Role Description We are looking for an ambitious and consultative Enterprise Sales Manager to drive business growth across the UAE and wider GCC region. You will own the complete enterprise sales lifecycle—from market development and lead generation through solution consulting, proposal development, commercial negotiations, and contract closure. Key Responsibilities Develop and execute strategic sales plans to achieve and exceed annual revenue targets. Provide accurate sales forecasting, pipeline reporting, competitor intelligence, and market feedback to senior management. Maintain a customer-first approach while consistently demonstrating integrity, professionalism, and ethical sales practices. Qualifications & Experience Essential5–10 years of successful enterprise B2B sales experience. Demonstrated success selling enterprise software, Saa S, digital transformation, or technology solutions. Proven ability to achieve or exceed annual sales quotas. Strong consultative and solution-selling skills. Experience managing complex sales cycles involving multiple stakeholders. Excellent presentation, negotiation, and communication skills. Strong business acumen with the ability to communicate ROI and business value to senior executives. Experience using CRM platforms such as Salesforce, Hub Spot, Microsoft Dynamics, or similar. Bachelor's degree in Business, Engineering, Information Technology, Marketing, or a related discipline. At Terracotta, we are a leading outsourcing company delivering recruitment, Employer of Record (EOR), manpower supply, and corporate services solutions across the UAE.<br>We are currently looking to hire a Bidding & Commercial Manager for our Abu Dhabi office. This is a strategic and commercially focused role responsible for leading and managing all tendering and commercial proposal activities across the business.<br>The ideal candidate will have extensive experience managing UAE government, semi-government, and large private sector tenders within the manpower supply, staffing, recruitment, outsourcing, and Employer of Record (EOR) industries.<br>Key Responsibilities<br>Tender Management & Bid Execution Identify, track, and evaluate tender opportunities across government, semi-government, and private sector entities. Manage the full tender lifecycle from opportunity identification through to submission, negotiation, and award. Prepare and submit technical and commercial proposals for staffing, manpower supply, recruitment, outsourcing, and EOR services. Attend pre-bid meetings, clarification sessions, and commercial negotiations with clients. Develop and maintain tender pipeline trackers and provide regular reporting on active and upcoming opportunities. Conduct bid win/loss analysis and implement improvements to increase tender success rates.<br>Commercial Management & Pricing Own and review all commercial offers issued by the company before submission. Develop pricing models, costing sheets, and commercial structures while ensuring profitability and margin protection. Structure competitive workforce solutions and commercial proposals aligned with client requirements. Review contracts, RFQs, and Master Service Agreements (MSAs), identifying commercial risks and liabilities. Manage framework agreements, rate cards, contract renewals, and commercial amendments. Monitor competitor activities, market rates, awarded contracts, and industry trends to strengthen commercial positioning.<br>Compliance & Stakeholder Management Manage supplier and vendor registrations and prequalification submissions across procurement portals. Develop and maintain tender compliance matrices to ensure full alignment with client requirements and submission criteria. Coordinate closely with recruitment and operations teams to validate manpower availability and mobilization feasibility before bid submission. Manage subcontractor and vendor relationships where required for large-scale opportunities. Maintain tender documentation, company credentials, certifications, compliance records, and audit-ready bid files. Drive cross-functional coordination between finance, recruitment, legal, operations, and senior management to ensure timely and compliant submissions. Ensure smooth post-award handover of awarded projects to operations and delivery teams.<br>Qualifications Bachelor's degree in Business Administration, Finance, Commercial Management, Human Resources, or a related field. Minimum of 3–5 years of direct UAE experience within manpower outsourcing, staffing, recruitment, and/or Employer of Record (EOR) services. Proven experience managing and submitting UAE government and semi-government tenders. Demonstrated experience independently managing and submitting multiple tenders, preferably 20+ tenders. Strong understanding of UAE labor laws, outsourcing models, visa costs, payroll burden, end-of-service benefits (EOSB), insurance, and workforce mobilization costing. Strong commercial negotiation, pricing, and contract review capabilities. Hands-on experience with procurement portals such as ADNOC, Ariba, Oracle, and government tender platforms. Strong analytical, commercial, and stakeholder management skills. Excellent communication, presentation, and project coordination abilities.
