvement ideas are raised and addressed without blame. Collaborate with key stakeholders across the organisation to share lessons learned, best practice and experience between sites. Exercise the authority to stop work where serious health, safety or environmental risks are identified. EfW Specific Responsibilities Ownership of process safety management for high-risk plant areas (waste bunker and cranes, combustion system and boiler, turbine hall, ACC, flue gas treatment, ash and residue handling). Ensure robust hazard identification and risk controls for typical EfW high-risk activities, for example confined space entry, work at height, crane and lifting operations, hot work, refractory work, boiler entry, chemical handling and high-pressure systems. Oversight of combustible dust, explosion and fire risk management (for example ATEX / equivalent, hot surfaces, ignition control, housekeeping, ash and residue systems). Lead QHSE preparation and control of major outages, overhauls and large contractor activities, including shutdown safety plans, contractor induction and coordination. Oversight of waste acceptance, sampling and non-conforming waste procedures, in coordination with Operations. Lead investigation and reporting of any exceedances, plant upsets or environmental non-compliances related to combustion or flue gas treatment performance. Define and track QHSE KPIs relevant to EfW operations, for example TRIFR, LTIFR, high potential incidents, environmental non-compliances, unsafe condition reports, training completion, contractor performance, outage incident rates. Provide regular QHSE performance reports to the General Manager and owners, with clear analysis of trends and recommended actions.
