<p><strong>Vessel Management and Reporting</strong> </p><p>Maintain complete set of valid class & Flag state certificates for each chartered vessel.
Maintain and monitor PMS of all chartered vessels in line with the owner representative and manufacturer manuals.
Report details of all jobs and activities relative to chartered vessel surveys to Management Zero detentions; 100% documentation completeness
</p><p><strong>Resource Management </strong></p><p>Ensure that required manpower is available on chartered vessels at all times to execute scope of work in a safe & efficient manner and meet Safe manning and Clients Criteria.
Ensure that chartered vessels are equipped with necessary lifesaving appliances & firefighting equipment and ensure that all are in good operating condition.
Ensure all chartered vessel personnel comply with regulatory training requirements as per Standards of Training, Certification & Watch keeping (STCW) 95 / client requirements.
Ensure that chartered vessels are stocked with the required navigation charts, navigational publications, stationeries, manuals, client instructions and field charts.
</p><p><strong>Personnel Capability </strong></p><p>Brief all newly appointed masters, Chief Officers and officers on local locations and the performance expected by the client.
Familiarize all new joiners fully with clients’ requirements before appointing them to the vessel.
Interview and approve all new masters, officers in reference to the STCW and client standards.
</p><p><strong>Risk and Compliance </strong></p><p>Carry out inspections on chartered vessels to ensure compliance with all standards. Compliance in accordance with Company codes, IMO (International Maritime Organization), Client standards and HSE standards.
Ensures corrective actions arising out of incident investigations are satisfactorily closed-out.

<p>Our Multinational Project Management Consultancy client has a new requirement for a well experienced consultant QHSE Engineer with RTA Approval and experience in bridges and flyovers to join their team in Dubai, on a new Infrastructure project in the Emirate. Successful candidates will have a proven background as a consultant QHSE Engineer on large scale civil infrastructure projects in the UAE or the wider GCC region and will have worked for a recognised engineering consultancy or PMC company previously.
This role is available for immediate joining and is an initial 6 month contract position employed as outsourced staff through J10 Consulting.
Key Responsibilities:
• Implement the health, safety and environmental arrangements for the project against the QHSE Management System requirements, to ensure the protection of all staff.
• Lead HSE Inspectors to ensure they are monitoring the implementation of health and safety arrangements at project site level, in accordance with legal and client requirements.
• Develop and deliver health, safety and environmental training to employees including but not limited to; induction, safe working practices.
• Review and approve contractor’s health, safety and environmental plans, risk assessments and method statements against legal and client requirements prior to the work being carried out.
• Plan daily morning site visits across project sites to ensure health and safety measures are in place before works begins.
• Carry out weekly joint HSE inspections with HSE Inspectors and contractor personnel and ensure all the corrective/preventive actions are closed out.
• Organise HSE meetings with clients, project staff, and contractors.
• Initiate and test emergency response plans and ensure the drills are carried out as per the project schedule and performance standards.
• Ensure HSE Inspectors follow up on contractor’s incident investigation reports are completed and corrective actions are identified and closed out to prevent a recurrence and provide necessary technical guidance for accident protection.
• Conduct regular site safely reviews.
• Liaise with enforcement authorities (PCFC, EHS Checks) prepare and submit monthly HSE reports in conjunction with contractor personnel and to the client.</p><p>Consultant QHSE Engineer Experience:

<p>A Planning Engineer is responsible for developing, monitoring, and controlling project schedules to ensure the successful execution and timely completion of construction, infrastructure, industrial, EPC, and data center projects. The role involves preparing detailed project plans and baseline schedules using Primavera P6, Microsoft Project, or other planning software while establishing Work Breakdown Structures (WBS), project milestones, activity sequences, and critical paths. The Planning Engineer coordinates closely with project managers, engineering teams, procurement departments, construction teams, subcontractors, consultants, and clients to ensure that all project activities are logically planned and aligned with contractual and operational requirements. The position requires continuous monitoring of project progress against approved schedules, identifying delays, productivity issues, resource constraints, and potential risks that may affect project delivery.
