والموارد والأولويات.دعم رئيس الإدارة في تقييم المخاطر التشغيلية وإعداد خطط التخفيف منها.تتبع استخدام الموارد في مختلف الوحدات وتقديم تقارير عنه، واقتراح التحسينات عند الحاجة.مراقبة مؤشرات أداء الهدف الوظيفي:<br><br>تنفيذ أنشطة قسم التنسيق والمتابعة القانونية في جهاز أبوظبي للمحاسبة (ADAA)، بما في ذلك المراجعة القانونية لتقارير المخالفات، وتقديم المشورة القانونية عند الإحالة إما إلى النيابة العامة أو الجهة المعنية الخاضعة للتدقيق للتوصية بفرض، تخفيف، أو العفو عن العقوبة، وضمان إجراء الأنشطة بما يتوافق مع القوانين واللوائح المعمول بها في دولة الإمارات العربية المتحدة (UAE).<br><br>المهام والمسؤوليات (Key Responsibilities/Duties)<br><br>أ. الاستراتيجية والتخطيط<br><br>المساهمة في تطوير وتنفيذ وتحديث السياسات اليدوية المتعلقة بالقسم، وأدلة الإجراءات، وتفويض السلطة، وأدلة مستخدمي الأنظمة والنماذج القياسية، وضمان التوافق مع سياسات وإجراءات ADAA الشاملة. المساهمة في تطوير وتنفيذ وتحديث الخطط الاستراتيجية والميزانية والمشتريات والخطط التشغيلية للأقسام وضمان التوافق مع استراتيجية وأهداف الإدارة والقطاع، ورسالة ورؤية ADAA. المساعدة في تطوير مؤشرات الأداء الرئيسية (KPIs) للقسم وضمان تحقيق مؤشرات الأداء الفردية لتحسين الكفاءة والفعالية. <br><br>ب. العمليات<br><br>تنفيذ إجراءات جمع المعلومات المتعلقة بمراسلات السلطات الإدارية والقضائية. تقديم الدعم لعمل التحقيق الذي يقوم به قسم جمع المعلومات وتقديم الرأي القانوني بشأن التوصيات المتعلقة بالتحقيق الإداري وعمليات الفحص الخاص. تقديم توصيات بشأن مخرجات الفحص الخاص. المساهمة في عمل التحقيق وتقديم الرأي القانوني بشأن التوصيات المناسبة حول مواضيع التحقيق. التنسيق مع الجهة الحكومية ذات الصلة بشأن المسائل القانونية المتعلقة بأعمال قطاع النزاهة ومكافحة الفساد (IACS). مراجعة النتائج والتوصيات المقدمة من فريق التحقيق والفحص قبل إصدارها إلى الجهة القضائية لاتخاذ الإجراء المناسب، والتأكد من أن النتائج والتوصيات مدعومة جيداً بأدلة كافية ومناسبة وأن الأساس المنطقي للإجراءات التصحيحية، الوقائية، و/أو الاستباقية سليم. التنسيق مع هيئات إنفاذ القانون الأخرى لفرض صلاحيات القطاع. مراجعة مذكرة الإجراءات المتعلقة بالفحص (EAM) أو مذكرة الإجراءات المتعلقة بالتحقيق (IAM)، والأدلة الداعمة، والتأكد من أن النتائج والتوصيات تتوافق مع القواعد واللوائح والقوانين المعمول بها في أبوظبي. نشر EAM أو IAM إلى المدير العام لقطاع النزاهة ومكافحة الفساد لاتخاذ الإجراء المناسب. مراجعة المذكرة المؤقتة/النهائية التي أعدها فريق التحقيقات والتي تحتوي على الظروف والحقائق المحيطة بالفعل غير القانوني للتأكد من أنها تستند إلى الأدلة والمعلومات التي تم جمعها ومدعومة بها جيداً. توزيع المذكرة المؤقتة أو النهائية إلى السلطة القضائية ذات الصلة لاتخاذ قرار مستقل بشأن ما إذا كان قد حدث عمل انتقامي أو رد فعل انتقامي. تطوير توصيات مناسبة