This is a full-time permanent position offering the opportunity to work with leading organizations across a variety of sectors. Develop, review and update, annually, the Business Development standard procedures.<br>
Identify, evaluate and develop new business opportunities through market analysis, HTL relationships, ENOC Group relationships and from different approaches from the market.<br>
Ensure the business opportunities identified are in line with ENOC group & HTL strategy and present them to HTL Management for review.<br>
Conduct preliminary evaluation of identified projects through performing Macroeconomic assessments, business environment assessment of the location chosen, internal and external JV partner’s assessments and prepare the preliminary financial business model with HTL Finance and present it to SP & PM for their review.<br>
Prepare project evaluation documentation, confidentiality agreements, MOU’s and draft the conditional JV agreements. <br>

Identify expansion opportunities within operational HTL terminals i.e. connecting Arab Tank terminal to Same refinery at Yanbu, Farai plant connection to ATTL and the possible connection of VHFL to IPIC crude terminal in Fujairah etc.<br>
Create and manage key accounts across HTL terminals which could consist of international traders and manage the expectation of Clients.<br>
Manage the development and updating of the standard operation procedures for marketing/commercial/business development and ensure all HTL entities are following the standard procedures set for marketing/commercial/BD.<br>
Benchmark HTL terminals against other major terminals: benchmarking the marketability of HTL which comprises commercial terms such as tank rental rates, downstream activities, location, competitors in the market, accessibility to the terminals and other factors.<br>
Create awareness for HTL through the development of various branding and marketing tools; such as: development/updating of website, development of knowledge management system, development/updating of brochures and leaflet handouts, participation and sponsorships of forums and conferences, advertising in the leading oil, chemical and terminal publications and contributing stories to leading magazines.<br>
Propose and recommend market studies for Petroleum/Petrochemicals sector.<br>

<p><strong>Policies, Processes & Procedures</strong></p><br><p><strong>Primary objective</strong>:</p><p>Support the Logistics Commercial Leader in the planning and scheduling of shipping, trucking, freight forwarding, port activities, and ad-hoc logistics suppliers, including performance monitoring through KPIs and maintaining the associated databases for systems and tools.</p><p>• Accountable for developing logistics plans associated activities in collaboration with Logistics Operations team, as well as Planning and Sales teams, to balance value and customer delivery with costs across various time horizons which may comprise from longer-term multiannual planning into mid-term quarterly plans and shorter-term monthly, weekly activities. This scope is estimated to take around 60 to 70% of total function time during the year.</p><p>• Longer-term annual planning includes the support of preparations, adjustments and reviews, and development of logistics budget including all associated Logistics categories. <p>- Site Supervision and Management:</p><p>* Oversee and manage all on-site construction activities related to the villa renovation project.</p><p>* Ensure that all work is carried out in accordance with the approved drawings, specifications, and method statements.</p><p>* Monitor the progress of work against the project schedule and report any delays or issues promptly.</p><p>* Coordinate and supervise the work of contractors, subcontractors, and site laborers.</p><p>* Ensure adherence to quality control procedures and conduct regular site inspections to verify workmanship and materials.</p><p>-Technical Support and Problem Solving:</p><p>* Provide technical clarifications and resolve any site-related issues or discrepancies in a timely manner.</p><p>* Liaise with the design team (architects, structural engineers, MEP consultants) to clarify design details and ensure proper implementation on-site.</p><p>* Identify potential technical problems and propose effective solutions.</p><p>-Planning and Coordination:</p><p>* Assist in the development and review of project schedules and work programs.</p><p>* Coordinate the delivery and storage of materials on-site.</p><p>* Plan and coordinate site meetings with contractors and stakeholders.</p><p>* Ensure proper coordination between different trades working on the project.