Job Description – Design Manager – Wet Utilities Job Title: Design Manager – Wet Utilities Location: Abu Dhabi, UAEEmployment Type: Full-Time Role Purpose The Design Manager – Wet Utilities will lead the Wet Utilities design team and manage the delivery of infrastructure and master planning projects. The role requires strong technical expertise in water networks, irrigation, firefighting, district cooling, stormwater, and sewerage systems, along with proven experience in UAE consultancy projects and authority coordination. The position will be responsible for managing design submissions, technical reviews, multidisciplinary coordination, and obtaining approvals from relevant authorities including DMT, ADM, ADDC/TAQA, ADSSC, and DOT.<br>Key Responsibilities Lead and manage the Wet Utilities Engineering Section, ensuring timely and high-quality design deliverables. Manage the design and coordination of wet utility infrastructure projects including:Water transmission and distribution networks. Internal water networks. Irrigation main and internal networks. Firefighting networks. District cooling networks. Stormwater drainage networks. Sewerage networks. Review and approve technical drawings, calculations, design reports, specifications, and tender documents. Manage design development from:Concept Design Preliminary Design Detailed Design IFC Design submissions Lead hydraulic modelling and network analysis activities for water distribution systems. Coordinate with clients, consultants, contractors, and government authorities for technical approvals. Manage authority submissions, NOCs, NOIs, and approval processes. Ensure compliance with UAE standards, project specifications, and authority requirements. Review and address client comments, technical queries, and design change requests. Coordinate with Roads, Dry Utilities, Structures, Transportation, and other engineering disciplines. Attend client meetings, technical workshops, and coordination meetings. Support preparation of tender documents and technical clarifications. Provide technical leadership and guidance to engineers and designers.<br>Qualifications & Experience Bachelor’s Degree in Civil Engineering. Minimum 15+ years of experience in Wet Utilities Design and Infrastructure Engineering. Proven experience as:Design Manager – Wet Utilities Head of Wet Utilities Section Strong UAE consultancy experience in infrastructure and master planning projects. Contract : 12 Months Responsibilities:Health & Safety Management Conduct daily site safety inspections for excavation, grading, backfilling, compaction, and heavy equipment operations. Ensure compliance with approved method statements, risk assessments, and permit-to-work systems. Monitor safe operation of earthmoving equipment including but not limited to excavators, bulldozers, graders, rollers, dump trucks, and loaders. Identify hazards and implement corrective and preventive actions. Conduct toolbox talks, safety inductions, and HSE awareness sessions. Ensure proper use of PPE by all site personnel. Monitor traffic management and pedestrian safety within the worksite. Verify lifting operations and excavation activities are performed safely. Ensure emergency preparedness measures are maintained at site. Maintain related registers, checklists and other project documentation. Environmental Management Monitor dust suppression, waste management, fuel handling, and spill prevention measures. Ensure environmental controls are implemented during excavation and hauling activities. Monitor noise and vibration control measures where required. Ensure compliance with environmental regulations and client environmental requirements. Incident & Compliance Management Investigate incidents, near misses, and unsafe conditions. Prepare incident reports and recommend corrective actions. Maintain HSE records, inspection reports, and safety statistics. Coordinate with supervisors and subcontractors to close safety observations. Participate in HSE audits and inspections by clients or authorities. Coordination & Communication Liaise with site engineers, supervisors, operators, and subcontractors on HSE matters. Support implementation of company HSE policies and procedures. Promote a positive safety culture across the project. <br><br>Required Skills:Diploma or bachelor’s degree in occupational health & safety, Environmental Science, Engineering, or related field. NEBOSH IGC / OSHA certification or equivalent preferred. Additional certifications in First Aid, Fire Safety, or Confined Space Safety are an advantage. Profile: Provide support to Crewing and Human Resource (HR) teams by providing guidance and support on recruitment, administration, training compliance and logistics. Administrative support includes but not limited to creating CV packages for clients, booking trainings, supporting with logistics and updating CRM. Support Operation team with logistics and mobilisation of service engineers in a timely manner ensuring compliance of certification and immigration. Help with the creation of a Company data base for offshore personnel to support with proactive recruitment. Review internal HR/Crewing documents, rename and support with electronic filing. Support with HR and crewing related project to support compliance and long-term strategy of the function. Engage with other functions within the Company to support with efficient operations. Coordinate end-to-end recruitment activities, including advertising vacancies, screening candidates, arranging interviews, and preparing offers. Conduct new employee inductions from HR perspective and ensure completion of onboarding requirements. Support with workforce planning and succession planning initiatives. Review and monitor headcount report for offshore personnel. Promote positive employee relations and assist in resolving workplace issues. Support with onshore onboarding, prepare employment contracts and onboarding documentation. Support with creation of letters for onshore employees including but not limited to salary certificates. Assist with maintaining HR records, reporting and audits to ensure data accuracy and regulatory compliance.<br>Certification: Extensive experience working within an HR function. Preferred experience working within the Oil and Gas Industry. Ability to communicate to internal clients. Experience within a recruitment function.
