Since 2003, Clearlake Shipping has operated a high-quality fleet of tankers, LPG and LNG carriers on both a spot and time-charter basis to accommodate Gunvor’s growing needs for safe ocean transportation across all major routes, in addition to third-party business. Clearlake Shipping’s activities include chartering an average of 1,500 vessels annually across crude oil, products, chemicals, LPG, LNG, freight hedging (FFA), operations, claims handling and ship/terminal safety consultations.</p><br><p><b>Overview of Role</b></p><br><p>The position reports directly to the Regional Head of Operations of Clearlake Shipping and is located in the Dubai office. <p><span>JOB PURPOSE:</span></p><br><p><span>Drive strategic planning, contractual governance, and performance oversight for Dubai rail operations, ensuring safe, cost-effective services, optimized timetables, and continuous customer satisfaction through rigorous financial, safety, and risk management.</span></p><br><p><span>ROLES & RESPONSIBILITIES:</span></p><br><p><span>Strategy</span><span>•Develop and approve O&M agreements, SLAs, and commercial policies with operators and authorities, ensuring cost control, ROI, and HSE compliance.</span><span>•Govern network KPIs, break-even targets, and annual budgets and benchmark against global metro leaders and recommend incentives or penalties.</span><span>•Oversee and manage SLAs concluded with competent authorities, ensuring alignment of service obligations and mutual accountability across stakeholders.</span><span>•Support in defining fleet, timetable, and special-event service strategies, incorporating asset operating limits and maintenance flexibility.</span><span>•Oversee synthesis of stakeholder feedback and analysis of operational data to prepare break-even analyses and financial optimization plans for railway operations.</span></p><br><p><span>Operations</span><span>•Monitor operator plans, audits, and monthly performance data and issue alerts or punitive actions for KPI breaches and oversee corrective measures.</span><span>•Coordinate joint commercial unit activities with marketing, investment, and other RTA teams to maximize revenue and ridership.</span><span>•Review financial analyses, cash-flow statements, and bill disbursements, ensure transparen tcontract administration and accurate cost tracking.</span><span>•Lead governance of incident and fault responses, manage high-risk safety inspections, and enforce HSQE, RSEMS and ASEMS standards across all staff.</span></p><br><p><span>Product / Process Improvement</span><span>•Evaluate operator improvement proposals, conduct benchmarks, and approve feasible enhancements within budget and risk parameters.</span><span>•Analyze stakeholder feedback, experimental service models, and audit findings to optimize timetables, resource allocation, and customer experience.</span><span>•Oversee and track passenger-focused improvement projects and service enhancements delivered by operators or internal departments, ensuring alignment with approved budgets and strategic objectives.</span><span>• Drive continuous improvement of risk registers, audit regimes, and performance dashboards to elevate operational excellence and compliance.</span></p><br><p><span>Physical Working Conditions</span><span>• Conduct periodic depot and network inspections, special-event observations, and contractor audits in live rail environments, adhering to RTA safety protocols.</span></p><br> <p>Education: </p><br><ul><li>Bachelor’s degree in Transportation Engineering or Business Administration, or Operations Management; Master’s degree in Transportation Management or Finance.</li></ul><p>Experience:</p><br><ul><li>9+ Years in case of Master’s degree (11+ years in case of Bachelor’s degree).</li></ul> </div>