بشأن عمل الفحص الخاص. متابعة القضايا التي يتم تحويلها إلى المحكمة والنيابة العامة. إعداد التقارير التي تتضمن التوصيات القانونية، الاتهام، والتكييف القانوني فيما يتعلق بالبلاغات. <br><br>ج. إدارة وتطوير المواهب<br><br>ضمان إكمال التدريبات المطلوبة وبرامج الشهادات من أجل مواكبة متطلبات الوظيفة وضمان التحسين المستمر للأداء. الحصول على تقييمات الأداء في الوقت المناسب لمراجعة الأداء نصف السنوية والسنوية وضمان تحقيق مؤشرات الأداء المحددة. البقاء على اطلاع بالمعلومات المحدثة ذات الصلة بالدور لضمان تحقيق مستوى الأداء القياسي. المساهمة في نشر/مشاركة المعرفة لبناء القدرات الداخلية للفريق وتعظيم أدائهم الفعال. المساهمة في تطوير الموظفين المواطنين بما يتماشى مع أهداف الجهاز واستراتيجية التوطين. <br><br>د. الشؤون المؤسسية<br><br>ضمان الالتزام والامتثال لجميع سياسات وإجراءات ومبادئ توجيهية ADAA المؤسسية (الموارد البشرية، تقنية المعلومات، المشتريات، المالية، الصحة والسلامة، إلخ). إعداد المراسلات المتعلقة بالقسم مثل رسائل البريد الإلكتروني والمذكرات والرسائل لضمان الاحترافية واكتمال ودقة المعلومات. الاحتفاظ بالوثائق وحفظ السجلات المادية والإلكترونية المتعلقة بالقسم وحمايتها وأرشفتها وفقاً للسياسات والإجراءات ذات الصلة. الرد على أي استفسارات متعلقة بالقسم وتقديم الدعم المطلوب لوحدات ADAA التنظيمية والموظفين ذوي الصلة عند الحاجة. استخدام التقنيات ذات الصلة المستخدمة داخل الجهاز لتحسين كفاءة العمل. إظهار الامتثال لقيم الجهاز ومدونة قواعد السلوك والأخلاقيات في جميع الأوقات لدعم تأسيس ثقافة موجهة بالقيم داخل الهيئة. المساهمة في تحديد فرص التحسين المستمر واستدامة الأنظمة والعمليات والممارسات مع الأخذ في الاعتبار المعايير العالمية، وتحسين الإنتاجية، وخفض التكاليف. المساهمة في إعداد وتقديم البيانات والتقارير في الوقت المناسب وبدقة لتلبية متطلبات القسم ومعايير الجودة. التعاون في تطبيق التشريعات والسياسات والإجراءات ذات الصلة بالصحة والسلامة، في أداء الواجبات. <br><br>هـ. عام<br><br>يجب أن يعكس مستوى الأداء المؤهل الأكاديمي، ونوع الدورات في مجال التخصص، والمستوى الوظيفي للموظف، ومستوى الإنتاجية. يجب الحصول على الشهادات الأكاديمية والمهنية المطلوبة والمعتمدة من قبل ADAA خلال الفترة المحددة وبناءً على خطة التطوير الفردية للموظف. أداء المهام والمسؤوليات بشكل مستقل ما لم يتم الحصول على موافقة أو توجيه لتفويض المهمة إلى موظفين آخرين في حالة عدم القدرة على أداء المهام والمسؤوليات. ضمان العمل الجماعي، التعاون، والتفاني في أداء الواجبات. <br><br>المتطلبات والمؤهلات (Requirements & Qualifications)<br><br>المتطلبات الدنيا:<br><br>المؤهلات الأكاديمية: درجة البكالوريوس في مجال ذي صلة، ويفضل في كلية الحقوق (القانون). الخبرة المهنية: 4 - 6 سنوات من الخبرة ذات الصلة في الأعمال التحقيقية أو القانونية. الكفاءة اللغوية: إتقان اللغتين العربية والإنجليزية.