</p><p>* Quality Control and Assurance:</p><p>-Implement and enforce the project's quality control plan.</p><p>* Conduct regular inspections of completed work to ensure compliance with quality standards.</p><p>* Maintain records of inspections, tests, and quality control documentation.</p><p>- Health, Safety, and Environment (HSE):</p><p>* Ensure strict adherence to the project's HSE plan and all relevant safety regulations.</p><p>* Conduct regular safety inspections and address any potential hazards.</p><p>* Promote a safe working environment on-site.</p><p>-Reporting and Documentation:</p><p>* Prepare daily, weekly, and monthly progress reports as required.</p><p>* Maintain accurate site records, including progress photos, material deliveries, and any variations or changes.</p><p>* Assist in the preparation of snag lists and follow up on their rectification.</p><p>-Communication and Stakeholder Management:</p><p>* Maintain effective communication with the project manager, contractors, and other stakeholders.</p><p>* Represent the company professionally on-site.</p><br/><p><strong>Desired Candidate Profile</strong></p><p>* Bachelor's degree in Civil Engineering or a related field.</p><p>* Minimum of 5 years of proven site engineering experience in UAE.</p><p>* Familiarity with local building codes, regulations, and authority approvals in Dubai/UAE.</p><p>* Strong understanding of construction methodologies, materials, and quality control procedures.</p><p>* Excellent communication, interpersonal, and problem-solving skills.</p><p>* Ability to read and interpret construction drawings and specifications.</p><p>* Proficiency in basic computer applications (MS Office Suite).</p><p>* Valid UAE driving license is an advantage.</p>
<p><p>Reporting to the senior contracts manager and responsible for assisting with the leadership and function of the commercial and cost management functions across the project, including estimating, budgeting, cost control, contract administration, valuations, change management, and financial reporting. Oversees the review of contractor submissions, progress payments, variations, and claims, ensuring commercial compliance, cost certainty, and effective contractual management throughout the project lifecycle.</p>
<p>Develops and maintains systems for design consultant covering the areas of budgeting, cost control, estimating, and reporting.</p>
<p>Reviews the various activities of construction projects with regard to variations and submission for management approvals.</p>
<p>Ensures that the requirements with regard to cost estimating and cost control for variations are incorporated in the tender specification documents.</p>
<p>Reviews the cost estimates submitted by consultant/contractor and ensures compliance with agreement, contract drawings and specifications as well as accuracy of company requirements.</p>
<p>Reviews the bill of quantities prepared by design consultants and contractors and ensures that they are in accordance with drawings and specifications.</p>
<p>Verifies project control budgets and updates them as required for management approval.</p>
<p>Prepares and reviews the forecasts for the final project costs including variations, considering the commitments.</p>
<p>Prepares and updates cost data to review the cost estimates submitted by design consultant.</p>
<p>Reviews final cost reports, assets registers and project close out reports for compliance with contract requirements.</p>
<p>Reviews and certifies progress payments in coordination with the project team.</p>
<p>Reviews change requests, contract trend notices, variation orders, claims, etc.</p>
<p>Oversees and supervises the work of quantity surveyors.</p>
<p>Performs other similar or related duties, as assigned.</p>
<p>Informs themselves of the relevant quality, environmental, safety and occupational health policies, manuals and procedures in place within the organization, and ensures continued compliance with these requirements while employed.</p>
<h4>Qualifications and experience</h4>
<ul>
<li>Bachelor degree in engineering or quantity surveying or similar.</li>
<li>A minimum of 15 years postgraduate experience.</li>
<li>Certified chartered quantity surveyor preferred - MRICS or similar.</li>
<li>A minimum of 5 years' experience working on new build and residential projects within a project management consultancy organization.</li>
<li>An understanding of costs and FIDIC.</li>
<li>Good interpersonal skills and ability to work well in a team environment.</li>
<li>Strong computer skills, including Microsoft Word and Excel.</li>
<li>Able to develop good working relationships with clients and their agents.</li>
<li>Ability to communicate effectively verbally and in writing in English.</li>
